The Sindh Police Counter Terrorism Department (CTD) on April 11 said it has arrested a suspected militant linked with banned outfit Jundullah, which allegedly orchestrated major acts of terrorism, bank robberies, kidnappings from the Cantt Railway Station of Karachi, the provincial capital of Sindh, reports Dawn. The CTD, acting on a tip-off, detained Mohammed Ishaq alias Gul as he arrived at Cantt Railway Station from Sukkur, said officer in-charge Transnational Terrorism Intelligence Group (TTIG), Raja Umar Khattab, who described the detained suspect as an "extremely wanted militant belonging to Jundullah". The CTD officials said that they have seized one "ready" suicide jacket and two hand grenades from Ishaq.

Sindh Rangers arrested 17 suspects, including those accused of extorting money and committing robberies, during targeted operations in different parts of Karachi, the provincial capital of Sindh, on April 14, reports The News.A spokesperson for the paramilitary force said the Rangers’ personnel conducted a targeted raid in the Malir area where they arrested two suspects, later identified as Khadim Hussain, alias Magsi, and Abdul Hameed. The arrested men were allegedly involved in a number of extortion cases. The Rangers also carried out raids in the Korangi, Sacchal. Frere, Kalri, Nabi Bux, Mithadar, Kharadar, Garden, Baghdadi and Mehmoodabad areas where they apprehended 14 accused who were identified as Muhammad Tauqeer Saeed, Muhammad Umair, Syed Amaan, Faizan, Siraaj, Sanaullah, Muhammad Hussain, Muhammad Jibran, Muhammad Sohail, Rashid, Sajid, Daniyal, Ghulam Sarwar and Muhammad Irfan. According to the Rangers, the arrested suspects were involved in various criminal offences, including illegal sale and purchase of weapons, dacoities, and street crime. A suspect, Raja Muzammil, was arrested by the Rangers when they carried out a raid in the Mehmoodabad area. The suspect was allegedly involved in drug peddling in the area.The rangers also claimed to have recovered arms, looted items and narcotics from the possession of the arrested suspects who were later handed over to the Police for the initiation of legal proceedings.

The Counter Terrorism Department (CTD) arrested two terrorists of banned Tehreek-e-Taliban Pakistan (TTP), ‘commander’ Azeem Jan and Muhammad Anwar, in Mansehra District of Khyber Pakhtunkhwa on April 19, reports Daily Times. The arrested TTP terrorists were shifted to undisclosed location for further investigation and according to CTD sources important revelations and more arrests were expected. Authorities claimed that Azeem had reportedly served as the outfit’s key member in Karachi (Sindh), Swat (Khyber Pakhtunkhwa) and Shangla (Punjab), reports Express Tribune. Reports further suggested that Azeem is a prime accused in various terror attacks including the killing of SSP Chaudhry Aslam, 2002 assassination of American-Israeli journalist Daniel Pearl and the assassination of MaulanaIzharulHaqJhangvi. The suspect is also accused of involvement in the 2011 PNS Mehran attack, blast on the shrine of Abdullah Shah Ghazi and an attack on a check-post in Quetta’s HazarGanji area that killed at least 140 people.

Police sources said the bomb had been planted in rickshaw of the suspect arrested in the raid. The arrestee, Ikram Ullah, an Afghan national, had crossed the border via Chaman on December 12, they claimed. Police said they have recovered two Afghan identity cards, PKR 29100, 100 US dollars and other documents from him and raids are being conducted to arrest his facilitators. “The terrorist had planned major terrorist activity in the city. The arrested suspects, according to the Police, is a Government employee and had allegedly been involved in the killings of Police personnel, excise officials, an education director and members of both his own and rival political parties. Details of the arrest were revealed by East Zone Senior Superintendent of Police (SSP) Ghulam Azfar Mahesar during a press conference at his office. According to the SSP, Bahadurabad Police had arrested the suspect, identified as Sajid alias Chota Bona, in a raid on Sharae Faisal and seized a 9mm pistol as well as stolen motorcycle from his possession.SSP Mahesar said that the suspect was affiliated with the MQM-London’s Jamshed Town Sector and was an employee of the Sindh Department of Health. Four people were arrested in Ali Town of Multan District in Punjab on February 14 for their involvement in delivering hate speech of sectarian nature and defaming members of the Government, reports Daily Times.The action was taken over a speech delivered by one of the apprehended suspects at a mosque in Ali Town on December 28, 2018. In the speech made through a loudspeaker, the primary suspect allegedly incited the audience’s religious emotions by issuing statements of sectarian nature and provoked them against the Government of Pakistan and incumbent rulers, according to the first information report (FIR) of the incident, registered on the complaint of a police official against six named and 40-45 unidentified people. Four out of the six named persons have been arrested. According to the FIR, the nominated persons were spreading ‘sectarianism and bigotry’ along with the main accused and raising slogans against the Government. Two of the suspects recorded videos of the alleged hate speech through their mobile phones and later uploaded them onto Facebook and other social media.

Bungalzai was commander of LeJ’s askari (militant) wing and was involved in several terror acts in Balochistan and Sindh. Shahbaz Gill, a spokesman for the Punjab Chief Minister (CM) said Hafiz was arrested near the town of Gujranwala. “The main charge is that he is gathering funds for banned outfits, which is illegal,” he said. The Punjab Counter Terrorism Department (CTD) said in a statement that Hafiz Saeed had been arrested while going to a court in Gujranwala to seek pre-arrest bail but was remanded in custody. A CTD official said Hafiz Saeed had been presented in an anti-terrorism court and later sent to prison. He added that the charge sheet against him will be presented soon. The official further said that a case against Hafiz Saeed had been lodged under the anti-terrorism act. The CTD has been directed to complete its investigation and submit a charge sheet to the court in the stipulated time. A JuD spokesperson also confirmed the arrest.

Five Balochistan Republican Army (BRA) militants were arrested by the Counter Terrorism Department (CTD) after a failed bid to carry out a bomb attack on a train in Giamal area of Rajanpur District in Punjab on July 4, reports Dawn. A bomb disposal squad (BDS) had earlier in the day expertly defused explosives affixed to railway tracks. According to BDS official Ghulam Abbas, "the bomb weighed 5kg and was attached to the railway tracks along with a remote-controlled device." The target appeared to be the Karachi-bound Khushal Khan Khattak Express, which had left from Peshawar and was due to pass by in a few hours. It was temporarily halted at the Dera Ghazi Khan station after Police sealed off the area and began a search operation. All the arrested militants belong to the Baggi Commander Group of BRA. Recoveries from them include two pistols, 30 bore; one planted IED, approximately six kilogrammes; safety fuse; primer cord; detonator; and funds (cash money) for terrorism financing.

According to a spokesperson for the Pakistan Rangers (Sindh), a member of a target killer gang, Ghufran Ahmed, associated with the Saleem Belgium group of the Muttahida Qaumi Movement-London (MQM-L), was allegedly involved in the recent wave of terrorism and targeted killings in Karachi. During the initial probe, the suspect revealed that he was a facilitator in an attack on an office of the PSP in the Rizvia area on December 23, 2018 and also conducted reconnaissance on the instructions of the ringleader Asif Pasha alias Major. In the attack, Azhar and Naeem alias Mullah of the PSP were killed while Fahad and Yasir wounded. Eight of the suspect’s team members had been arrested by Rangers on February 25.

The arrested militant’s name is also mentioned in the Red Book of the Counter Terrorism Department (CTD).The Rangers spokesman said that the militant had been working with Jundullah’s Haji Mumtaz alias Hamza Group. During the initial investigations, the suspect revealed that he and his accomplices had transported a large cache of weapons to Karachi from Waziristan District of Khyber Pakhtunkhwa and that the weapons were used against the CTD in a 2007 shootout in Shah Latif Town. The suspect also disclosed that in 2007 he and his accomplices had committed a robbery at a bank located on Rashid Minhas Road and made off with PKR 1.7 million. In 2008 they committed a robbery at another bank and made off with PKR 3 million.During the same year they committed a robbery at a bank’s Malir Halt branch and made off with PKR 3 million, and on resistance they shot a security guard there. While one of the attackers who killed the Policeman, Rehan Gul, was already arrested within two weeks of the incident; however, a key suspect, Noor Wali, went underground. Wali continued to move from one place to another as he first escaped to Buner, then Karak and then Kohat, and finally returned to Karachi after the passage of almost two months after the incident. A senior official who is part of the joint operation said that law enforcement agencies arrested Mohsin Khan, son of Behram Khan, who belongs to Shabqadar area in Charsadda District of Khyber Pakhtunkhwa (KP). Mohsin told investigators that TayyabullahaliasRaaki, a resident of Mohmand District in KP, had received suicide bomber SadiqullahMomand, an Afghan national who entered Pakistan through Torkham on May 6, and escorted him to Lahore for the May 8 Data Darbar strike. The Indian Coast Guard (ICG) on May 21 apprehended a Pakistani fishing vessel off Gujarat and seized 200 kg heroin, worth 600 crore in the international market, reports The Hindu. According to Additional Director General K. Natarajan, Coast Guard Commander (Western Seaboard), late on May 20 received intelligence input from the Directorate of Revenue Intelligence (DRI) and other agencies that a Pakistani fishing boat was to deliver narcotics off Gujarat and that it was to be received by an Indian boat. The ICG swiftly diverted its ships to effect interception of the boat. In the early hours of May 21, one of the Coast Guard ships intercepted the Pakistani fishing boat Al-Madina off Jakhau in the Arabian Sea. “Despite evasive manoeuvres carried out by the crew of Al-Madina and rough sea conditions, it was successfully intercepted within Indian waters. During the hot pursuit, the crew threw bags containing suspicious material into the sea. The Coast Guard team, upon boarding the vessel, took the crew into custody and retrieved the material,” Mr. Natarajan said. “On initial checking 195 packets containing 200 kg of heroin has been found. The Pakistani vessel crew are being subjected to interrogation and rummaging is being carried out by various agencies,” Mr. Natarajan said.

A multi-agency probe involving Directorate of Revenue Intelligence (DRI), Intelligence Bureau (IB), Customs and India’s external intelligence agency Research and Analysis Wing (RAW) has begun on suspicion of narco-terrorism soon after six Pakistan nationals were arrested in high sea off Gujarat coast from a fishing boat from Karachi, reports Times of India on May 25. This incident was earlier reported by South Asia Terrorism Portal (SATP) on May 22. In a simultaneous operation, three Pakistani and three Nepali nationals were arrested in Kathmandu with Rs 7.6 crore in fake Indian currency notes (FICN) of Rs 2000 denomination. “Those arrested included FICN kingpin Yunus Ansari,” said a senior DRI official. Ansari is known to have links with India’s most wanted don Dawood Ibrahim and Pakistan intelligence agency ISI (Inter-Services Intelligence) and has been responsible for running FICN network from Nepal. He is also suspected to have links with proscribed Pakistani terror outfit Lashkar-e-Taiba (LeT) that has been responsible for several bomb blasts in India. Son of a former Cabinet minister of Nepal Saleem Mia Ansari, Yunus was arrested twice earlier in 2010 and in 2014 based on DRI information for circulating FICN. “In the last few months, maritime route in the Indian Ocean has been exploited by the international organised narcotic smuggling syndicates for trafficking drugs. The other sensitive route has been India-Pakistan border in J&K where DRI had made seizure of heroin and arms and ammunition in a joint operation with Indian army last year,” a senior DRI official said.

The suspects were picked up after tracing the bomber. Officials said one of the detainees was a rickshaw driver who transported the suicide bomber to Data Darbar. According to officials, investigators have pieced together CCTV footage from across the city to determine the movement of the attacker. Through the clips, the investigators learnt about a tea stall which had opened in the GarhiShahu area about three months ago and was frequented by the attacker. Other footage showed the attacker getting into a rickshaw that took him to the Data Darbar via the railway station, officials revealed.

The arrested leaders were identified as Professor Zafar Iqbal, Yahya Aziz, Muhammad Ashraf and Abdul Salam. The development comes ahead of the Financial Action Task Force's crucial plenary meeting scheduled to be held in Paris from October 12 to October 15. A spokesman for the CTD said that there had been an "important progress" in the National Action Plan (NAP) as the main leaders of proscribed JuD have been arrested by the CTD Punjab in offences of terrorism financing. "JuD/LeT chief Hafiz Saeed is already in prison facing trial for commission of offences of terrorism financing. Now the entire core leadership of the JuD/LeT will be on trial," the CTD said.

Pakistan Coast Guards (PCG) recovered drugs worth 160 million rupees and arrested four suspects during separate actions in different Districts of Balochistan on October 11, reports The Nation. The PCG during search of a suspected vehicle near Badok Frontier Crops (FC) check post in Pasni tehsil (revenue unit) of Gwadar District recovered 12-kilogram heroin and 10-kilogram high quality hashish and arrested two drugs pusher on board. In another action in Windar tehsil of Lasbela District, the PCG recovered 3,955-kilogram toxic betel nut hidden in orchard and two suspects were held. A spokesman of PCG said that the recovered drugs value 160 million rupees in international market and the detainees were being interrogated.

Police recovered one hand grenade, a .222 rifle, a handgun and a stolen motorbike from him. The Karachi East Senior Superintendent of Police (SSP) Ghulam Azfar Mahesar said at a press conference that Abdul Salam confessed to have killed 111 people during interrogation. He said Salam was involved in the killing of two army personnel, one Navy official, eight Policemen, Doctors, Government employees and women. Through a statement, ANF said that eight vehicles have also been taken into custody which were being used for drug smuggling. The seized narcotics are valued at PKR 653 million in the international market. Seized drugs comprised of 374 kilograms hashish, 26.6 kilograms opium, 10.6 kilograms heroin, 435 wine bottles and 112 beer tins.
