17 terrorists belonging to various factions of the National Socialist Council of Nagaland (NSCN) surrendered at Kohima on July 2. They included seven terrorists of the Federal Government of Nagaland (FGN), six terrorists of the Isak-Muivah faction (NSCN-IM) and four terrorists of the Khaplang faction (NSCN-K). 16 weapons, including two AK 56 rifles, three carbines, 1 M-21, one 762 SLR, two pistols, two 303 rifles, two grenades and large number of ammunition were also deposited.

Muivah, the general secretary of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), in an interview to the British Broadcasting Corporation (BBC) in Bangkok, on July 6, denied that it is campaigning for a bigger state. He reportedly stated that ‘the Nagas do not claim territory belonging to others’. He also warned that ‘the outfit would be forced to return to the path of violence if the Central Government does not fulfil its commitment relating to extension of the cease-fire to Naga-dominated areas’.

According to official sources, on July 13, a terrorist of the National Socialist Council of Nagaland-Isak-Muivah was killed by the terrorists of the Khaplang faction of the NSCN (NSCN-K) after being picked up from Wokha town. Following that both the outfits have rushed their cadres to the town. The NSCN-IM through its Kilo Kilonser (Home Minister) A Z Jami has offered the NSCN-K cadres a safe passage for leaving the town. Meanwhile, the official machinery along with some of the non-government organisations (NGOs) is making all-out efforts to defuse the tension.

Speaking at the rallies, Naga leaders representing various public organizations cautioned the Union government against retracting from its June 13-commitment. Organisations such as the Naga Hoho, (the supreme tribal council) and the Naga Peoples’ Council (NPC) have not come out with any reactions to the move. Students’ bodies such as the Dimapur Naga Students’ Union (DNSU) observed a strike on July 28 to protest the Centre’s decision. The Zeliangrong Students Union has called for a 72-hour blockade of the national highway 53, one of the highways linking Manipur with the rest of the country.

He was reacting to the Union Government’s July 27 decision to revoke the ‘without territorial limit’ clause from the June 13 Bangkok cease-fire extension agreement with the NSCN-IM. He described the move as ‘nothing but a breach of trust by the Government of India’. He added that, ‘It is illogical to have a cease-fire on in one place and to see fighting going on in an adjoining area.’ Atem also issued a warning that ‘there will be repercussions’ and that the ‘situation may go out of control.’

He asked the people not to be misled by the present illusive and flexible deal between the Union government and the NSCN-Isak-Muivah (NSCN-IM). He alleged that the NSCN-IM was trying to eliminate the NSCN-K and the Naga National Council (NNC). He accused the NSCN-IM of double standards, because it intended to enter into a cease-fire with the Union government while rejecting the same initiated by other factions of the Nagas to pave ways for unification.
