At least five persons have been killed by January 6 as Garo and Rabha tribals clashed along the Meghalaya-Assam border, reports Indian Express. The clashes between the two tribes erupted on New Year's day when the Rabhas attacked a wedding party of the Garos and also targeted a Garo pastor. Curfew continued for the second consecutive day on January 6 in areas under six Police Stations — Rangjuli, Dudhnoi, Krishnai and Dhupdhora in Assam and Mendipathar and Resubelpara in Meghalaya— with the army deployed on the Assam side and the Border Security Forces (BSF) on the Meghalaya side. Meanwhile, The Union Government sanctioned five more companies of paramilitary forces for the State to tackle the situation, adds Shillong Times.The additional forces are expected to arrive by January 8 morning, Meghalaya Chief Secretary WMS Pariat said on January 7. He informed, so far 5100 people in Meghalaya and 30,000 in Assam have been displaced due to the ethnic strife. The Meghalaya Government has so far set up 10 relief camps including two for the Rabhas. Assam Government also set up around 15 to 20 relief camps, Pariat said.

A Union Home Ministry team led by joint secretary (Northeast) Sambhu Singh visited strife-torn areas in both Assam and Meghalaya on January 10. The visiting team said the clashes appeared "well-planned" and did not rule out the hand of "underground groups." Singh ruled out fresh deployment of Army but said the Centre was considering sending more paramilitary forces after holding talks with officials of East Garo Hills and Goalpara administration at Resubelpara circuit house in Meghalaya. He said around 50,000 people have been displaced in the clashes between Garo and Rabha groups and efforts would be made to rehabilitate them at the earliest.

The situation in East Garo Hills where nine people were killed and several families rendered homeless in the ethnic clashes between the Garos and Rabhas is returning to normalcy. East Garo Hills Deputy Commissioner Pravin Bakshi told that 11 of the 18 relief camps had been closed as the inmates of these camps had gone back to their homes and villages. According to official sources, 44 Rabha families who left their homes have come back to Meghalaya.

Over 35 cadres of the Isack-Muivah and the Khaplang factions of the NSCN were killed on the night of February 24-25 on the Tirap-Myanmar border cadres in the fierce fighting when a 100-strong armed group, trying to enter Tirap from Myanmar's Sagiang division, were ambushed by the rival Khaplang faction, intelligence reports reaching New Delhi said. This was the largest clash in an ongoing conflict between the two groups since December 2010. Both factions are currently in talks with the Centre and have been observing a ceasefire with government forces. The Ministry of Home Affairs (MHA), alarmed at the escalating conflict, wanted the Assam Rifles and the Army to launch an operation to disarm the NSCN cadres of both the factions but so far the Army has resisted the pressure, arguing that these are not banned groups and the clashes should be treated more as a law and order issue than pure insurgency.

Telegraph reports that one Communist Party of India-Maoist (CPI-Maoist)-backed People’s Committee against Police Atrocities (PCPA) cadre, identified as Keshab Mahato was killed during an encounter reportedly between the PCPA cadres and the Communist Party of India-Marxist (CPI-M) supporters in the Jhargram region of West Midnapore District on March 7. According to the Police, the firing incident took place when around 50 PCPA cadres started hurling bombs and firing bullets at the houses of the 25 CPI-M supporters, in an attempt to prevent them from returning to their homes at Khaerboni village after they had earlier managed to escape from the area a few months back. "The sequence of events is still not very clear to us as by the time the forces reached the village, most of the people had fled. Sources said that Menon was killed by another NSCN-K cadre near Mon town gate in the afternoon. His body was later on dumped in a jungle nearby. Sources disclosed that Menon was summoned by higher-ups from Tirap (Arunachal) to Mon in Nagaland to sort out issues related to organizational management which included disciplinary and financial matters. "Earlier on a couple of occasions, Menon was warned to abide by the organizational discipline; however, he did not pay any heed," informed a source. Menon, allegedly a Research and Analysis Wing (R&AW) agent, was the son of late KD Menon, an officer of the Indian Administrative Service (IAS), and the nephew of Congress leader and ex-minister TL Rajkumar. It is widely documented that Menon lived in Khonsa and was a timber baron till the Supreme Court’s ruling of 1996 hit the timber industry in the State. Majority of timber contractors may have failed to read the future of timber business but Menon took to another career option early in 1995 by joining the NSCN-K where he worked his way up to lead the insurgency faction to its zenith. It is believed that it was primarily through Menon and his mentor in the State politics that the NSCN-K made its presence felt in the political arena in the year 1999. It was widely quoted in newspapers and magazines that it was Menon’s active leadership and influence over twelve legislators of Tirap-Changlang that led to the downfall of Gegong Apang’s uninterrupted reign of 19 years.

Police Superintendent (SP) N.K. Singh said, a group of around 15 Maoist cadres dragged the five PLFI cadres, including the bridegroom and his father from the wedding function and shot them dead. The victims were identified as Gurdev Oraon, the bridegroom, and his father Cheta Oraon (50), while the others were identified as Jairam Oraon, Samar Oraon and Budu Oraon, the Police said. The incident was a fight for supremacy between the two Maoist outfits, SP Singh said, adding that Maoist cadre came in search of PLFI squad leader Mangal Nagesia but killed five of his supporters when they failed to find him. Two other cadres sustained injuries but managed to escape, sources said.

A group of 60 Unified Communist Party of Nepal-Maoist (UCPN-M) cadres from the Chulachuli-based People's Liberation Army (PLA) first division camp of Ilam attacked local people of Kamal Jhoda, injuring at least 12 people, in the night of May 16, reports Kantipuronline. According to the account of the local people, the Maoists had entered the village at around 11pm and launched the attack in seven houses. The Maoists also ‘captured’ five local youths -- Chabbi Subba, Gyanu Limbu, Birhang Limbu, Dipendra Tumbahamphe and Bishal Sunuwar -- and took them to the camp. They were freed 16 hours after they were captured in the afternoon of May 17. Two others, who had gone missing after the incident, came in contact in the morning. The PLA first division owned up the attack but refuted the local people's claim of abducting the five youths. “They were not kidnapped. They were brought to the camp for treatment, as they were injured in the incident,” said Sangram Thapa, ‘secretary’ of the PLA first division camp. Police also said five youths had sustained minor injuries. It is learned that the attack was instigated as an act of revenge, as six PLA combatants were injured in a clash with the local people of Kali Jhoda recently. Meanwhile, the Nepali Congress (NC) claimed that the people attacked and ‘captured’ by the PLA combatants were the cadres of the party.

He claimed to have arrested two suspects each from the ANP and the Muttahida Qaumi Movement (MQM) and said more arrests were under way. “It’s nothing. There is nothing to worry about,” he said when he was asked about the situation. “It’s just an [ethno-linguistic] scuffle and the people who died are also [from the two ethno-linguistic groups]. A few are affiliated with political parties,” he added. However, ANP Sindh spokesperson Qadir Khan demanded the Government to take action against the assailants attacking Pashto-speaking people. He said that according to initial reports, four ANP activists have been killed and at least six were injured. He said that more killings were expected and the details were being gathered. “They are picking our men off one by one,” he said. The slain militant was identified as Muhammad Hanif, a senior ‘commander’ of Hafiz Gul Bahadur group, an associate of the Haqqani network. Sources said a group of three militants of Hafiz Gul Bahadur group attacked the convoy of SF by blowing up an improvised explosive device and managed to to flee the scene and were later intercepted by the TTP. The latter had parted ways with the TTP and formed his own group, Tehreek-e-Taliban Islami Pakistan (TTIP), on June 27. The rift between the two groups reached peak after Hakeemullah’s men set up checkposts in Talo Kanj, Badsha Kot and Shabak areas. They then started collecting “taxes”. The Fazal Saeed group resisted the move and his supporters attacked the checkposts and tents of Hakeemullah’s men. Both sides used heavy weapons as fighting continued till late into the night. The political administration official on the condition of anonymity said that a Khasadar person was missing since in the clash. According to sources, SFs were advancing towards Alikhail and Kago Qamar areas of Upper Orakzai Agency where a clash between SFs and militants took place in which at least 18 soldiers including Major Samiaullah were injured. The clash occurred over the organisation of a ceremony in connection with Imam Hussain (AS) Day at New Campus. ISO activists were preparing to organise an event to mark Imam Hussain (AS) Day with the permission of PU administration at lawns of Chemical Engineering Department when some activists of IJT attacked them with bamboo sticks and stones. The trouble began when the IJT and ISO requested the PU administration to organise separate events on Imam Hussain (AS) Day. The administration allowed IJT to organise its event on condition that ISO could stage theirs as well. However on the night of December 21, IJT activists announced that their event would be held at the same time and place as the ISO’s. IJT activists also threatened to kill eight ISO activists to avenge an incident in 1994, which claimed the lives of four IJT activists, and asked them to refrain from organising their event.

Five abductors were killed and two Levies personnel got injured during an armed clash in an attempt to rescue four abducted health workers from Malazi and Hailkalzai Basic Health Unit in Pishin District. Those abducted were identified as lady doctor Shenaz, technician Muhammad Asad and workers Noor Shah and Mohabbat Khan. After the Security personnel were informed about the incident the Levies personnel chased the abductors near Barshore and opened fire on them, killing five abductors and arresting another after the armed clash. One Balochistan Levies official said, “The abductors belonged to Waziristan Agency in Federally Administered tribal Areas (FATA) and were taking the hostages to Waziristan via Zhob route”.
