Singh, said on December 1 that the outlawed terrorist groups of the State are still maintaining more than 30 hideouts in Bangladesh from where they are infiltrating armed cadres into Tripura by taking advantage of the porous Eastern border of the State, according to Tripurainfo. They deposited an AK-56 rifle with two magazines, a Belgium-made 12 bore pump action gun with seven rounds of ammunition, a .56 pistol with 14 rounds of ammunition, a .36 high explosive grenade, 7 kg of TNT and two coils of flexible wire.

According to Army sources, their dead bodies could not be recovered as the remaining militants managed to drag them away under cover of heavy fire. Army have reportedly secured and consolidated areas up to Tuitong. 26 more improvised explosive devices (IEDs) were recovered and later defused, bringing the total number of IEDs recovered so far to 115. The road till Changjal village was opened using dozers and nine villages were so far cleared of the militants’ presence. Meanwhile, the UNLF claimed to have killed four soldiers and wounded some others. The outfit also accused the Army of resorting to heavy bombardments resulting in the displacement of several Kuki villagers.

Dutta signed most of the extortion notes, which were delivered through messengers. Most of the business houses were, however, reluctant to report the incident to the police. "It created panic among them only after they started getting telephone calls from the ULFA rebels to pay the money in a week," an unnamed senior security official said. He said most of the calls came from western Assam districts or from the neighboring State of Meghalaya.

According to police sources, the seizure included one country made revolver with two rounds of ammunition, two rounds of ammunition of 0.22, 5 rounds of ammunitions of AK-47, a Chinese made grenade, 105 rounds of 9mm ball (KF.23-07-05, two letters of extortion notice issued by PULF finance cell that was signed by one Raj. The NDFB takes a two per cent cut from all salaried employees and charges INR 2-3 lakhs per annum from tea gardens. They also charge three per cent from the money meant for education projects like Sarva Shiksha Abhiyan 'Education for All' campaign. The report added that though the amount of money demanded by the militants is less, the target base has been increased. Meanwhile, admitting to the rise in extortion activities, the Assam Chief Minister Tarun Gogoi said, ''Yes the fact is that extortion is very much there but I don't know about increase.''

The meeting reportedly expressed concern over the reported extortion being carried out by the outfit and stressed the need to strictly adhere to ground rules of the cease-fire agreement signed on July 23, 2004. The truce was extended for another year in June 2007. During the meeting, the outfit was also asked to maintain a neutral stand as far as the State Assembly elections were concerned. Wanding Marak, ‘general secretary’ of the ANVC, and Naveen Sharma, Joint Secretary of the MHA, was present at the meeting. Barbora, said on December 16 that a faction of the United Liberation Front of Asom (ULFA) is being supported by Pakistan’s Inter-Services Intelligence (ISI) after its split, according to Telegraph. "One faction, operating in lower Assam, is in league with Pakistan’s Inter-Services Intelligence and other fundamentalist forces, while the other faction, operating in Upper Assam has build up a nexus with National Socialist Council of Nagaland – Khaplang (NSCN-K)," Barbara said. The Kuki Students Organisation, Chandel and the Kuki Chiefs Association, Chandel, stated that valley-based militant outfits operating in the border areas of Chandel district are forcibly driving innocent villagers into grouping centres at their own convenient places and are using them as human shields in the ongoing counter-insurgency operation in Somtal. The report added that militants have driven out people from Khengjoy, JM Moljol, Sijang, Old Samtal, S Bungpi, S Bongjoi and Toitung, and gathered them at Molcham, Twileng, New Somtal and Jangnomphai and Lajang villages for using them as human shields. Some of the villagers were taken as forced labourers and their whereabouts were not known. A number of 9-mm live cartridges, .22 live cartridges, one very high frequency handset, six micro cassettes, a prescription of a Bangladeshi doctor, photographs, a diary and four butts of AK-56 rifles were recovered. However, no arrests were made. The Inspector-General of Police (eastern range), B.L. Buam, said that police surrounded the camps, about 25-km from the Bangladesh border, around 4.30am (IST). "The exchange of fire lasted for 40 minutes," said Buam, adding, the militants of both groups are engaged in extortion in the Jaintia Hills coal belt. He stated that the police received information about the camps while interrogating two HNLC militants who were arrested on December 16. The duo, identified as Pynhunlang Kharbani, the ‘area commander’ of HNLC in Jaintia Hills, and Robinson Lyngdoh Lyngkhoi, were arrested up from Chiehruphi village in the Jaintia Hills.

They were identified as Imocha Sharma alias Khagemba, Konthoujam Dhiren alias Bobu and Laishram Ibomcha Singh. One 9-mm pistol along with one magazine with seven live rounds was recovered from Imocha’s possession. Imocha confessed that he along with another one PREPAK cadre, Krishna, exploded a hand grenade in Thangal Bazaar on October 1 injuring three civilians. Later, Krishna alias Sunil alias Momom was killed by police at Kongba Uchekon in the Imphal East district on November 11. Imocha further claimed that the November 16 bombing at Sarajeevan Videocon House in Paona Bazaar was carried out under instructions from one Wangba of the PREPAK after the bomb was handed over to one Sanatomba, a PREPAK cadre. The LAEF, which is believed to have close links with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), is involved in extorting money from coal mine owners in Nangalbibra and coal exporters in the Gasuapara area bordering Bangladesh. "Now, the LAEF is even serving extortion notes, ranging from INR 5,000 to INR 20,000 to government officials in the district," South Garo Hills District Superintendent of Police (SP) H. Toi said. He, however, informed that the police had managed to contain the militant activities with the arrest of a suspected LAEF militant Sukar Momin alias Sulu Ralo and two government employees – Bainstan Momin alias Bes and Tarius Sangma - alleged to be the LAEF's linkmen from Baghmara. Police also seized a locally-made revolver and extortion notes from Sukar Momin's possession, he added. He also disclosed, "The job of these linkmen was to serve extortion notes to the targets specified by the militants, collect the money and hand it over to the LAEF." Colonel Lalit Mohan Pant, PRO of the Assam Rifles, said "Radio communication between the underground indicate several fatal casualties to their cadres and a scores of them injured. The president of the Mahila Congress Committee of Jowai, identified as Armonie Lamare, was arrested for helping the Hynniewtrep National Liberation Council (HNLC) militants by collecting money for the outfit, reports Shillong Times. She was arrested from the Khimusniang locality of Jowai in the Jaintia Hills district on December 30. Police traced all her phone calls to several areas of the Jaintia Hills and Shillong. Lamare used to send the extortion amount to HNLC cadre in Shillong or to couriers camping in the Amlarem-Dawki border areas. Lamare reportedly told the police that she had been associated with the HNLC for the last seven years after the outfit abducted her brother in 2000 for drug peddling and later released him after extracting a promise from her to raise money for it. The outfit’s top leaders based in Bangladesh send their trusted cadre to collect the amount from women couriers like Lamare, according to reports. According to the police, dwindling manpower because of surrenders and fear of getting arrested have forced the HNLC to depend on women to collect extortion money from areas inaccessible to the cadre of its finance wing. Many women have reportedly been "forced" to collect money from houses and business establishments acting as HNLC agents, the police said.

The army’s team from the 11 Guards Regiment stationed at Chabua in Dibrugarh district carried out the operation. A makeshift camp of the outfit was also destroyed. “We have recovered one 9mm pistol, two hand grenades, two IEDs, 400 rounds of ammunition, detonators, rations and other materials from the makeshift camp of the outfit,” said Col D.K. Singh, the commanding officer of the army unit. “Our forces approached the area by boat last evening. As they advanced towards a secluded hut which was the militants’ makeshift camp, they were fired upon from automatic weapons. Our forces fired back and in the ensuing gun battle, three ULFA cadres were killed while the others escaped. A hunt is on to track them down,” Col Singh added.
