Bandipora Police on January 4 neutralized two militant modules, one each of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), who were planning the target killings in the District. Superintendent of Police (Bandipora) Bashir Ahmed Khan said that Police arrested six youths in two separate raids from Hajin area of Sonawari in the District. They were affiliated with HM and LeT. Khan said that Police arrested a youth, identified as Fayaz Ahmed of village Hajin. He said that during the questioning Fayaz disclosed that he was working with the HM since last nine months. Khan said that on his disclosure, Police arrested two of his accomplices from Hajin. They have been identified as Zubair Ahmed Parray. Khan said that the trio confessed that they were working with the HM and were recruiting the youth into militant ranks. During the questioning they said that they were tasked to kill some influential political workers and Police personnel in the District. A matrix sheet and list of people of few political workers and police personnel were recovered from their possession, Khan added. Also, Police neutralized an LeT module, believed to be planning target killings, operating in Sonawari area and arrested three militants, identified as Zahoor Ahmed Dar, Ghulam Muhammad Bhat and Nissar Ahmed Ganie. Zahoor Ahmad Dar had visited Pakistan at the behest of LeT for computer training in May 2011. After staying in training camps for 15 days he returned back. Later, Zahoor Ahmed contacted a surrendered militant, Ghulam Mohammad Bhat, for sending across some educated youths for computer and arms training. Ghulam Mohammed motivated Nissar Ahmed Dar at the behest of Zahoor Ahmed and sent him across for computer training and was transporting money and other material for the LeT cadres. These youths were assigned the job of targeting political activists and police personnel in the District. The arrested militants had earlier threatened Panches and Sarpanches during 2011 Panchayat elections.

A leader of the Awami National Party (ANP) and two activists of the Muttahida Qaumi Movement (MQM) were shot dead in Karachi on January 5, reported Daily Times. In one incident, the President of the ANP, Said Ahmed Khan, was killed and one of his associates, Bashir Ahmed, was wounded in an attack at his house in the Metroville area of SITE, while one of the assailants was shot dead by a Police Constable. Senior Superintendent of Police (SSP) quoted a Police Constable as saying that earlier when he tried to stop the suspects asking about their identity they claimed that they were Tehreek-e-Taliban Pakistan (TTP) cadres and had come to kill Said Khan. Deputy Inspector General of Police Imran Yaqoob Minhas said it seemed that TTP had carried out the targeted attack. The killing caused tension in the SITE area where enraged people took to the streets and blocked roads. Also, gunfire was heard in different areas, including Gulzar-i-Hijri, Orangi Town, Al Asif Square and Quaidabad.

Sindh Chief Minister (CM) Syed Qaim Ali Shah on June 5 argues that the recent spree of targeted killings in Karachi is not politically motivated; instead, he claims that it is a turf war between criminal gangs who are out to occupy each others’ territory in show of might, reports The Express Tribune. Addressing a press conference at the CM House, Shah said, “Every murder cannot be attributed as targeted attacks. There is no politically motivated murder, but there is a conspiracy for giving air to ethnic and sectarian violence in Karachi.” Promising strict action against those involved in criminal activities, he said that 60 to 70 per cent killings were due to personal enmity while the rest could be attributed to ethnic and sectarian divide. But he claimed that “these sectarian and ethnic killings have been controlled to some extent”.

A Police report prepared in compliance of the apex court’s directives in a suo moto case on the target killings in Karachi revealed that Taliban-linked militants have recently stepped up their activities in 15 “identified” areas of the city, reported The News. “There are certain indications of their [the arrested militants’] involvement with the hardcore Taliban in the tribal areas, be it in the form of fundraising for them or training with those jihadists,” it was stated in the report. “These elements were definitely influenced by the ‘basic teachings of extremism’.” It was pointed out that these elements had a “background of criminal activities” and were involved in “extortion, kidnapping-for-ransom and bank robberies”. In the report, the police admitted that the extremist elements were present in the city for a long time. However, they added that the Sindh police, especially the Karachi’s law enforcers, were fighting against these elements. The Counter-Terrorism Unit of the Crime Investigation Department (CID), which is working against the militants, has to face the brunt of their backlash in the form of suicide attacks – some examples including the strikes on the CID Civil Lines office and the house of Senior Superintendent of Police (SSP) Muhammad Aslam Khan. Besides, Police officials were murdered in some of the 15 areas that have been pointed out. It was also disclosed that 50 militants were arrested in the city this year.

The Human Rights Commission of Pakistan (HRCP) on November 22 condemned the killing of about 25 innocent citizens on the grounds of their belief and called for serious efforts to subdue the monster of sectarianism. HRCP statement read, “No words are strong enough to condemn the November 21, 2012 killing spree in which around 25 innocent Pakistanis were slaughtered while performing belief-related rituals. Quite obviously the targeting of the Shia citizens has reached a new high this year and many quarters apprehend more bloodshed on Ashura (10th Muharram). The virus of sectarianism that has been eating into the vitals of the Pakistan society can be exorcised neither by politicians’ hackneyed rhetoric nor by the antics of ineffective Law Enforcement Agencies. Everybody knows who the Shia-baiters are and what new theories to justify murder on account of religious or sectarian differences the latest crop of jihadis have spawned. Thus, while the administration must do all it can to deal with the crime part of the sectarian militants’ agenda, and prove that their actions can match their proclamations, the leaders of the various schools of religious thought must admit their failure to keep their followers under some discipline. They must seriously work towards reviving the indigenous traditions of tolerance, for they are as much responsible for making Pakistan unlivable as anyone else.”
