Sangma on December 2 said that the summoning of four Hynniewtrep National Liberation Council (HNLC) leaders, Bobby Marwein, Marius Rynjah and Sainkupar Nongtraw by the special court of the National Investigation Agency (NIA) on January 4, 2023 would not impact the peace talks with the banned outfit, reports The Shillong Times. “The investigations by the NIA are at a different level and it does not have a direct enough connection with the talks. The purpose of having official talks is to ensure that the complications do not come up,” said Conrad Shillong Times on 2nd December.

An Improvised Explosive Device (IED) was found in front of CIA Enterprises located at Andro Parking under Porompat Police Station in Imphal East District of Manipur on December 3, reports E-Pao. The IED fitted with a mobile phone was found packed inside an aluminium utensil and the whole package weighed four kilograms. Soon after getting information of the IED, a team of Porompat Police Station arrived at the spot and the area was cordoned off. Later, the Bomb Detection and Disposal Squad (BDDS) of Manipur Police successfully defused the IED.

The Assam Rifles on December 3 2022, in two separate raids in Mizoram seized Myanmar-bound arms, ammunition and explosives and detained six persons, including four Myanmar nationals, reports Northeast Now. In the first incident, from an unspecified location in Block Tuipang in the bordering Saiha District, four Myanmar nationals were arrested along with explosives, including 22.42 kilograms of gunpowder, 60 rounds of .22 ammunition, three boxes of .177 pellets, one .22 rifle and various other tactical stores including tactical vests, tactical gloves, combat uniform and boots. In a separate raid at Zawngling in Block Tuipang of the same Saiha District, two persons were arrested along with MMK 7,343,700 and INR 233,910.

Earlier it was reported by SATP on September 22, 2021 that the former president of Zeliangrong Baudi, Athuan Abonmai, was abducted by around 20 NSCN-IM militants and shot dead a day later, on September 22, 2021 in Pallong village under Tamei Police Station in Tamei sub-division of Tamenglong District in Manipur.

The Union Home Minister Amit Shah met with delegates of Eastern Nagaland People's Organization (ENPO) in New Delhi on December 6 to discuss the demand for 'Frontier Nagaland', reports The Sentinel. The Eastern Nagaland People's Organization (ENPO) is stewarding the movement for the creation of ‘Frontier Nagaland’ as a separate state. At present, the region has six districts -- Tuensang, Mon, Shamatore, Longleng, Noklak and Kiphire settled by the Konyaks, Sangtams, Changs, Phoms, Khiamniungans, and Yimchungrus tribes. Shah highlighted a clear roadmap for an amicable, legislative and sustainable solution for Eastern Nagaland, which will include consultation with the people of Eastern Nagaland and the Nagaland state government. He also plans a visit to Eastern Nagaland by January 2023.

A three-day Border Co-ordination Conference (BCC) was held from December 7 to December 9 between the Inspectors General of the Border Security Force (BSF) of India and Region Commanders Border Guard Bangladesh (BGB) of Bangladesh at Agartala in Tripura, reports The Mizoram Post. The two sides reiterated to jointly deal with crimes, transborder issues and illegal activities along the Indo-Bangladesh international border. BSF's Tripura frontier Inspector General Sumit Sharan, who led the 12-member Indian delegation to the BCC, said that special emphasis was given to focused issues particularly insurgent activities, various trans-border crimes including smuggling of contraband items like drugs, narcotic substances, border violations, pending infrastructural and developmental work and Coordinated Border Management Plan (CBMP). The State cabinet on November 29 approved the setting up of seven outposts along the border with Assam. The decision was taken after the ‘Mukroh incident.’ Two border outposts will be set up in Mukroh and Tiehwieh in West Jaintia Hills District while the others will be set up in Mooriap in East Jaintia Hills District, Rani-Jirang in Ri-Bhoi, Umwali, Lejadubi and Langpih in West Khasi Hills District. The National Investigation Agency (NIA) on December 16 filed a supplementary charge sheet against an accused in a case related to Communist Party of India-Maoist (CPI-Maoist) activities in Assam, reports The Print. Samrat Chakraborty alias Nirman alias Nilkamal Sikdar, a resident of West Bengal, has been charge-sheeted under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA), a spokesperson of the NIA said. “He was part of the conspiracy hatched by the CPI(Maoist) leadership to expand its organisational set-up and operational base in Assam. He stayed at various hideouts in Cachar district of Assam with the intention to expand and strengthen the CPI(Maoist) organisation and worked as a link between the leadership of CPI(Maoist) organisation in different regions,” the spokesperson stated. The case was initially registered at the Crime Branch Police Station in Guwahati and re-registered by the NIA on March 16. Earlier, the NIA had filed charge sheet against six accused persons in connection with the case on September 2.

The arrestees were identified as Amit Mukhiya, Soma Mundri, Raju Gudiya and Lakhan Dang. On December 21, SFs took one of them, Amit Mukhiya, inside Upper Dehing Reserve Forest to show the SFs the exact location, where a group of ULFA-I militants had taken shelter. As they reached the spot, the militants started firing. On retaliation, the SFs returned the fire. Amit Mukhiya was injured in the encounter. However, the militants managed to escape. During a search operation, several detonators, two grenades, several metres of wire and other items were recovered by the SFs.

A special National Investigation Agency Government of India (NIA) court on December 24 sentenced two persons to five years imprisonment for attempting to recruit members for the terror group Hizb-ul-Mujahideen (HM) in Assam, reports The Assam Tribune. The court awarded the sentenceS to Mohammad Shahnowaj Alom alias Shahnawaj Alam and Omar Faruk. The Court convicted them under sections 120B of IPC, 18, 18B, 19, and 38 of the UA (P) Act and also imposed fine on them. During the course of the investigation, it was discovered that the accused had entered into a conspiracy to recruit members for raising a module of HM in Assam in order to strike terror in the minds of people through terrorist activities. The case was initially registered at Jamunamukh Police Station in 2018, and the investigation was later taken over by the NIA. On March 11, 2001, a chargesheet was filed against five accused following an investigation.

Chief Minister of Assam, Himanta Biswa Sarma, informed the Assam Legislative Assembly on December 24, that 53 suspected jihadis, including one from Bangladesh, had been arrested in Assam since March 2022, reports The Times of India. Another five suspected jihadis from Bangladesh are absconding, he added. Additionally, nine cases of suspected activities by fundamentalist elements have been registered in the state since March, 2022. These cases were registered in Barpeta, Bongaigaon, Morigaon, Dhubri, Goalpara, Tamulpur and Nalbari Districts, which are "hubs of fundamentalist forces," Sarma said. One of these cases is being investigated by the National Investigation Agency (NIA) which has also submitted the charge sheet before the court. The apprehended Bangladeshi national was employed as an Imam (religious teacher) and madrasa (Islamic Seminary) teacher in Barpeta District, he said. Five other Bangladeshis who had purportedly made speeches in different madrasas to incite Muslim youths to join the jihadi forces are absconding, he added.

On December 24, Manipur Chief Minister Nongthombam Biren Singh stated that some of the Kuki militants who are under the Suspension of Operation (SoO) as per the 2008 tripartite ceasefire agreement signed with the Government of India and the Government of Manipur are involved in poppy cultivation and collecting tax from poppy cultivators, reports The Times of India. Biren also urged people to stop growing poppy immediately or face consequences under the Narcotic Drugs and Psychotropic Substances Act (NDPS). He even stated that under the act, the government could confiscate the property of drug dealers and poppy planters. The cadres of these Kuki groups are currently put up in designated camps set up by the government in different Kuki-dominated areas of the hill Districts of Churachandpur, Kangpokpi, Tengnoupal and Chandel Districts of Manipur. The involvement of these Kuki militants in poppy cultivation was revealed during interrogation by the village chairman Henkholun Kipgen and village secretary David Kipgen of Selsi village in Kangpokpi District, who were earlier arrested by the Kangpokpi Police on December 22.

The Government of India and the Government of Manipur entered into a ‘Cessation of Operation’ Agreement with the Zeliangrong United Front (ZUF) on December 27 in New Delhi, reports Imphal Free Press. State Chief Secretary Rajesh Kumar signed the Cessation of Operation Agreement on behalf of the Manipur government in the presence of Nongthombam Biren Singh, the Chief Minister of Manipur. The agreement mentioned that ZUF representatives have agreed to abjure violence and join the peaceful democratic process.
