Unidentified assailants killed four Policemen, including a Deputy Superintendent of Police, in a shootout in Quetta, capital of Balochistan, on January 14, Daily Times reported. Motorcyclists ambushed a Police team on Sariab Road at around 11am, killing four Policemen. Three of the murdered Policemen belonged to Hazara community and were Shia. The outlawed Sunni group Lashkar-e-Jhangvi (LeJ) claimed responsibility for the killings, which reportedly appear to be part of a recent series of target killing of Shias in the provincial capital that has claimed six lives in a month. "We claim the responsibility for today’s attack," Ali Haider, identifying himself as a spokesman for the group, said in telephone calls to local media, AFP reported. "It was a target killing and police officers belonging to the Hazara tribe were targeted," a senior police officer said, according to Dawn.

Two persons of Punjabi origin were shot dead in a targeted killing on the Sariab road in Quetta, the provincial capital of Balochistan, on January 24, Police said, reported Daily Times. The victims, identified as Muhammad Farooq and Shahzad Ahmed, were both residents of Rahim Yar Khan District of Punjab. The Balochistan Liberation Army (BLA) spokesman Bibarg Baloch claiming the responsibility for the killings told Daily Times that the men were killed in reaction to the “ongoing genocide of the Baloch people by the Pakistan Army”. He said the BLA had formally asked all ‘Punjabi citizens’ to leave Balochistan or face the consequences. “Those who followed our warnings have already left, but those who refuse to quit Balochistan will be targeted in the future,” he warned. The BLA spokesman also claimed the two men were intelligence agents.

Personnel of the Frontier Corps (FC) had to be called in to maintain law and order in Quetta, capital of Balochistan, after fierce clashes erupted between Police and an angry mob following the killing of Chairman Hazara Democratic Party, Hussain Ali Yousufi of the Shia community, on January 26, The News reported. Yousufi, who was running a travel agency on the Dr Bano Road, was entering his office at 10:30am (PST) when some unidentified gunmen sprayed bullets on him with automatic weapons. The armed men later escaped from the incident site. At least 13 persons were injured when clashes among angry protestors, Police and traders took place on the Shahra-e-Iqbal and Jinnah Road. The traders and protestors used weapons and pelted stones at each other. The protesters also torched several vehicles, motorcycles and a bank on the Jinnah Road. Four vehicles, a commercial bank and two motorcycles were set ablaze as clashes continued for several hours. Police later claimed to have arrested 21 suspects, including three activists of a banned religious organization, on charges of killing Hussain Yousufi. AFP added that the banned Sunni militant group Lashkar-e-Jhangvi (LeJ) claimed responsibility for the killing in a telephone call to the local press club. “We claim responsibility for this attack,” said the caller, who identified himself as Ali Haider, a purported LeJ spokesman. Around 12 Hazaragi-speaking Shias have been killed in Quetta in about a month’s time, according to Daily Times.

Six people were killed and 22 others sustained injuries when a bomb rigged to a bicycle exploded in a populated area in Dera Ismail Khan in the NWFP on January 26, Dawn reported. Three of the victims were in a car while the other three were walking past the bicycle parked in front of the main gate of the town hall. The remote-controlled bomb apparently targeted a Sunni leader. Locals told Daily Times that the explosion occurred when NWFP assembly member, and leader of the banned Sipah-e-Sahaba Pakistan (SSP), Khalifa Abdul Qayyum, was passing through the area. They said Qayyum escaped unhurt, but his car was damaged in the blast. Talking to reporters later, Qayum said he was the apparent target of the blast, as he had been involved in efforts for bringing peace to the district, APP reported. He said it was a terrorist attack, adding he did not have personal enmity with anyone. Police said the bomb weighed around 10 kilograms and seemed to be foreign made.

32 persons, including three soldiers, were killed and 22 others sustained injures as the Security Forces (SFs) intensified the operation in the Charbagh, Matta and Sangota areas of the Swat District on February 1, The News reported. Locals said most of the people killed in Charbagh and Sangota during shelling were civilians, who were finding it difficult to move to safer places due to the perpetual curfew and escalating clashes. They said SFs targeted suspected positions of militants in Charbagh with artillery before consolidating their position in the town. Sources said the funeral procession of local Shia community leader Sher Zaman alias Shera, who was killed in firing by unidentified persons on February 19, was heading towards Kotly Imam Hussain for his Namaz-e-Janaza (funeral prayer) and burial when a suicide bomber ran into the mourners and blew himself up. While there was no immediate claim for the blast, Police and witnesses blamed sectarian extremists. “We cannot immediately say who could be behind the bombing but it appeared to be linked with the ongoing sectarian attacks,” said Saadullah Khan, the local police station chief. “The head and a foot of the suicide bomber has been found at the scene. The bomber appeared to be 20 years old with a beard,” he added. The suicide bombing consequently led to rioting and firing in the air by some angry funeral participants. He said FC Inspector General Major General Tariq Khan is commanding the operation. Nearly 300 Taliban entered Buner from April 2 to 4 and began to terrorise the locals, in violation of the Swat deal, Gen Abbas said. “The government warned the militants but they refused to listen and staged only a symbolic withdrawal. They government was left with no option expect to use force,” he said. According to several news agencies, he said it would take up to a week to clear an estimated 500 Taliban militants from Buner.

The warplanes also targeted a madrassa (seminary) run by prominent cleric and leader of the Sunni Supreme Council of Hangu and Orakzai Agency, Maulana Mohammad Amin, at Shahuwam Bazaar in Orakzai. Besides six other people, the Maulana himself and his nephew Hafiz Rashid Ahmad were killed and a few others injured. Maulana Amin had reportedly close links with militants. The planes also targeted an alleged training centre of militants in Khapanga area of Lower Kurram Agency. The camp was reportedly run by local militant commander, Ismail Shah. Military officials said Maulana Amin had close links with the Taliban. An Inter-Services Public Relations (ISPR) statement issued from Peshawar said 40 terrorists were present in the seminary during the attack. Minutes later, on the other side of Budshah Bridge, militants lobbed a hand grenade on CRPF troopers at Batamaloo, resulting in injuries to 26 persons, including four CRPF soldiers and two Policemen. Official sources said CRPF and Policemen seemed to be the target of the militant attack but many civilians were hit by the splinters as the area is usually crowded. The Deputy Inspector General of Police (Central Kashmir), Hemant Kumar Lohia, said Police has reasons to believe that the latest attacks and on August 1 were the handiwork of the same module of militants. "We have more or less identified the module of militants since taking up investigations in the cases of attacks. We have identified the call signs and codes of the members of these modules and now we have to fix a face to these," Lohia told reporters at a press conference. He said Police has been able to get some mugshots of the latest incidents from closed-circuit cameras installed in the city and identified a suspect who might be involved. "We will enlarge the shots and identify the person by verifying the registration details of the motorcycle he is riding," he added. He said two modules of up to nine members each are active in Srinagar and the Police have been tracking them. He said, "They are keeping the numbers low and the members are mostly from Hizbul Mujahideen and Lashkar-e-Toiba and Jaish-e-Mohammad. They keep lesser numbers in loop which helps them evade detection for a longer time." Asked if the militants were carrying out fresh recruitments within the Valley, the officer said it is a fact that it was happening. "If there were no recruitments by militants, there would be no militancy…. But it is not at the large scale as suggested," he said when asked to comment on reports that militants have managed to recruit 200 to 300 fresh youth.

According to an eyewitness, the men followed the minister’s car, which was not accompanied by any security escort, soon after he left his office, firing at his vehicle at the Shaheed-e-Millat Road, Senior Superintendent Police Tahir Alam Khan said. At least 13 shops were also destroyed, and shockwaves were felt as far as a kilometre away, witnesses said. “Some 30 people have so far been killed ... it is suspected the attack was carried out using an explosives-laden car,” said senior Police officials. Reuters reported that the bomb was believed to have contained about 150 kilogrammes of explosives. Locals put the death toll at around 40. The blast took place in Kacha Pakka area, 17 kilometres from Kohat city. Shopkeepers said most of the victims were Shias and coalminers waiting for buses. “It appears the attack was carried out to target Shias,” they said. The Lashkar-e-Jhangvi (LeJ) claimed responsibility for the bombing, saying it was carried out to avenge the killing of one of their leaders. “We carried out the attack to avenge the killing of Muhammad Amin,” Usman Haider, claiming to be a spokesman for the outfit told BBC over telephone.

The majority of the blasts victims were reportedly military personnel and employees of the Defence Ministry who had queued up at the NBP Shalimar Plaza Branch to draw their salaries. It was the second terrorist attack in the Red Zone area of the garrison city within a month. According to eyewitnesses, many of the victims were retired military personnel who had gathered at the bank to draw their pensions. Several surrounding offices, part of a nearby hotel and a number of vehicles were also destroyed. Eyewitnesses said the attack occurred at 10:40am when a man riding a motorbike approached the parking lot of the plaza and blew himself up in front of the NBP branch, in close proximity with the Pearl Continental hotel, the military’s General Headquarters and the State Bank of Pakistan. Rawalpindi Regional Police Officer (RPO) Aslam Tareen confirmed the eyewitnesses’ account. "We found parts of a suicide vest and some body parts of the suicide attacker. Upon being stopped by Police for a routine inspection, the man got out of the car’s passenger seat and detonated his suicide jacket, injuring 25 persons, including the car’s driver. Civil Defence District Officer Mazhar Hussain told Daily Times that eight to 10 kilograms of explosive material had been used in the attack. Mazhar said the terrorist’s head was found some 30 yards from the blast site. He said the attacker’s face was scarred but recognisable, adding the attacker seemed to be 18. Police officials said the car was packed with huge quantities of explosives and "could have caused a catastrophe" had it entered the city, AFP reported. Sources said Dipak was the target of the ULFA militants as he was a Police informer and had played a crucial role in the killing of ULFA militant Amrit Dutta, a key accused in the Sanjoy Ghose murder case. Dutta was killed in an encounter with Security Forces (SFs) in Majuli early 2009. Dipak had joined ULFA in 1995 and was a cadre of the Bravo Company of 28th Battalion and later surrendered in 2007.

Two motorcycle borne gunmen soon intercepted the vehicle and opened fire. “The assailants then disappeared into the adjacent streets leading to Rawalpindi,” the Police stated. An eyewitness said the attacker carrying a Kalashnikov was wearing a doctors’ overcoat and was also carrying a black laptop bag. The Islamabad Senior Superintendent of Police, Tahir Alam Khan, said the assailants, in their 20s, had entered Islamabad from the IJP Road. He also said a Kalashnikov and a 9mm pistol were used in the assault, adding they had recovered 10 empty shells — seven of Kalashnikov and three of a 9mm pistol — from the incident site. Three brigadiers have been targeted in the federal capital in the last 15 days. On October 22, Brigadier Moeenuddin Ahmad, on leave from the UN peacekeeping mission, was shot dead in G-11/1 along with his driver Havaldar Asghar Ali. In the second incident on October 27, Brigadier Waqar Ahmad, Deputy Director General of the Defence Services Guard, was attacked in the I-9/1 area.

Police in Quetta, capital of Balochistan, on November 12 claimed the arrest of a top Lashkar-e-Jhangvi (LeJ) terrorist wanted in 16 cases and for the murder of 28 members of the Shia-Hazara community in target killings in the provincial capital, Daily Times reported. Deputy Inspector General of Police (DIG, Operations), Shahid Nizam Durrani, said Police had arrested Hafiz Muhammad Usman Muhammad Shahi alias Abbas, considered one of the masterminds of 28 sectarian killings. He said Abbas had also revealed important details of recent sectarian killings, in addition to providing information on his accomplices in target killings. “Abbas also provided information that helped us find a Kalashnikov used in sectarian killings,” the DIG said. The militant has also reportedly confessed to being involved in the murder of Hussain Ali Yousafi – chairman of the Hazara Democratic Party, who was shot dead in Quetta on January 26, 2009. “Following the information provided by Abbas about his colleagues, police are planning more raids in Bolan, Mach and Naseerabad districts with the hope to bust the gang involved in sectarian killings in Quetta and other parts of Balochistan. Two among Bhaskar’s four bodyguards and a Police driver sustained injuries when the insurgents triggered a landmine blast at Kharwanari village under Hunterganj Police Station area of Chatra District at around 8.30am (IST). Bhaskar was on his way to Hunterganj from Pratappur. Sources said the Maoists took advantage of dense forest cover near the village, around 10 kilometres from Pratappur. Bhaskar survived the attack, as he was not reportedly in the vehicle that he usually used. “Bhaskar was sitting in an ordinary vehicle with his two bodyguards and a driver. He also asked the driver of the landmine-protected vehicle to follow him. He deputed two bodyguards in the landmine-protected vehicle. His strategy yielded result, as the extremists detonated the mines only after the ordinary vehicle crossed the danger zone,” a police officer said. “The anti-landmine vehicle driver, Mashi Kachhap, and my two bodyguards, Mukesh Mishra and Vikash Paswan, sustained injuries. They were airlifted and admitted to a private hospital in Ranchi,” Bhaskar said.

It was followed by another similar explosion that ripped through a bus some seven hours later in the same District, injuring its driver and his deputy. While the first blast occurred at the Jharnapani turning point in Kekrang valley under Kisko Police Station at around 9am (IST), the second one took place near Chandalgo village, about three kilometers away. The bus was returning empty after the Security Forces were airlifted following the Kekrang valley blast but the Maoists targeted it near Chandalgo village. Police recovered wire, blankets and camera flash used to explode the mine. The explosion followed an encounter when 105 rounds of fire were exchanged by either side. No casualty was reported.
