On April 1, five militants belonging to separate factions of National Socialist Council of Nagaland (NSCN) surrendered in Tirap District of Nagaland, reports Northeast Now. The surrendered militants including two NSCN-Isak-Muivah (NSCN-IM), two NSCN-Unification (NSCN-U), one Yung Aung faction of NSCN – Khaplang (NSCN-K-YA) deposited five pistols and some ammunition. According to Assam Rifles (AR), ‘The recent operation where a gun battle broke out between security forces and NSCN (IM) cadres at Kolagaon, in which one civilian was injured due to being used as a human shield by the insurgents had outraged the public of Tirap resulting in various protests being organized against the banned underground outfit.’ Further, AR said, ‘As per the surrendered cadres these atrocities by underground outfits towards the local population motivated them to lay down arms and join mainstream to show their support against the inhuman activities of underground outfits’.

On April 2, three militants belonging to National Liberation Front of Tripura (NLFT) facing trial in an abduction and murder case of a trader, Litan Debnath, escaped from police custody in Kanchanpur of North Tripura District in Tripura, reports Northeast Today. The militants identified as Singhamoni Reang, Jiban Reang and Lalthanga Reang were among the nine detainees who were returning from the District and Sessions court in Dharmanagar to Kanchanpur sub jail through a prison van when the militants attacked the guards and fled the spot. One prison guard Ranajoy Chakraborty was injured in the attack. A manhunt has been launched in the area as well as along the state’s border with Assam and Mizoram.

On April 3, two miscreants were arrested from Badarpur railway station in Karimganj District of Assam for their alleged involvement in smuggling arms and ammunition into Tripura, reports Northeast Today. The arms dealer apprehended in Khowai District had fled from the spot while the two miscreants identified as Suman Kumar and Bikash Kumar Tiwari were arrested when Government Railway Police (GRP) approached them for interrogation. Four 7.65 mm pistols, 15 rounds of live ammunition, eight magazines, and cell phones were recovered from the possession of the arrested miscreants.

The National Investigation Agency (NIA) arrested an absconding Communist Party of India-Maoist (CPI-Maoist) leader from Dibrugarh District of Assam on April 3, reports Hindustan Times. NIA tweeted, “Maoist leader Reema Orang (alias Saraswati), a resident of Mahatal village under Joypur police station of Cachar district, was absconding since March 6. She has been arrested under a case filed in Guwahati.” The case was initially registered as FIR No. 02/2022 at Crime Branch Police Station, Panbazar in Guwahati in Kamrup (Metro) District, and re-registered by NIA on March 16, 2022. The accused along with their associates were involved in spreading the network of CPI-Maoist in Assam and North-East region of the country.

The NIA detained two suspected Maoists in Karimganj city in the Karimganj District of Assam on April 3, reports Hindustan Times. According to the Police, they were temporarily detained and released after a few hours of interrogation. The detained individuals were identified as Raju Urang and Pinky Urang, both residents of Sonakhira area (near India-Bangladesh international border) of Patharkandi in Karimganj District. After detaining Raju and Pinky, the NIA team took them to Patharkandi Police Station and after interrogation for hours they were released. “During searches conducted today, digital devices and incriminating documents of CPI-Maoist party have been recovered and seized,” NIA said.

According to Police sources, an operation was launched on the night of April 4 about the presence of former NLFB militants suspected to have been involved in dacoity incidents in three villages along the India-Bhutan border on March 29. The suspected dacoits, who were hiding inside a house, opened fire on the police team and in an exchange of fire, the two militants identified as Mahanta Narzary, a former member of NLFB, and Raja Boro were neutralized. Additional Superintendent of Police (ASP) (Headquarters) Prakash Medhi and his bodyguard also sustained bullet injuries. The government of India is unlikely to take steps if the Nagas do not voice their desire as one,” he said. The Centre had signed the Framework Agreement with the NSCN-IM on August 3, 2015, and the Agreed Position with the NNPGs in November 2017.

According to reports, two persons were picked up from Shillong District, and the following questioning, one was arrested while the other one was let off. However, the Police yet to share any details about the arrested person or the group. Notably, in the first email sent on April 1, the militant outfit had threatened to trigger bomb blasts every single week starting May 1. The email further claimed that the group was formed with 37 well-qualified and jobless youth. "…Mr. Chief Minister...I'm emailing you to let you know that I and 36 other well qualified and talented jobless youths have formed an outfit. A terror outfit, of course – with free sponsored arms and ammunition – whose capability and strength will come to display in a couple of weeks from now," the sender of the email had written. In the second email was sent on April 7. the outfit had sought the release of the jailed leader of insurgent group Hynniewtrep National Liberation Council (HNLC) Julius K Dorphang who was arrested in connection with a rape case. Some of the names in the list, are Dhunumani Saikia of Jorhat, Kalyan Chakraborty of Barpeta, Bitupan Das of Guwahati, Tirtha Das of Mangoldoi, Manushya Kalita of Guwahati's Panjabari, Kishore Sharma and Dhanjit Deka of Kamrup, Nitupam Deka of Goreswar area, Ritupam Sharma of Kamrup's Borgaon, Sanjay Kumar Sharma of Guwahati's Chandmari and Bikash Rajbongshi of Dhubri. On April 26, ULFA-I released a video of a youth identified as Sanjeev Sarma hailing from Muktapur in Baihata Chariali, Kamrup, and has been detained at ULFA-I camp in Myanmar. ULFA-I had issued a press statement where it stated that Sanjeev Sarma, who recently joined ULFA-I, is a spy of the Assam Police.
