The Shillong Times reports on May 2 that in a first of its kind, the Garo national Liberation Army (GNLA) came upfront and issued notifications in some part of Shallang in West Khasi Hills as well as a tollgate at Songsak in East Garo Hills District, calling a bandh (shut down strike) of 15 days at Shallang from May 1 to 15. The notification ordered all shops to remain closed and all trucks to stay off the road at Shallang. A reliable source informed that earlier the GNLA had issued demand notes to shopkeepers, tollgates and coal traders. However no payment was made which irked the outfit. Coal traders and shopkeepers complained that the huge ransom of INR 1.5 to 2 million was beyond their capacity and hence they refused to pay. In one of the notification, it was boldly declared that if any one opposed the bandh they would be shot dead.

The Union Cabinet Committee on Political Affairs headed by the Prime Minister is examining the final peace settlement with the Achik National Volunteer Council (ANVC) and the Breakaway faction of ANVC (ANVC-B). A State Home department official said that after the clearance from the Political Affairs Committee, the matter will be brought to the Union Cabinet for consideration. “We hope to get a favorable outcome from the Centre within a month,” the official added. The draft documents related to the peace pact were earlier circulated to relevant Central ministries including the Home Affairs to get their comments. However, there was undue delay in reaching a final settlement coupled with a faction of ANVC-B led by Singbirth Marak alias Norrok X Momin forming the United A’chik Liberation Army (UALA). Asked about any hurdle due to the presence of various factions of the ANVC, the official said that the final peace settlement will be with all the factions of the ANVC and added that the Government hopes that all the groups under ANVC will come under the settlement. It was in January in Shillong, ahead of the Assembly elections in the State, that the Government had signed a draft peace pact with both the ANVC and the ANVC-B. The outcome of the meet was that the Government and the ANVC mutually agreed to strengthen and expand the Garo Hills Autonomous District Council (GHADC) after the militant outfit had scaled down from their earlier demands of formation of a separate Garo state and also constitution of Garoland Autonomous Council (GAC) in line with Bodoland Territorial Council (BTC).

Interrogation of arrested Communist Party of India-Maoist (CPI-Maoist) militant, Aklanta Rabha alias Maheshji, has revealed that Maoist have succeeded in making inroads into Barak valley in Assam, reports The Telegraph. CPI-Maoist ‘central committee member’, Maheshji, along with a central training instructor in Jharkhand, Siraj Rabha, was arrested by Police recently in Kamrup District. Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi, shares inter-state borders with Manipur, Tripura, Meghalaya and Mizoram and an international border with Bangladesh. “Maheshji has revealed the names of at least five persons who joined the group four to five years ago and are currently working at the village level in Barak Valley to strengthen their base. For the first time, we have got information about how Maoists are making inroads in the region,” an official told the newspaper on May 6. The strategic location of the Districts, according to the officer, has come as an advantage for the Maoists. One of the five names Maheshji revealed is that of Shalik Singkhai alias Romeo, a youth of the Khamti community from Lohit District of Arunachal Pradesh, who was working to strengthen the Maoist base in Cachar District before his arrest recently. “Romeo was among the first to have started working at the grassroots among the tea community in Barak Valley but he could not continue because of language problems. “We cannot disclose the other four names in the interest of the investigation. The four were working under Maheshji and also visited West Bengal and lower Assam districts,” the officer said. The revelation assumes significance after the task force constituted by the State government in 2012 could not find “significant evidence” of Maoist presence in the area. “The task force report only talked about possible Maoists activities in Barak Valley but Maheshji’s interrogation revealed they had made inroads about five years ago and are working systematically to spread their network,” the officer said.

ANVC-B leader Rimpu Marak said that the delay in finalizing the peace pact may lead to the possibility of emergence of other militant outfits. “The earlier the solution, the better it is for ensuring peace in the State,” he said. A cadre of Breakaway faction of Achik National Volunteer Council (ANVC-B) identified as Wesfield C Marak alias Dakchak was arrested by the Police while he was extorting money from traders of Williamnagar market in East Garo Hills District on May 10. A pistol, ammunition and INR 60,000 were recovered from him. However, though the cadre told the Police that he was a member of ANVC-B, the ANVC-B ‘Chairman’, Rimpu Marak has said that Dakchak is not ANVC-B but he belonged to the United Achik Liberation Army (UALA) led by Norrok (who recently broke away from ANVC-B).

The Shillong Times reports that sophisticated weapons meant for Garo militants that was being smuggled in from Dimapur in Nagaland was intercepted by Police at Damas village in North Garo Hills District in the night of May 10. A couple who was bringing in the weapons has also been arrested. The breakthrough came after North Garo Hills Police stopped a car with an Assam registration number at Damas village, on the border with Goalpara District (Assam), at around 6 pm. Packages inside rubber tubes were found concealed above the mudguards of the vehicle, Police said. When both package was opened up they found an AK 81 and an AK 56 rifle with 25 rounds of ammunition that had been sealed water tight. Mooshahary has admitted that Maoists are trying to establish themselves in India’s northeastern States, even as he said situation in the Northeast has largely improved. “The Assam government had received few indications that Maoists are trying to establish a foothold. The plain areas along the Meghalaya-Assam border could be vulnerable to Maoists,” Mooshahary said. The Assam government, which had also formed a Task Force to combat the Maoists, had found that there are 181 Maoist cadres in the state. It includes women cadres. Stating that the situation in the Northeast has largely improved, Mooshahary, who was also the former chief of the Border Security Force, said, “The region, barring Manipur have improved a lot in the law and order front, and the current trend in the region is towards peace.” Mooshahary, however, urged the State government in the region to improve governance and fight against corruption, eradicate poverty and provide employment avenues.

The legislator informed that it was on May 12 that the GNLA ‘area commander’, Rang Dat, sent him an SMS asking him to pay the amount by May 14, failing which the militant threatened to kill him. The militant also sent another text message on May 13 reminding him to pay the amount by May 14 and after getting no response, the deadline was extended to May 18 through another text message sent on May 14. The legislator said that he has taken up the matter with Chief Minister Mukul Sangma and also informed the local Police station about the issue. Limison said that in 2012, on three occasions, the GNLA had sent demand notes to him asking to pay an amount ranging from INR five million to INR 500,000.

Two shot guns, a single and double barrel rifle, along with five live cartridges, as well as INR 20000, which is suspected to have been extorted from villagers, was recovered from them. Following interrogation of the five men, a Police team returned to the site on May 17 where the group had been arrested and retrieved a bag containing two pistols with ten live rounds and a Chinese hand grenade. The pistols, despite being country made were well finished products and even had a ‘Made in USA’ tag on them. The arrested men were identified as Willipson Ch Marak (25), Silsang B Sangma (23), Bicky Ch Marak (32), Rangsil A Sangma (27) and Jubil N Marak (32).

The armed group is said to have served demand notes on coal mine owners throughout Nangalbibra region in the month of April and amounts ranging from INR 500000 to INR 10 million has been demanded by the outfit. The militants came to the quarry campus and pushed the labourers to one corner before opening fire on them from their automatic rifles resulting in the death of five workers and injury to many more. The full report on the attack and the number of casualties is expected only by May 21 (today) morning due to the remoteness of the region which has no proper vehicular road and mobile telecommunication network. Meanwhile, primary suspect remains the newly formed United Achik Liberation Army (UALA) headed by one Norrok X Momin. The Shillong Times reports Tura Police successfully intercepted a group of arms suppliers for militant groups, suspected to be Garo National Liberation Army (GNLA) and the Breakaway faction of Achik National Volunteer Council (ANVC-B), and arrested eight persons besides seizing pistols and ammunition from Chibragre picnic spot of Rongram near Tura in West Garo Hills District in the morning of May 22. Two 7.62 mm pistols along with seven rounds of ammunition and five magazine holders along with eight mobile phones and INR 5000 were seized from the possession of the arrested persons. The arrestees were identified as arms dealers Samundar Daimary (26) and Bharat Basumatary (24) of Chirang District and Misambath D Sangma (28) of Goalpara District (all in assam). The four locals who were arrested and acting as conduits to sell the arms to militant groups, were identified as Henus G Momin (25) and Costing A Marak (32) of Ampati, Tinchu Ch Momin (19) of Babadam and Panseng A Sangma (35) of Dobasipara, Tura. The breakthrough came following intelligence inputs about a possible meeting between Assam-based arms suppliers and their middlemen near Tura. The Police revealed that the gang had brought the weapons allegedly to sell to ANVC-B militants who had put up an order to buy them but had also previously sold a similar consignment to the GNLA. The weapons were brought to Garo Hills from Bongaigaon region after it was delivered to the Assam trio by the main supplier. The Assam arms dealers were then to sell the weapons for INR 70,000 each to the local dealers who in turn were to resell it to the Garo militant groups for a price of INR 100000-150000 each.

The women rebels, numbering around 300, are located in two undisclosed camps at Garo Hills in western Meghalaya. Meghalaya Government statistics reveal that in 2012, 236 crimes were reported against women, of which 158 were rapes. The annual report of Ministry of Home Affairs (MHA) for 2012-13 said that the Government was ready to hold talks with any group or outfit which is willing to abjure violence, lay down arms and agree to abide by the Constitution of India. “However, if there is a splinter group in future, then Government will not consider talking to them,” the report said. The militancy scenario in Meghalaya reveals that the members of existing three militant groups in Garo Hills, Garo national Liberation Army (GNLA), Breakaway faction of the A’chik National Volunteers Council (ANVC-B) and United Achik Liberation Army (UALA) were once part and parcel of the mother organization ANVC which is currently under ceasefire. While the current ‘commander-in-chief’ of GNLA, Sohan Shira was the ‘area commander’ of ANVC, the ‘chairman’ of ANVC-B, Rimpu Marak was the ‘spokesperson’ of ANVC. Further, the present ‘commander-in-chief’ of UALA was a senior ANVC-B cadre.

The Shillong Times reports on May 28 that the Breakaway faction of Achik National Volunteer Council (ANVC-B), which is awaiting the final peace pact with the Government, has said that its cadres will donate blood to the blood bank in the civil hospital, considering that blood banks in the Government hospitals in Meghalaya are facing acute shortage of blood. The outfit has also decided to organize cleaning drives and plant trees at various places and has even announced that it wants to volunteer for free tuitions to the underprivileged children from the surrounding villages and also impart training in other disciplines like sports, music and various competitive games. The outfit also pointed out that it is determined to come back to the mainstream and hopes to mend and build the society after the passage of the final peace pact. “Our anticipations are high as the peace pact would bring mass change in terms of development for the people which will ultimately help in the growth of the State,” the outfit added.

According to the ANVC-B, the group participated in this act as a ‘solemn gesture’ towards the sick and the poor who were awaiting supply of blood to the blood bank. According to Nagaland Post on May 30 Shambhu Singh, Joint Secretary (northeast) in the Union Ministry of Home Affairs, said “The link between Maoists and Manipur’s [People’s Liberation Army] PLA has been broken long time ago due to logistical problem in Myanmar and strong presence of security forces along the India-Myanmar border”. He added that the relationship between these two rebel outfits was broken over the past one year now after the PLA shifted their training camps to Taga in Northern part of Myanmar. Earlier on October 22, 2008 PLA and Maoists signed their Memorandum of Understanding (MoU). Stating that the Maoist has not been able to establish itself in the others states of the region, Singh said, “They (Maoists leaders) have visited Manipur and Nagaland, but they have not been able to establish themselves. In the Northeast, only Assam has few remnants of Maoist activities. In the case of Meghalaya, there is no Maoist presence.” Singh also informed that Indian rebels groups -- PLA, Sumarjit faction National Democratic Front of Bodoland (NDFB) and the anti-talk faction of the United Liberation Front of Asom (ULFA-ATF)– operating from Myanmar has been facing a difficult time to infiltrate into India since most of the routes have been blocked by Security Forces. Even the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K) had even cautioned the ULFA and NDFB not to move out of Myanmar in view of the strong security presence,” Singh added. However, Singh, admitted that there are certain areas along the international border that need improvement in guarding. “But the overall troop deployment has improved,” he said.

The Shillong Times reports on May 31 that the magisterial probe into the killing of three breakaway factions of Achik National Volunteer Council (ANVC-B) militants at Dobu, Chittingbing village in East Garo Hills District of Meghalaya on March 9, 2013 revealed that no sufficient time was given by the Security Forces to the cadres to surrender. Three ANVC-B militants were killed in an encounter with Special Weapons and Tactics Team (SWAT).. The First Class Magistrate, Williamnagar, WCR Marak, who conducted the magisterial probe, said in his report, “The question on whether sufficient opportunities were given to the suspected militants to surrender cannot be answered in the affirmative”. It was at the thatched house premises of Garo couple Sengkut Sangma and Sunilla N Marak that the three ANVC-B cadres were killed. Stating that the call of the security forces to the militants to surrender may not have been so audible, the probe report said, “The house (of the couple) is situated on the edge of the village and surrounded by thick jungle. There were only one or two houses nearby and the nearest being the house of Bialson Sangma, who is also the father-in-law of Sengkut Sangma”.
