On October 1, two extortionists extorting in the name of ULFA-I were arrested by Police in Tinsukia District, reports North East Today. One pistol and two live bullets were recovered from the arrested individuals. They were arrested based on the inputs from a local businessman whom they demanded a ransom of INR 5,00,000. About 22 such cases of extortion have come to light in Tinsukia District alone in the past three years.

On October 2, Police arrested three individuals for demanding INR 1.5 million from ONGC employees in Jorahat District, in the name of United Liberation Front of Asom-Independent (ULFA-I), reports Assam Tribune. The arrested individuals were identified as Madhurjya Rajkonwar, Girish Bagti and Krishna Bora. A police source said that the three youths had been reportedly demanding money from an ONGC employee residing at Rajamaidam New Colony.

Assam Police issued alert in several Districts, including the Bodoland Territorial Autonomous Districts (BTAD), after intelligence indicated that nearly 12 National Democratic Front of Bodoland-Saraigwra (NDFB-S) militants are trying to enter Assam, reports Assam Tribune on October 7. Special Director General of Police (Special Branch) Pallab Bhattacharya stated that about 10 to 12 militants NDFB-S were trying to enter Assam from Myanmar. He also added that NDFB-S militants in Myanmar is facing severe fund crunch that might have triggered the move. He also stated that ‘However, we do not want to take any chances and have directed all concerned to take necessary steps to thwart any kind of subversive activities’. Alerts have been sounded in Districts of Darrang and Sonitpur. Meanwhile, a senior Assam Police official based in the BTAD stated that the outfit is running out of funds and that is why they might try to raise money.

National Investigation Agency (NIA) in Guwahati has formally taken over the case from Assam Police in connection with banned militant outfit Hizbul Mujahideen’s (HM) attempt to expand its network in Assam, reports Assam Tribune on October 10. The Central agency has been keeping a close eye on the developments along with Assam and Uttar Pradesh Police after HM militant Qamar-uz-Zama was arrested by the anti-terrorism squad of Uttar Pradesh Police from Kanpur. Qamar-uz-Zama hails from Assam, and as per the investigating agency, he was entrusted with the responsibility to strengthen the outfit's network in the Assam. The Assam Police has so far arrested eight people in connection with the case.

Union Ministry of Home Affairs (UMHA) on October 10 told the Assam government that members of Gorkha community living in the state can neither be sent to detention centres nor their cases on citizenship status be tried at various Foreigners Tribunals, reports Nagaland Post on October 11. Names of over 1 lakh of nearly 2.5 million Gorkha people residing in Assam had not found their names in the updated draft list of NRC published on June 30. In its communication, the MHA said members of Gorkha community, who were Indian citizens at the time of commencement of the Constitution, or those who are Indian citizens by birth, or those who acquired Indian citizenship by registration or naturalization in accordance with the provisions of The Citizenship Act, 1955, were not “foreigners” and therefore, such cases could not be referred to Foreigners Tribunals. In a statement the UMHA stated that ‘Any member of the Gorkha community, holding Nepalese nationality and who has arrived in India by land or air over the Nepal border even without a passport or visa and staying in India for any length of time, shall not be treated as an illegal migrant if he/she is in possession of any of the identity documents namely the Nepalese Passport, Nepalese Citizenship Certificate, voter identification card issued by the Election Commission of Nepal, limited validity photo-identity certificate issued by Nepalese Mission in India when deemed necessary and for children between age group of 10 and 18 years, photo identity issued by principal of a school, if accompanied by parents having valid travel documents as per the provisions of India-Nepal Treaty signed in 1950’.

United Liberation Front of Asom-Independent (ULFA-I) claimed to have carried out the blast as a ‘explosive statement’ against the Union Government’s bid to pass the controversial Citizenship (Amendment) Bill, 2016 and updating National Register for Citizens. All Cachar Karimganj Hailakandi Students’ Association ‘founder-president’ Pradip Dutta said, ‘If they [ULFA] are thinking that Bengalis will become afraid after the blast, they are living in a fool’s paradise. They are unaware of the history of Bengalis. They do not know about the sacrifices made by Bengalis for Independence. They also have no idea about the 1961 agitation in which 11 people had laid down their lives for Bengali language’. He also alleged that ‘large numbers of illegal immigrants have been included in the draft NRC. “The names of more than 95 per cent applicants in places like Goalpara, Dhubri, Karimganj and Barpeta have appeared in the draft NRC. These places are full of illegal immigrants and hence, the final NRC will not be error-free’.

The development came to light after a video, in which Dutta, 25, expresses his reasons for joining ULFA-I went viral on October 24. In the 90-second video Dutta seeking an apology from the leadership of AAASU for joining ULFA-I. He also claimed that he joined ULFA-I as, a ‘sovereign and independent Assam’ is the only way to ‘save’ Assam. Nagaland Post further adds that in the video he stated that ‘I have joined the ULFA-I on my own volition. I apologise to AASU members in Dergaon for taking this decision without informing them. I firmly believe that to be able to protect the existence of Assam, there is no other alternative. We need Assam’s sovereignty to protect its existence. That’s the reason I joined the ULFA-I. We, the Assamese people, were once warriors but now, we are forced to stoop to the Government of India even for petty issues’. This is the first instance of a member of AASU joining an insurgent group in the past 15 years. The Telegraph further adds that Golaghat Deputy Superintendent of Police (DYSP) ParthaPratimSaikia stated that Pakkaj’s father had filed a missing report saying that his son had left in Dergaonin Golaghat district, for Guwahati on September 5 and had gone missing thereafter. Saikia said after the missing report was filed, they arrested former ULFA leader Amrit Ballav Goswami from his Lakhibari home in Golaghat on September 18, as they suspected that he could have recruited Pankaj to ULFA-I. Goswami had surrendered in 2008 but was in touch with the outfit and was instrumental in recruiting youths from Golaghat and other Districts. Goswami confessed to have recruited Pankaj. Additional Director General of Police (ADGP) Pallab Bhattacharyya stated that ‘Ulfa (I) is in dire straits at present and is, therefore, trying to lure youngsters in the age group of 20-30. This age group is emotionally sensitive and can be easily manipulated. It is also the responsibility of parents to keep an eye on the activities of their sons and daughters on social media’. He also added that Pankaj had been on their radar for quite some time as they had found that he was in frequent contact with ULFA-I.
