According to media reports, the opposition Congress party has termed the Achik National Volunteer Council (ANVC)'s open support to P A Sangma and the Nationalist Congress Party (NCP) as a dangerous trend in Meghalaya. Quoting Meghalaya Pradesh Congress Committee (MPCC) president, SC Marak, reports said that the nexus between the NCP and the terrorist outfit has been exposed following the statement of ANVC asking the voters to support Purno Sangma and NCP. He also reiterated his Party’s stand that no politician should be entrusted the task of initiating peace talks with the underground outfits that could end in political mileage of the concerned party.

Media reports of February 3 have indicated that the Meghalaya based terrorist outfit, Achik National Volunteer Council (ANVC) has announced its willingness for peace talks with the Union government. Quoting its chairman Dilash Marak, believed to be in Bangladesh, reports said that the ANVC would restart peace talks this year with the Centre and the state government and the decision was taken unanimously among the cadres of ANVC at the executive body meeting at an undisclosed location on January 10 last month. The ANVC recently demanded that former Lok Sabha (Lower House of Parliament) Speaker Purno A. Sangma should be allowed to play the lead role in the peace talks.

A media report said suspected terrorists abducted an assistant manager of the Jatinga Valley Tea Estate in Assam’s Cachar district on February 5-night. The report quoting police sources said approximately 12-armed terrorists, dressed in army fatigues raided the Tea Estate and whisked away its assistant manager and head clerk. While the head clerk was subsequently freed, the assistant manager continues to be in captivity. The head clerk reportedly informed the police that the terrorists demanded Rs 15 lakh from the management for the release of the assistant manager. While group affiliation of the terrorists could not be ascertained immediately, the police suspect the National Socialist Council of Nagaland- Isak Muivah (NSCN-IM) could be involved in the abduction.

The report indicated that 1072 persons were killed by different terrorist outfits during the year 2003 as compared to 1172 in 2002. Most number of killings was reported from Assam which recorded 379 deaths. While Tripura recorded 286 deaths, Manipur witnessed 201 fatalities. 88 and 78 deaths were reported from Nagaland and Meghalaya respectively. Arunachal Pradesh witnessed 36 fatalities. Mizoram was the most peaceful State in the region with four deaths. The report also indicated a rise in the number of abduction cases in the region. Tripura witnessed the most number of such cases with 213 abductions occurring in 2003. Nagaland was placed second with 167 cases while Manipur followed with 79 cases of abductions. The corresponding figure for Meghalaya was 45. Whereas 21 cases were reported from Arunachal Pradesh, no abduction occurred in Mizoram.
