According to media reports, the results of State Legislative Assembly election in three Northeastern states—Tripura, Nagaland and Meghalaya— have shown a mixed verdict so far. In Tripura the ruling Left Front has returned to power for a record fifth time with 37 seats out of 60 total seats, while in Meghalaya, the Congress Party has secured 22 seats out of declared 60 seats. In Nagaland the ruling Congress Party, has emerged as single largest party. The Nagaland People’s Front (NPF) has won 15 seats out of declared 50 seats.

According to media reports, though both the terrorists are yet to identified, it is suspected that they belong to either the United Liberation Front of Asom (ULFA) or the National Democratic Front of Bodoland (NDFB). Police recovered some arms and ammunition from the encounter-site and further investigations are on.

According to a media report of March 3, the Assam-based Dima Halim Daogah (DHD) terrorist outfit appealed to the National Socialist Council of Nagaland-Isak Muivah (NSCN–IM) to release three of its cadres who it says the latter had abducted from Gayingpur, Cachar-Meghalaya border, on February 26. The DHD also identified the its abducted cadres as Ajir Dimasa, Samol Dimasa and P. Kapla. DHD ‘publicity secretary’ Daoraja reportedly said the outfit was not at war with any terrorist outfit. He said, "We had helped the NSCN-IM financially in the beginning but now we have to rely on ourselves to fight for our cause." However, the NSCN-IM denied it had abducted the DHD cadres.

According to media reports, the proscribed Kanglei Yauol Kanna Lup (KYKL) terrorist outfit had expelled three students with the approval of Council of Higher Secondary Education, Manipur (CHSEM), for malpractice in the Higher Secondary examinations at Pole Star College, Wabagai, Manipur on March 3. The outfit also rebuked two invigilators for negligence during the examinations. Earlier in a press release, the KYKL had ordered its ‘special task force’ to kill those indulging in examination malpractices.

At a meeting on March 3, in Guwahati, the Unified Command’s strategy group recommended formation of a ‘crack police team’ for Guwahati to counter attacks by the proscribed United Liberation Front of Asom (ULFA). Assam chief secretary P.K. Dutta, State Police Chief Hare Krishna Deka and General Officer Commanding (GOC) Red Horns division of the Army Maj. Gen. Gaganjit Singh, among other officials, attended the meeting. The proposed crack team would reportedly work on the lines of the Rapid Action Force, ready to move out "within minutes" of a terrorist strike.

Tripura Chief Minister Manik Sarkar alleged on March 3 that an Al Qaeda ‘affiliate’ in Bangladesh is assisting North-eastern terrorist outfits. He also urged the Union government to retain Army personnel deployed during the now concluded Assembly elections. While talking to media persons in New Delhi, he said, "The State government has information that a group of Al Qaeda activists is active in Bangladesh and is helping the extremists in the North-East." He added, "We would like to ask the [Union government] to put pressure on Bangladesh to destroy terrorist camps there."

Reports said a group of six terrorists had taken shelter in a house and escaped under the cover of fire even as security forces retaliated and returned fire. No one was injured in the incident. A media report said police in Assam foiled a bid by the United Liberation Front of Asom (ULFA) to blow up an oil pipeline with the arrest of three cadres from Teok area in Jorhat district, on March 4. The arrested terrorists were identified as Amrit Goswami alias Mizo Phukan, Mantu Kalita and Uttam Hazarika. Police also arrested the owner of the house where the terrorists had taken shelter and his kin, in this connection. Two powerful Improvised Explosive Devices (IEDs), a pistol, a grenade made and 30 rounds of ammunition, among other things, were recovered from the arrested terrorists. Police later said the terrorists had planned to blow up an oil pipeline between Jhanji and Hahnchora, sometime in March.

According to media reports of March 4, the National Socialist Council of Nagaland-Khaplang (NSCN-K) had threatened to target some 17 newly elected Members of the Legislative Assembly (MLAs)—10 belonging to Nagaland People's Front (NPF) and seven belonging to the Bharatiya Janata Party (BJP). In a telephonic message, NSCN-K publicity chief K Mulatonu reportedly said the 17 legislators would be on their hit list if they entered areas dominated by the NSCN-K. Quoting a senior Indian Army officer, a media report of March 7 said that, though the armed forces have lost over 1,000 soldiers in terrorist attacks in the last three years, the ratio of security forces (SFs) killed to terrorists killed was overwhelmingly in favour of SFs. A rough calculation of the latest figures, the report said, revealed that the ratio in Jammu and Kashmir (J&K) on the whole hovers around 1:5, occasionally even going up to 1:10 during some months. The report further added, "The recent increase in the number of specially-trained battalions of the … Rashtriya Rifles (RR) to around 55 has strengthened anti-terrorist operations in J&K." Additional RR batalions are needed because infiltration from Pakistan is likely to increase during the approaching summer. Over 15,000 terrorists have been "neutralised" in J&K since 1990. In the year 2002, 1,522 terrorists were killed in the State, while 1,432 terrorists had been killed in the year 2000. The report said, "Over 60 per cent of them [terrorists killed] have been foreign mercenaries". Another report said, according to figures tabled in Parliament on March 6, as many as 982 troops of the army were killed and 2,507 more injured in terrorist violence in J&K, between January 2000 and February 2003. During the same period, 65 troops were killed in the Northeast.

Suspected United Liberation Front of Asom (ULFA) terrorists attacked an oil storage depot and a gas pipeline in Assam’s Tinsukia district, on March 8. Reports said Indian Oil Corporation’s (IOC’s) a five million-litre petrol tank at Digboi refinery caught fire in the explosion triggered by the terrorists. The fire could not have been controlled when reports last came in. Also, damage of property could not be immediately assessed. Another blast, again triggered by the ULFA terrorists damaged an Oil India Limited pipeline carrying gas from its Duliajan unit to North Eastern Electric Power Corporation (NEEPCO) power grid at Kathalguri. The pipeline was later repaired and gas supply was also restored. According to Tinsukia Deputy Commissioner (DC), B N Das rocket launchers might have been used in the attack. ULFA ‘commander-in-chief’ Paresh Baruah reportedly called up the local media in Guwahati to claim responsibility for the attack. No injuries were reported in the twin blasts.

According to reports, Chief Minister Manik Sarkar announced a two-pronged strategy, on March 15, which would not only address 'causes' of terrorism, but also act against the terrorists who would remain defiant. Under the former, a 25-point development package for the better life of tribals and improved economy in interior tribal areas would be implemented. The CM also renewed his appeal to terrorists to shun the path of violence and join the mainstream society. He said, "I also have no objection if the militants want to open dialogue with the Central government directly. We will not only welcome it but also implement the rehabilitation process of insurgents if they come over ground." At the same time, counter-terrorism measures would be intensified. Four National Liberation Front of Tripura (NLFT) terrorists, including a 'sergeant' and an All Tripura Tiger Force (ATTF) terrorist surrendered, on March 26 at Narsingarh in West Tripura district. The NLFT 'sergeant', identified as Hemanta Tripura, reportedly informed the security forces that he was 'trained' at Mechhlong camp in the Chittagong Hill Tracts, Bangladesh. He further informed that he had also visited Pakistan with other NLFT terrorists, on an unspecified date, by ship and there he learned how to lay mines. Eight Borok National Council of Tripura (BNCT) cadres also surrendered separately, on March 27, in Agartala, Tripura's capital. The BNCT is an offshoot of the NLFT.
