"After proper consultation with the Home Ministry officials I created a channel through which the HNLC was immediately contacted with the hope of ending the decade-long insurgency problem and bring peace and normalcy back to the Khasi-Jaintia Hills and the State as a whole. According to Sentinel, unidentified militants set ablaze 300 houses in different villages in and around Diphu in the Karbi Anglong district on December 4. The State Government, meanwhile, has deployed army personnel in the district instructing them to "mount an offensive on militant groups indulging in violence as well as to enforce the ground rules of ceasefire." On December 4, Chief Secretary S. Kabilan said that operations under the Unified Command have already started and shoot-at-sight orders have been issued against any person, other than security personnel, found wearing army uniform and carrying arms. The United People’s Democratic Solidarity (UPDS) and Dima Halim Daogah (DHD) cadres have been asked to remain within their designated camps, he added.
