In the province, Police in Dera Ismail Khan on April 2 arrested 28 suspected terrorists linked to various banned religious groups, Daily Times reported. According to the Dera Ismail Khan District Police Officer Muhammad Iqbal, the Police were carrying out search operations in the District to arrest saboteurs, adding the action would help eradicate sectarianism and terrorism. The second day of a joint search operation by the Pakistan Army and Police was carried out in Madina Colony and Mohallah Chah Syed Munawar Shah areas. A Kalashnikov, a rifle and bullets were seized. With this, the total number of arrests has increased to 116. The operation that was launched on April 1 is expected to continue for a few days.

In the province, the Frontier Constabulary (FC) on August 10 foiled a terrorist plan to be carried out on Independence Day and arrested eight terrorists, seizing weapons from them, Daily Times reported. The FC troops, which had been deployed in provincial capital Quetta after a deteriorating law and order situation, raided the New Sariyab area on a tip-off and arrested the eight terrorists. The troops also seized a hand grenade, some Kalashnikovs, explosives and pistols from their possession. According to sources, the terrorists said, during initial investigation, they had planned to launch attacks in the Mezan Chowk during the August 14 celebrations. The arrested persons were identified as Hidayatullah, Attaullah, Abdul Samad, Abdul Razzaq, Abid Ali, Abdul Rehman, Dadullah and Amanullah. Sources said all of them belonged to a banned organisation.

Seven suspected terrorists were arrested from Bhakkar, Sargodha and Dera Ghazi Khan and two suicide jackets and explosives seized from their possession, according to Daily Times. Quoting sources in the security agencies, a private TV channel reported on August 10 that two suspected terrorists, identified as Muhammad Ayub and Qamar Abbas, were arrested from Bhakkar. Separately, two unidentified terrorists were arrested from Sargodha and two suicide jackets and explosives seized. In the third raid, two suspected terrorists from Dera Ghazi Khan and one from Multan were arrested. Sources said the arrested men had been shifted to Lahore for investigation. They said a crackdown was underway against banned outfits across the Punjab province following the Mian Channu bomb blast in July 2009 - in which seven people were killed – that was blamed on Master Riaz, an alleged operative of the Tehrik-e-Taliban Pakistan.

Security Forces (SFs) said on August 12 that they had arrested 46 suspected Taliban militants during the ongoing search and clearance operation in various parts of Swat District, Daily Times reported. “Security forces conducted search operations at Siakas, Chirhi Banda and Biha, and arrested 30 Taliban, including Nisar alias Ghazi Baba. They also seized a large cache of arms and ammunition,” the Inter-Services Public Relations (ISPR) said in a statement. The SFs, in addition, also conducted another search operation at Bar Shalpalam and Shangwatai near Matta sub-division, and arrested three Taliban militants, including the most wanted Muhammad Rahim. Further, a search operation at Chamtlai resulted in the troops defusing two improvised explosive devices, the ISPR added.

The Karachi Police claimed on August 23 to have arrested seven members of the Lashkar-e-Jhangvi (LeJ), a proscribed Sunni militant group, Dawn reported. The suspects were arrested in the Defence View area in the night of August 22, the Deputy Inspector General of Police (DIG) Saud Mirza said at a press conference. According to him, the accused surrendered themselves to law-enforcement agencies without putting up a resistance. The DIG said one of the accused, Shahzad, was a close associate of Amjad Farooqi and was involved in attacks on former President General (retd) Pervez Musharraf and former Prime Minister Shaukat Aziz. Police also seized three suicide jackets, 15 kilograms of explosive material, four AK-47 rifles, four pistols, two gas masks, five kilograms of ball bearings, 200 rounds of bullets, electric wires, remote controls and batteries. Police is also reported to have found about one and half kilograms of heroin. The accused allegedly smuggled drugs to foreign countries to generate funds for purchasing arms and ammunition and supporting families of their accomplices who were killed or were under detention. They also used to provide money to the Quetta-based Taliban commander Abdul Samad. Those arrested were Muhammad Aziz alias Salman, Muhammad Shahzad alias Pehlwan, Ghulam Muhammad alias Umar, Shahbaz alias Mian, Alam Zeb alias Huzaifa, Shakil Ahmed and Khalil Ahmed Toori. The DIG said Khalil Toori is a brother of Qasim Toori, a Jundullah activist arrested after an encounter in Shah Latif town of Bin Qasim area in January 2008. Four militants of the Tehreek-e-Taliban Pakistan (TTP), including their ‘commander’, were arrested in the Quaidabad area of Karachi on December 13, according to Daily Times. The arrested militants were allegedly plotting terror activities in the city during Moharramul Haram (Islamic Religious Month) and four hand grenades, four Kalashnikovs and three-and-a-half kilogrammes of hashish were recovered from their possession. The Senior Superintendent of Police (East Zone II Investigations) Choudhry Aslam Khan said the arrested men have been identified as Noor Wali, Niaz alias Riaz, Kher Mohammad alias Kaka and Niaz alias Omer. Giving details about the militant’s background, Khan said they had abducted a businessman named Zain Mehdi in Karachi, detained him for three months and later released him after receiving ransom money of PNR one million. Two months back, they had killed a man named Zubair at the Sohrab Goth graveyard suspecting him of being a Police informer. They had also robbed PNR one million from a petrol pump in Federal B Area of Karachi.

Senior Superintendent of Police (SSP) OF CID Fayyaz Khan said an incomplete suicide jacket, 20 kilogrammes of explosives, two kilogrammes of ball bearings and nails each, six electric timers and wires, and one Kalashnikov rifle was recovered from his possession. “The man’s name is included in CID’s Red Book in the category of most dangerous terrorists,” Fayyaz Khan added. Claiming a major breakthrough on the third day of the ongoing operation against the militants and outlaws in Khyber Agency, the political authorities on January 1 indicated at reopening the Pakistan-Afghan Highway by January 3, The News reported. Authorities said 80 per cent of the targets were achieved as several notorious criminals were either arrested or surrendered to the administration. Some 13 houses, used for anti-social activities, were also demolished. The encroachments along the Jamrud Bazaar and the adjoining areas were removed. Sources said 15 more wanted criminals were arrested on January 1, bringing the tally of those arrested during the last three days of the operation to 43. A total of 33 structures, including houses and guest houses, were demolished in the operation. The NATO supplies snatched earlier were also recovered during the operation. The looted items were recovered from the house of Adam Jee in Wazir Dhand area, prompting the troops to demolish the house after retrieving the snatched goods. Briefing the media, Political Agent of the Khyber Agency Tariq Hayat said that on the third day of the operation, militants’ hideouts and criminal dens in Ghundi, Shahkas and Wazir Dhand area were targeted with artillery shells before the troops moved in. He also said that known kidnappers and looters were arrested during the operation and a large quantity of arms and ammunition and looted goods recovered from different places. Tariq reiterated that the operation named ‘Daraghlum’ (Here I come) was not aimed at any single entity or group but against a host of groups that had made the entire region insecure. “Lawlessness in Jamrud Tehsil [revenue division] has direct implication on the law and order situation in Peshawar, which experienced one of its worst periods during the last quarter of the year 2008,” the administrative head of the agency said and added 37 people were kidnapped and 16 vehicles lifted from Jamrud during the last three months. He also informed that during the same period, a total of 100 people were abducted from Peshawar and all the kidnappings had direct links to the tribal territory, where the operation was in progress now. One soldier was killed and two others sustained injuries as clashes between the Security Forces (SFs) and militants continued in the Safi tehsil (revenue division) and adjoining areas of the Mohmand Agency for the second consecutive day on January 1. The SFs also claimed to have killed several militants when their hideouts were dynamited besides arresting 10 suspects and recovering explosives and suicide vests from them during the operation in different areas of the agency. Sources told The News that militants attacked the SFs’ check-posts in Darwazgai-II and Lakaro with mortar guns and rocket launchers after which a fierce clash started. Sources added that a mortar shell fired by the militants hit the Darwazgai-II checkpoint in which a soldier, Niaz Muhammad Jan, was killed and two others wounded. A spokesman for the Mohmand Rifles, a wing of the paramilitary Frontier Corps (FC) in Ghallanai, told the media that they targeted different areas of Safi, Lakaro and Utmanzai with artillery and mortar guns, killing several militants. “We have also arrested 10 suspects in Qandaro area who were transporting arms and ammunition to their associates engaged in clashes with the security forces in Darwazgai-II and Lakaro checkpoints. Sources said that about 10 masked men, equipped with pistols and hand grenades, came and made the watchman, Sher Muhammad, hostage before placing six bombs in a plaza and two markets at 4:20 a.m. Three offices were completely destroyed when a bomb exploded in the plaza, owned by former PPP legislator Qurban Khan, on GT Road. The house of the PPP leader was also partially damaged in the blast. Political Agent Tariq Hayat claimed to have achieved 80 percent of the targets set for the operation. He said while many were arrested under the collective responsibility clause of the Frontier Crimes Regulations, Security Forces also detained 43 proclaimed offenders. He stated the Government’s resolve to continue the operation until all the six groups that the authorities claimed operating in the Khyber Agency were neutralised. The Security Forces carried out limited action against militant hideouts in Ali Masjid area of the Jamrud sub-division, where an office of the Mangal Bagh-led Lashkar-e-Islam was also demolished. The second bomb was planted in a waste enclosure on Rettigan Road in the rear side of SSP (Operations) office. The third and fourth ones were hidden in a bucket of milk alongside the road on footpath and outside the office of Superintendent of Police (Operations) City Division. Addressing a press conference, he said the arrests were made when police and elite force personnel raided a house in the city’s Dhoke Lakhan area. They also seized four motorbikes, one car, detonators with wires, nut and bolts weighing 20 kg, one timer, four hand-grenades and eight pistols. One of the detained suspects is Dr Abdul Razzaq of the Cantonment Hospital who has been missing for some time and his case is in the Lahore High Court in Islamabad. The CPO said the terrorist gang had indirect links with the militant group of Baitullah Mehsud in Wana. He said they had confessed to having carried out a number of terrorist attacks, including the RA Bazaar bombing in which seven army personnel were killed, assassination of Lt-Gen Mushtaq Ahmed Baig, Melody suicide attack on police force, blast outside the Danish embassy and heinous attack on Italian restaurant. The terrorists, Rao Iqbal said, were planning a suicide attack during the March 23 Pakistan Day parade. Senior Superintendent of Police Qazi Jamilur Rehman said the car with around five militants was coming from Darra Adamkhel and armed with automatic weapons they exchanged fire with the Police. “As the police encircled one of them near Mashokhel Mera, he blew himself up,” he said. Punjab Law Minister Rana Sanaullah said the cleric, variously identified as Hafiz Riaz or Master Riaz, and two other men who were in the house at the time, were arrested from a hospital where they were admitted for injuries sustained in the explosion. Police said they suspected Master Riaz of storing the explosives for "terrorism" purposes. Children of the village attended Koran classes at the house and a number of them were inside at the time of the explosion. Khanewal District Police Officer Kamran Khan told the media that two suicide jackets, detonators, six rocket launchers and some Jihadi literature were recovered from the incident site. He also confirmed the death of 11 persons. Kamran Khan also said Riaz did not run a regular madrassa (seminary), but an informal school possibly as a cover. Naeem Sadiq, a doctor at a local hospital, said the dead included three women, a 15-year-old boy and six children aged between six and 12. Sources said Master Riaz was member of a proscribed outfit and had participated in the Afghan war for eight years.

A number of tunnels and hideouts were unearthed in Matta. The SFs have also reportedly wrested the headquarters of the Taliban - Peuchar. During the operation in Loi Namal, the ISPR said 20 terrorist hideouts were destroyed and eight machine guns, one rifle and huge quantity of ammunition recovered. During a search operation in Gwalerai, troops destroyed six hideouts and recovered 10 rifles, along with ammunition and one double cabin vehicle. The SFs also claimed to have destroyed two tunnels, each 20-foot- long, and demolished four bunkers in Kalagai area of the valley. A statement issued by the office of Capital City Police Officer said raids in two localities led to the arrest of the suspects and seizure of arms that included two AK-47 rifles and three pistols. According to the statement, the arrested people were identified as Pervez alias Azeem, Faiz Rasool, Rehmat Gul, Saeed Mehsud and Farooq Khan Mehsud. However, their six accomplices managed to escape after an encounter with the Police. The statement said the suspects were active members of the TTP. “Half of the money they (suspect) got through robberies and kidnapping, was being transferred to Maulvi Shamim through Commander Misbahuddin and Shah Hussain in Karachi,” said the statement. It said the suspects had confessed to committing criminal activities in other parts of Sindh too.

A suicide jacket, packed with 12 kilograms of C4 explosives, two detonators, two hand grenades and two TT pistols along with five bullets were seized from the arrested suspects, who originally belonged to the banned Sunni militant group Lashkar-e-Jhangvi (LeJ) and Harkat-ul-Jihad-al-Islami. “They planned to target the leaders of a political party, CID police officials, Ahmedis, offices of intelligence agencies and the religious buildings of Shia and Ismaili communities,” the SP said. The SP said suspect Asim hailed from Swat and belonged to the Harkat-ul-Mujahideen. “He was trained at Miranshah where he was also involved in attacks on security forces,” he added. Battles to secure Nawan Killi have begun and a link up between forces coming from Fiza Ghat to Whataki Chowk and Ayub Bridge to Nawan Killi has been completed. Located on main line of communication that links the Swat Valley with Mansehra, the area with thick forest was being used as a training centre and logistic base by the militants. SFs also secured Fizagat, a few kilometers north of Mingora city, and the area up to Watakai. During the operation, two militants were killed and six soldiers were wounded in an encounter. One armed personnel carrier and a huge cache of arms and ammunition were also recovered. After resumption of the operation in Peuchar, a heavy exchange of fire took place between the two sides. Security Forces (SFs) have gained control of half of Mingora city and killed 29 militants in various areas of Swat Valley during the last 24 hours besides arresting 14 others, the Inter-Services Public Relations (ISPR) Director General Major General Athar Abbas said on May 26, The News reported. “Six soldiers also laid down their lives and 11 others sustained injuries,” he told reporters at a press briefing in Islamabad. “More than half of Mingora is under the army’s control. We have plugged all escape routes for militants,” said Abbas, adding that pockets of “hardcore militants” remained. The military spokesman said the operation was progressing well despite stiff resistance by the militants. He said street fights and house-to-house search was going on in Mingora city. Athar said 18 militants were killed in Mingora during an encounter and seven others were arrested when they were trying to escape towards Buner District. He said four improvised explosive devices (IEDs) were also defused in the area. The Malakand-Qambar-Mingora road has reportedly been opened for traffic. In Qambar, SFs defused 12 IEDs and also recovered huge cache of arms and ammunition. The Kanju-Kabal road has also been cleared and fierce fighting is reportedly underway for securing Kabal. In Peuchar, the military spokesman said SFs continued a cordon and search operation and destroyed Taliban strongholds at Mano Derai. During the exchange of fire, three militants were killed while three others were arrested. A remote controlled IED was also defused at Pir Killay by the troops. Security forces have also cleared Sakhra Valley, the main route of the militants’ movement from Peuchar towards Kalam and other areas. About Buner, he said 90 percent area of the District had been cleared although some terrorists are present at Pir Baba. During search at check-posts, four militants have been arrested, he said. He added that in the night of May 25, about 100 to 120 militants attacked the Kalpani post in Dir Lower District from three directions and the attack was repulsed and militants suffered heavy casualties. Eight bodies have been recovered in close vicinity of the check-post. Two SF personnel were also killed in the incident and three others were wounded. The military spokesman rejected reports that a fresh group of trained terrorists had entered the troubled area. To a question as to why the senior leadership of the Taliban could not be targeted, he said it was essential to keep certain things confidential to achieve success. The terrorists are being surrounded and their morale is going down, he claimed.

The suspected militants were believed to have attacked the Police party in a bid to secure the release of five women, who had been put under house arrest after the Police arrested a foreigner, Abdullah, from there last week. Some hand grenades, Kalashnikovs, computers and CDs having footages of the Taliban, were also recovered in the raid. Abdullah was later handed over to intelligence agencies. Police sources said to make other members of the terrorist group surrender, they had put five women of the family under house arrest and two lady and three male constables as well as an ASI were deployed to guard the house. In the early hours of May 26, some five to six armed men scaled the boundary wall of the house and opened fire on the Police guards. During an exchange of fire, three Policemen were killed on the spot while ASI Iqbal Hussain sustained injuries. Sources said one of the militants, in Police uniform, was killed while his injured accomplices managed to escape. A dagger, some bullets and currency were also found near the body of the militant. Sukhera said 27 people, including 11 Policemen, died in the attack. The AP news agency reported that “several intelligence agents” were among the dead. Sukhera said nobody had claimed responsibility for the attack. A nearby filling station was totally destroyed and several car showrooms damaged. The ceilings of several operating rooms in a nearby hospital caved in, and windows of buildings in a two-kilometre radius were shattered. Most of the outer wall of the ISI office was destroyed and the building partially damaged, while the CCPO’s office was also damaged.

The Security Forces claimed to have arrested six Taliban militants, including a foreigner, and seized a large cache of arms from them on May 28, Daily Times reported. Frontier Corps Commander Colonel Asif told a press conference that one of the militants belonged to Afghanistan, and others were from Khyber Agency. He said the arrested militants were active members of the Tehreek-e-Taliban Pakistan. Asif said the six men were going to join their accomplices in Afghanistan. He said three vehicles, rocket launchers, anti-aircraft guns and other weapons had been recovered from them.
