According to Assam Tribune, four front-ranking cadres of the banned Kangleipak Communist Party (KCP), including a woman, were killed during an encounter with the security forces (SFs) in the Imphal East district of Manipur on May 30. The encounter ensued after SF personnel raided a KCP hideout at Pidonu hill area under Lamlai police station at around 3 AM (IST), sources said. Among those killed, according to Imphal Free Press, were Moirangthem Boicha alias Prithvi, chief of the KCP (P group) Nongada Makha Leikai, his wife Ibemcha Devi and two other cadres. A carbine, three 9 mm pistols, four Chinese made-hand grenades, and other equipment were recovered from the incident site.

More than 20 insurgent outfits are reported to be operating in the State, according to an analysis by the home department. According to official sources, out of the 20 outfits, the strength of those concentrated in the valley districts are assessed at approximately 1500 cadres for the Revolutionary People’s Front (RPF) and its armed wing, the People’s Liberation Army (PLA), 2500 cadres for the United National Liberation Front (UNLF) and its armed wing, the Manipur People’s Army, 500 cadres for the People’s Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the Red Army, while Kanglei Yawol Kanna Lup (KYKL) is assessed as having a strength of 600 cadres. The Kangleipak Communist Party’s (KCP) strength is assessed at 100 cadres. Weapons possessed by the PLA are estimated at 1000, UNLF 2000, PREPAK 300, KYKL 300, while that of KCP is estimated at 30, the report stated. In the hills, the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) is said to have a strength of 6000, the National Socialist Council of Nagaland – Khaplang (NSCN-K) 600 cadres, the Zomi Revolutionary Army (ZRA) has 350, Kuki National Front – Presidential (KNF) has 150 and Kuki National Army (KNA) has 350. The ULFA ‘commander-in-chief’, Paresh Barua, told Assam Tribune that ten members of its ‘central committee’ would have to be "present" to discuss the latest invitation for talks. Barua, identifying himself as "PB", claimed that only six ‘central committee’ members are currently "free": ULFA ‘chairman’ Arabinda Rajkhowa, Chitraban Hazarika, Sasadhar Choudhury, Raju Baruah, Jiban Moran and himself. The rest, he stated, have to be "released unconditionally" to enable the committee to sit together and discuss the talks offer. Barua also said that a letter "sent through the internet" is not enough. "The original has not come as yet," he said, referring to the Union Government’s talks’ invitation to the ULFA which was given to noted Assamese writer Indira Goswami in New Delhi. Goswami has reportedly forwarded the letter to Barua through e-mail. The ULFA chief said that the outfit is ready to talk to the Union Government at "any venue including Assam."
