According to Assam Tribune, on July 5, three civilians, identified as Sarabat Ali, Min Bahadur Chetri and Kamal Bahadur Chetri, were killed when hundreds of armed Naga people, reportedly backed by the National Socialist Council of Nagaland (Isak-Muivah) – NSCN (IM) attacked three villages - Sonapur, Borholla and Dhekiajuli - on the Assam-Nagaland border in Sivasagar district. According to Sentinel, security forces (SFs) shot dead one unidentified Adivasi National Liberation Army (ANLA) militant in an encounter at Neperpatti under Sarupathar police station in the Golaghat district on July 23. The other militants, however, managed to escape. Sources said that the encounter occurred when a group of about 5-6 ANLA militants tried to cross over to the dense forests of Karbi Anglong district through the Dhansiri river. One AK-47 rifle, one magazine, some live ammunition, a China-make grenade and some incriminating documents were recovered from the slain militant. Meanwhile, police claimed that the ANLA group was involved in the killing of an unidentified woman, hailing from the Singorajan area, on July 22, suspecting her to be a police informer.

The State’s Revenue Minister, Bhumidhar Barman, while responding to a question raised on this issue in the Legislature, said that as many as 499.83 acres of land belonging to Assam’s territory had been encroached upon by the neighbouring country, from where migrants have been infiltrating into the State for decades. According to Daily News & Analysis, security forces (SFs) during a search operation in two remote villages under Tingkhong police station in the Dibrugarh district recovered 25 kilograms of explosives on July 30. The Dibrugarh Additional Superintendent of Police, Ashim Swargiary, said that 12 kilograms of explosives were recovered from the house of a civilian, identified as Phulo Gogoi, in the Sishumara Borkulpari village and 13 kilograms from a house in the Nosandang Kunwarchuk village. The police have arrested four unidentified persons, including a 15-year-old girl, who allegedly has a relationship with a hardcore United Liberation Front of Asom (ULFA) cadre of the ‘28th battalion’. The explosives, brought by another hardcore ULFA cadre of the outfit's 28th battalion, Amar Tanti, was suspected to be used to disrupt Independence Day celebrations in the Parade Ground and also as car-bombs to trigger off a series of blasts in the Upper Assam districts.

The City police after arresting and interrogating four ULFA cadres of the battalion have revealed that they had received arms training at Naokata and Goreswar in the Kamrup district and were asked to carry out subversive activities and undertake an extortion drive in Guwahati. According to an unnamed police official, ULFA cadres prefer to stay in remote hilly places and maintain contact with their top brass through mobile phones. "Around 10-12 newly-recruited cadres took training in Goreswar till four months ago. They were trained on the use of explosives. When they were sent to the city, they were given some IEDs and switches to carry out their nefarious design", he stated.
