On March 2, two United Liberation Front of Asom-Independent (ULFA-I) militants were arrested from the deep woods of Nampong in Changlang District of Arunachal Pradesh, reports Northeast Today. During a search operation, the two militants identified as Jagaran Axom and Dhoni Axom ‘surrendered to security authorities after feeling the heat’. Arms and ammunition including two MQ 81 assault rifles, few magazines, several rounds of live ammunition, bullet-proof jackets and some personal belongings were recovered the duo arrestee.

The militant identified as had joined the outfit in March 2021 and was imparted 2 months basic training at New Zupui Camp, Bangladesh for operating M-16 Rifle, 9 mm Pistol and AK-47 Rifle. The militant was motivated by the Military Intelligence, Eastern Command to shun the path of violence and insurgency.

On March 4, Assam Police arrested five persons, including a Bangladeshi national, for their suspected links with Ansarullah Bangla Team (ABT), an Al-Qaeda affiliated terror group, reports Indiablooms.com. Assam Police Director-General Bhaskarjyoti Mahanta said that based on an intelligence report, Barpeta District Police apprehended five people from Howly, Barpeta and Kalgachia Police Stations areas. Mahanta told that during a preliminary inquiry, it has been found that Saiful Islam alias Harun Rashid alias Mohammad Suman, who is a Bangladesh citizen, illegally entered India and was working as a teacher of Dhakaliapara Masjid. Saiful Islam motivated four others to join the module of ABT with a view to developing Barpeta District as a base for Jihadi work and unlawful activities of Al-Qaeda and its associated organisations. Incriminating documents and electronic devices were recovered from their possession.

On March 6, a gun battle took place between National Socialist Council of Nagaland––Isak-Muivah (NSCN-IM) and 6 Assam Rifles (AR) in between Kapu and Bera villages in Tirap District of Arunachal Pradesh, reports The Arunachal Times. Following an input about NSCN-IM militants visiting Kapu village and demanding road construction agency based in the village to pay money, an operation was launched. Veteran Communist Party of India-Maoist (CPI-Maoist) leader and a member of its ‘central committee’ (CC), Arun Kumar Bhattacharjee aka Kanchan Da (72), was arrested along with one of his associates Akash Orang aka Rahul, from a tea garden under Udharbond Police Station limits in Cachar District of Assam on March 6, reports outlookindia.com. Guwahati Police Commissioner Harmeet Singh said. "He is a big catch for Guwahati Police. We got information about his movements in December and he slipped through two-three operations earlier. But last evening, we were able to arrest him when he tried to hide in a tea garden." Kanchan Da was tasked to set up a state-level committee of the CPI-Maoist in Assam and create a "red corridor" from a neighbouring country to other Maoist-hit States of India like Jharkhand, Odisha, Chhattisgarh, Telangana and Andhra Pradesh among others. "His job was also to organise state party congress, recruit local cadres and purchase weapons here. We seized one laptop, a mobile phone, a huge amount of incriminating documents and Rs 3.6 lakh cash from his possession," the Police commissioner said. He said efforts to set up a network of Maoist cadres in Assam were at a "nascent stage" and those had been "nipped in the bud". Singh also said the National Investigation Agency (NIA) has been informed about the arrest and their officers are on the way to Guwahati to take over the case as it involves multi-state terror activities, threatening national security.

According to Railway Protection Force (RPF) of Northeast Frontier Railway, 29 packets wrapped in plastic containing 20 sticks each, a total 580 pieces of gelatin sticks and three coils of fuse wire was recovered. On March 7, arms and ammunition including one HK series assault rifle, one magazine and 40 rounds of ammunition was recovered from Kapu village in Tirap District of Arunachal Pradesh, reports Northeast Now. During a search operation following the encounter National Socialist Council of Nagaland––Isak-Muivah (NSCN-IM) and 6 Assam Rifles (AR), the arms and ammunition were recovered. Meanwhile, villagers in Kapu, including women and children, protested against nefarious activities of the militants in the area. The villagers held placards against the insurgent groups for their “frequent acts of brutal terror” and “illegal extortion”. Earlier, NSCN-IM reportedly demanded payment of money from shop keepers, contractors and local businessmen of Kapu village.

An encounter between People’s Liberation Army (PLA) and Security Forces (SF) took place near Khontal village bordering Myanmar of Chandel District in Manipur on March 8, reports Northeast Now. According to sources, the gunbattle started after a group of PLA rebels attempted to infiltrate into Manipur in India from Myanmar. Three PLA militants including a self-styled lieutenant is believed to have sustained bullet injuries. Later, the militants are stated to have returned to their bases in Myanmar. Revolutionary People's Front (RPF) Deputy Secretary Publicity Roben Khuman and Manipur Naga People’s Front (MNPF) Secretary Publicity Thomas Numai in a joint statement claimed that PLA and MNPF had attacked a camp of 4 Assam Rifles (AR) and set it on fire causing injuries to Assam Rifles personnel near Khontal village, adds East Mojo.

In a two-day operation, a huge cache of arms and ammunition was recovered from Mahamaya Reserve Forest under Bagribari Police Station (PS) in Kokrajhar District of Assam, reports East Mojo on March 9. In a press conference on March 8, Special Director General of Police-cum-IGP (BTAD) L R Bishnoi stated that two Israel-made UG rifles and four magazines, 22 pressure bombs with their caps and 16 HE36 hand grenades wrapped in plastic were recovered under the forest ground. The arms and ammunition is suspected to belong to erstwhile militants of National Democratic Front of Bodoland (NDFB).

The blast took place in an automobile workshop where a pickup truck carrying detonators was under repair. Lalhmangaihzuala, the owner of the workshop, Lalmawikima, his helper and Lalthafamkima, the owner of the pickup truck was killed in blast. Though initially the explosion was believed to be a cylinder blast, however, on-site investigations led to recovery of 900 pieces of detonators and another electronic detonator behind the driver’s seat. According to investigations, the remnants of the detonator PENT (pentaerythritol tetranitrate) found in the blast is suspected to have Myanmar linkages. Several detonators not yet exploded in commercial quantity along with some Burma currency, a small quantity of Myanmar currency was recovered from the site.

On March 29, three persons were arrested along with heroin worth INR 5,00,00,000 from Laharijan area of Karbi Anglong District in Assam, reports East Mojo. During a search operation, a vehicle carrying the three arrestees was intercepted and two bags with 55 soapboxes containing 711.06 gram of heroin was retrieved. Two mobile phones and INR 26,000 in cash were also seized.

The Union Home Ministry (UMHA) has considerably reduced the ‘disturbed areas’ under the Armed Forces (Special) Powers Act (AFSPA) in Assam, Manipur and Nagaland, reports Northeast Now on April 1. According to a notification, the purview of AFSPA in Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek, Peren and Zunheboto districts of Nagaland have been extended for another six months. This notification comes after Union Home Minister (HM) Amit Shah tweeted, “In a significant step, GoI under the decisive leadership of PM Shri @NarendraModi Ji has decided to reduce disturbed areas under Armed Forces Special Powers Act (AFSPA) in the states of Nagaland, Assam and Manipur after decades.” On the other hand, AFSPA was extended in three districts of Arunachal Pradesh. Tirap, Changlang and Longding Districts and areas under Namsai and Mahadevpur police stations in Namsai District, bordering Assam, are declared as “disturbed area” under section 3 of AFSPA. UMHA stated, the “disturbed areas” tags in these three districts of Arunachal Pradesh came into effect on April 1 and will continue till September 30, unless withdrawn earlier.
