The Assam Police have sent a 33-member team from its commando battalion for a four-month long training with the elite National Security Guard (NSG) popularly known as the ‘Black Cats’ at its centre located at Delhi for advance training in counter-insurgency operations. At present the State Police has 18 platoons of commando personnel. The Inspector General of Assam Police (Training and Armed Police), Mr B.P. Rao said that the Assam Police has also requested the Indo-Tibetan Border Police (ITBP) to provide special training to the personnel of Assam Police at regular intervals at its training centre in Dehradun.

According to official sources, on information that some terrorists were hiding in the dense Chirang reserve forest near Ultapani along the Indo-Bhutan border, the Army launched a search operation. As the search was on , the troops were fired at forcing them to retaliate killing all five on the spot. It was yet to be verified whether these persons belonged to any terrorist outfit.

An Army statement said hardcore terrorists belonging to the outlawed terrorist outfit National Democratic Front of Bodoland (NDBF) ambushed the soldiers and in the encounter that followed the five were shot dead. The Army also claims to have recovered arms and ammunition from the dead. But according to media reports quoting sources all those killed were Nepalese and were identified by the local villagers in the area. A number of Nepalese, most of them into dairy farming, have been settled in the area, which borders Nepal, for several decades.

The Assam government ordered a magisterial enquiry into the killings of five Nepali villagers during an encounter in Kokrajhar district on February 2. Meanwhile, several Nepali groups such as the All Assam Nepali Students Union (AANSU) and the Assam Gorkha Sanmilan (AGS) alleged that it was a ‘fake encounter’ They demanded an immediate judicial probe into the incident and demanded Rs 10-lakh as compensation to the victims’ family members. A media report quoting intelligence sources has indicated that many Assam government officials, engineers, doctors and businessmen, working in Srirampur and Guwahati, have been regularly paying extortion to the proscribed terrorist outfit United Liberation Front of Asom (ULFA). Following his arrest in Agartala by security forces and interrogation, a ULFA terrorist, Jayanta Barua alias John Baruah, reportedly divulged names and possible whereabouts of 201 ULFA terrorists, including top leaders and locations of ULFA camps in Bhutan, Bangladesh and other places. Barua also reportedly confessed that he was the 'Quarter Master Incharge' of a camp, located somewhere in Tripura, which is being jointly run by the ULFA and the All Tripura Tiger Force (ATTF), providing "urban guerilla training" to the members of both the terrorist outfits. Intelligence sources claim John, who hails from Tamulpur in Nalbari district, was a student of Assam Engineering Institute, before joining the ULFA in 1995. The Assam State Cabinet sub-committee on the Bodo issue, after a meeting with the leaders of the Bodo Liberation Tigers (BLT) at Dispur on February 10, decided to recommend to the State Cabinet formation of the Council under the provisions of amended Sixth Schedule of the Constitution of India. According to reports, it was decided during the meeting to carve out four districts, namely Kokrajhar with headquarters at Kokrajhar, Sirang district with headquarters at Kajalgaon, Baska district with headquarters at Massalpur and Udalguri district with headquarters at Udalguri. Talking to the media, Minister in charge of Plains Tribes and Backward Classes, Bharat Chandra Narah said that the sub-committee would place its recommendations before the Cabinet on February 13. He mentioned about the state government’s request to the BLT not to demand more areas beyond Pachnoi as it could create complications and urged that the Sixth Schedule should be amended suitably to protect the rights of the non-Bodos living in the proposed BTC areas. The BLT has demanded inclusion of 16 additional villages beyond the Pachnoi river, the westernmost boundary of the BAC, in the proposed BTC area.

However, the statement opposed the inclusion of non-Bodo dominated areas in the proposed BTC. The proposed BTC would include districts and villages where the Bodos are in a majority. The statement also denied the reported allegations by the Bodo Liberation Tigers (BLT) that the ULFA was anti-Bodo in its outlook since it was supporting non-Bodos who inhabited proposed BTC areas. The statement held that there were legitimate fears and apprehensions of security among non-Bodos in these proposed BTC areas. The statement said that it is necessary to safeguard the rights of the indigenous Bodo community, and also guarantee right to self-determination of the indigenous non-Bodo people.

Addressing a press conference at Guwahati on February 12, Chief Minister Tarun Gogoi said that despite differences of opinion on the boundary demarcation and inclusion of some villages in the BTC, the report would be placed before the Cabinet on February 13, today, and a formal announcement on the BTC formation would be made consequently. Assam government representative Bhumidhar Burman and vice president Brajan Mahanta of the Sanmilita Janagosthiya Mancha (SJM), a co-ordinating body of non Bodo organisations, failed to reach an agreement over the rights of non Bodos and the areas to be included in the BTC. As the reports have indicated earlier, non Bodos have shown dissatisfaction over the provisions of the BTC and the manner in which the agreement was reached between the Assam government and representatives of Bodo organisations. It was the threat of the non Bodo organisations to launch a State-wide protest, including interruption of rail and road traffic, that made it necessary for the government to call this meeting. The report has also said that non Bodo organisations have deferred their protest till 1 March to wait for a satisfactory response from the government. Some other organisations including the All Asom Students Union (AASU) and the Adivasi Council of Assam reportedly abstained from the meeting.

Meanwhile, another report indicated that the All Koch-Rajbongshi Students' Union (AKRU) has resumed its demand for a separate 'Kamatapur' State in the areas dominated by Bodos and north of the Brahmaputra. The report also said the demand includes the creation of a new state encompassing the entire northern bank districts of Assam and northern districts of West Bengal. The demand has reportedly been renewed in the wake of the government’s decision to create the BTC.

Reports indicate that terrorists from different underground outfits have been imposing ‘taxes’ of various kinds in their respective areas of operation. Official sources added that this was one of the reasons for the high transportation cost in the area. The trucks in the area also carry, allegedly, smuggled goods from Myanmar, reports further added.

Conscious of the great harm terrorism has done to the people of Assam, the latter have started co-operating with the Security Forces (SFs), remarked Assam Governor, Lt Gen. (Retd) S K Sinha in Silchar, news reports on February 27 said. Citing 63 instances in which people handed-over terrorists to the SFs, the Governor also said, the changed attitude of the people has compelled the terrorists to hide in the jungles of neighbouring Bangladesh and Bhutan. Further, the Governor said that attempts were being made with the help of West Bengal, Arunachal Pradesh and Nagaland governments to tackle the problem of infiltration in the State.
