According to PTI, India on August 1 handed over to Pakistan a fresh dossier of evidence on the Mumbai terrorist attacks of November 2008 and pressed it to prosecute the prime accused and Jama’at-ud-Da’awa (the Lashkar-e-Toiba [LeT] front) chief Hafiz Mohammed Saeed, saying there was "enough" proof to do so. The dossier, comprising a seven-page summary and 60 pages of annexure, contains replies to queries posed by Pakistan with regard to investigation and legal process involved in the 26/11 attacks which were carried out by Lashkar-e-Toiba. The dossier was handed over by T. C. A. Raghavan, Joint Secretary (Pakistan) in the Ministry of External Affairs (MEA), to Pakistan's Deputy High Commissioner Rifat Masood when she was called to the MEA, Foreign Secretary Nirupama Rao said.

The Union Government has accorded permission to set up 15 more marine Police stations in the coastal area besides the six existing ones, she said at a function at Krishnapatnam Port in Nellore District. In the wake of intelligence alerts over possible terror threats through the sea route, the State Government has taken up various steps to strengthen security over the 970 kilometers long coastline in the State, she said. "We have taken up necessary measures to keep a strict vigil along the coastline and tightened security following intelligence alerts," she stated.

Antony said on August 4 that terrorists are getting more and more aggressive and can resort to using chemical weapons to cause maximum casualties, adding that the Indian armed forces will prepare to counter any such attack, reports Times of India. "Terrorists are getting more and more aggressive in their activities the world over. They are adopting newer techniques and technology in their mode of operation," Antony said in New Delhi while releasing the national guidelines on the Management of Chemical Terrorism Disaster. "The Defence Ministry shall also prepare itself for the management of (any) chemical terrorism disaster," Antony added.

The Minister of State for Home Affairs, Ajay Maken, said in the Lok Sabha (Lower House of Parliament) that there has been no infiltration into India by the Liberation Tigers of Tamil Eelam (LTTE) since the Sri Lankan military neutralized them in May 2009, reports IANS. The Minister on August 4 told the Parliament that a small number of Sri Lankan Tamils continued to arrive in the Tamil Nadu’s coastal District of Rameswaram as refugees, adding, "However, there is no specific input to indicate that the defeated LTTE cadres have infiltrated into India in the guise of refugees fleeing Sri Lanka." The minister said a total 101,162 Sri Lankan Tamil refugees were living in Tamil Nadu. Of these, 73,695 were in 115 camps spread over 26 Districts. Maken said that screening procedures had been tightened at the Mandapam refugee camp at Rameswaram "to identify any infiltration of remnant LTTE cadres." He added, "The law enforcing agencies, including navy, Coast Guard and state authorities have intensified patrolling along the coast. In addition, the government follows a policy of voluntary repatriation with respect to these refugees."

A special Prevention of Terrorism Act (POTA) court in Mumbai on August 6 sentenced to death all the three persons convicted in the bomb blasts case of August 25, 2003 which claimed 54 lives and injured 244 persons, reports The Hindu. The case comprises blasts at the Gateway of India and Zaveri Bazaar on August 25, 2003 and also the blast aboard a bus at Ghatkopar on July 28, 2003 and the planting of a bomb in a bus in the Santa Cruz Electronics Export Processing Zone on December 2, 2002, which, however, did not explode. Judge M.R. Puranik, after pronouncing the sentence against Haneef Sayyed, his wife Fahmeeda and Ashrat Ansari, said they “shall be hanged by the neck till they are dead.” They were sentenced under three Sections: 120B of the Indian Penal code (IPC) for hatching a criminal conspiracy to cause bomb blasts, 120B read with Section 302 (punishment for murder) of the IPC, and 120B read with 3 (2) (a) of the POTA, stipulating the punishment for a terrorist act. They were given life term under Section 120B read with 307 (attempt to murder) of the IPC. Life term was awarded for offences under POTA’s Sections 3 (3) for attempting to commit a terrorist act and 4 (b) for unauthorised possession of arms. They were also given life term under Section 3 of the Explosive Substances Act, 1908 (punishment for causing explosion likely to endanger life or property).

Ahead of the Independence Day on August 15, the Pakistan-based terrorist outfit Lashkar-e-Toiba (LeT) is planning to target three major cities - Delhi, Kolkata and Hyderabad - Union Ministry of Home Affairs (MHA) officials said, reports Times of India. Intelligence agencies have given specific inputs that the LeT is planning to target the three cities in the run-up to the Independence Day, an unnamed official said. The Union Government has already shared the information with the Governments of West Bengal and Andhra Pradesh besides informing Delhi Police for necessary action. "The next 10 days are very crucial. We are taking all necessary steps to foil the designs of LeT to strike at the three cities," an official said. The intelligence input shared included an interrogation report of some recent arrested terrorist along the Line of Control (LoC) who claimed that they had been tasked to meet some of the terror cells in these cities to carry out attacks ahead of the Independence Day.

The two suspected Hizb-ul-Mujahideen (HM) militants, who were arrested by the Delhi Police in the night of August 6, confessed that they had been sent to India by the outfit’s Pakistan-based ‘Supreme Commander’ Syed Salahuddin on an important assignment, reports The Hindu. Their interrogation so far has revealed that Salahuddin and his deputy, Khalid Saifullah, met them separately at training camps in Pakistan occupied Kashmir (PoK) seven months before and asked them to remain prepared for an important assignment. A fortnight later, another militant Shahid told them to sneak into India through Nepal. He also procured passports and visas for them. Javed and Ashiq reportedly met for the first time at Rawalpindi in Pakistan on July 29, 2009 through Shahid. He gave them INR 40,000 and took them from Islamabad to Karachi, from where they boarded a flight to Nepal. Another handler at Pokhara in Nepal helped them sneak into India through Sanauli in Uttar Pradesh. The two boarded a train at Gorakhpur to Jammu on August 3. In Jammu, they were reportedly contacted by Faiyaz, who arranged for them a white Santro car and two AK-47 rifles, two hand grenades and four magazines. They were asked to go to Darya Ganj in Delhi and contact Shahid in Pakistan.

Javed Ahmed and Ashiq Ali were arrested by Delhi Police’s Special Cell from central Delhi’s Daryaganj area when they were traveling in a car. "We caught them from Mahavir parking area," Joint Commissioner of Police (Special Cell) P. N. Agarwal said. "The Government, at present, does not have any reliable, credible information of any surreptitious entry of terrorist outfit into the stock market," the Department of Revenue said in a fresh affidavit to the Supreme Court which is hearing the issue relating to stashing away of black money by Indians in foreign banks. "However, the Board (Security and Exchange Board of India) as well as stock exchanges have been administered sufficient caution to look out for any suspicious and irregular entrant into the stock market activity," said the affidavit filed in response to the Public Interest Litigation (PIL) accusing the Union Government of not taking action in bringing back black money stashed in foreign banks. The PIL filed by former Union Law Minister and lawyer Ram Jethmalani and others had referred to media reports alleging a link between money belonging to Indian citizens lying deposited in foreign banks and terrorist groups. "Upon enquiry, it has been confirmed by the Bombay and Chennai Stock Exchanges that no fictitious or notional companies can be stated to be involved in stock market operations," the second affidavit filed in response to the PIL said.

After the Jaipur serial bomb blasts on May 13, 2008, the State Government had decided to appoint one Policeman each in every Police Station exclusively for intelligence gathering. Subsequently, the Police headquarters sent a proposal to the State Government to recruit 350 personnel in the first phase. According to sources, the Home Department has approved the proposal. "The Police headquarters had sent a proposal to the State Government to recruit new intelligence personnel in the ranks of head constable, assistant sub-inspector and sub-inspector. We have received the nod from the Home Department," said an unnamed senior Police officer. Deposing before Special Judge M.L. Tahaliyani, the FBI official said the GPS devices recovered by the Mumbai Police from the slain terrorists indicated plans for a return journey from Mumbai to Karachi and Rawalpindi. He added, “Way Point” data retrieved from the GPS devices pointed to the route from Karachi to Mumbai and also positions between these two cities. These 578 Border Out Posts (BOPs) are out of the total 582 BOPs — 450 along the 1,751 kilometre India-Nepal border and 132 along the 699 kilometre India-Bhutan border — which the Centre had proposed to set up. The SSB is in the process of setting up the remaining four BOPs. They have reduced the distance between two posts and enabled the personnel to increase frequency of patrolling. The 41,000 strong SSB has proposed to nearly double its strength by raising 35 more battalions to man these BOPs, its Inspector General (Personnel), S.K. Bhagat, said. “With increasing ISI activities along the Indo-Nepal border, setting up of Pakistani and Chinese study centres in Nepal, and heightened anti-India activities of the Young Communist Democratic League, an arm of Nepal Maoists, the government is taking appropriate measures to guard the borders,” said an unnamed senior SSB official. Besides, the Government was considering recommendations of an inter-ministerial committee on stepping up surveillance along the twin borders, said an unnamed senior home ministry official. The ministry is considering the deployment of hi-tech surveillance and border monitoring facilities, he added. Also, the SSB has for the first time deployed seven reserve companies of Mahila Bal (women’s force) at Patna (Bihar), Lucknow (Uttar Pradesh) and Guwahati (Assam) frontier headquarters to check the use of women operatives for smuggling arms, narcotics and fake currencies. The case has been registered in Los Angeles as six Americans had been killed in the attack in Mumbai, the witness, whose name has been withheld, told Special Public Prosecutor Ujjwal Nikam. Prosecutor Nikam said investigations in the case filed by the FBI in Los Angeles would cover conspiracy and role played by conspirators in the terrorist attacks. Speaking at a conference on Constitution and anti-terror laws, Moily said the inter-State and international nature of terrorism resulted in the creation of NIA and it is equally important to have a federal law. Calling terrorism an undeclared war, Moily said the Union Government should show no hesitation in dealing with it. According to the Delhi Police, a Pakistani passport identifying him as 27-year-old Yusuf, a Jammu and Kashmir identity card bearing his name as Salim, a consignment of chemical explosives four detonators and two timers were recovered from his possession. During interrogation the arrested militant identified himself as Mohammad Aslam of Rajouri in Jammu and Kashmir. “We are cross-checking the information provided by him. He could have been assigned the task of ferrying the consignment,” said a Police official. The Police suspect that the militant recently visited Pakistan-occupied Kashmir. The Interpol on August 25 issued Red Corner Notices (RCN) against Pakistan based Lashkar-e-Toiba (LeT) founder chief, Hafiz Muhammad Saeed, and mastermind of the November 26, 2008 Mumbai terrorist attacks, Zaki-ur-Rehman Lakhvi, reports PTI. The notices were issued against Saeed and Lakhvi after a Mumbai court issued a non-bailable warrant against the duo for their involvement in the November 26, 2008 (alos known as 26/11) attacks. India also sent proof and requests to issue a similar warrant against LeT commander Zarar Shah and Abu Al Qama. Interpol said it was analysing the evidence against them. The RCN were issued after the Central Bureau of Investigation (CBI) approached the international agency for the same with non-bailable warrants against them. Special Judge M.L. Tahaliyani had issued the warrants, asking the Mumbai Police Commissioner and the CBI Director to execute them through Interpol and produce the accused before the court soon. Saeed had reportedly provided training to terrorists between 2007 and 2008 at Muridke (LeT headquarters), Manshera, Muzzafarabad, Azizabad, and Paanch Teni in Pakistan and Pakistan-Occupied Kashmir. In December 2008, the United Nations Security Council (UNSC) imposed sanctions on the Jamaat-ud-Dawa (JuD), the front organisation of the banned LeT, declaring it a terrorist outfit, and labelled Saeed and Lakhvi as terrorists. The Council asked all its member countries to freeze their assets and impose a travel ban and arms embargo against them. Besides Saeed and Lakhvi, two other top leaders of the LeT — Haji Muhammad Ashraf and Zaki-ur-Bahaziq — have also been declared terrorists by the UNSC. India had sought a ban on the JuD after the LeT was blamed for the attacks in Mumbai.

The quantum of sentence will be pronounced on August 28 (today). Mujeeb, a resident of Tolichowki in Hyderabad, was arrested in December 2005 following a tip-off given by the Rajasthan Police in Ajmer after seizing an arms cache. Weapons were hidden in a truck carrying marble slabs and were being brought to Hyderabad from Jammu and Kashmir via Ajmer in Rajasthan. Mujeeb, his female accomplice Johra Nishat, brother-in-law Jahangir Khan, truck driver Shabbir Ahmed, cleaner Ravindra Kumar, Mohammed Yasin and Awad were held guilty under provisions of Section 122, 124 (A) of the Indian Penal Code (IPC) and other charges. Mujeeb was also charged under Section 6 of the Indian Wireless Telegraphy Act for possessing a satellite phone. Of the 20 persons involved in the case, seven were arrested while others are still absconding. Mujeeb was earlier sentenced to life imprisonment for killing Additional Superintendent of Police (SP) Krishna Prasad in 1992. The Government granted remission to him along with 1,050 other prisoners on the eve of Independence Day in August 2004. After being released, he reactivated his links with terrorist organisations in Pakistan to indulge in anti-national activities.

During interrogation, Vikki revealed that counterfeit currency was printed in Lahore and Karachi in Pakistan from where it is sent to Nepal by cargo and then to India. The entire operation is managed by the ISI through its Nepal-based agent Manihar, Vikki’s father. Police also recovered fake notes and telephones numbers of ISI operatives and cadres of the mafia gangster Dawood Ibrahim Company from his possession. The Uttar Pradesh Anti Terrorist Squad (ATS), too, interrogated Vikki, who revealed that after being smuggled into India, fake notes would be sold at 50% of their face value. During interrogation, he also revealed that smugglers of fake currency use code words to send their messages. For example, paanch number ka chappal (slipper size no. 5) means INR 500 currency, and das number ka chappal for INR 1,000 currency. Majid Manihar lives in Bhinga town of Shravasti District in Nepal. According to intelligence sources, he works in close coordination with certain employees of the Pakistani embassy in the Nepalese capital Kathmandu. Manihar has three criminal cases against him in India. With the arrest of his son, Police have stepped up efforts to arrest Manihar. “Assistance from the Interpol is being sought for his extradition,” the Bahraich Superintendent of Police Lalji Shukla said.

"When we searched the hostel, we found provocative literature given by the boy from the rooms of the two girls,'' the College Principal said. This was recovered by the Police who have now extended the probe to other campuses also since they perceive this was not an isolated incident. Similar reports have been emerging for quite some time now but were mostly ignored for political reasons, Police sources added.

IANS reports that the Jharkhand Liberation Tiger (JLT) cadres abducted a Government official from the Palamau District and demanded a ransom of INR 2000000, Police said on September 1 (today). About 20 JLT cadres abducted Alok Kumar at gunpoint from the Kekargarh village, 190 kilometres from State capital Ranchi, in the evening of August 31. Kumar, a Circle Officer of Paki block, was abducted when he went there for selecting the Aganwadi (Government sponsored child-care and mother-care center) members. The extremists alleged that Kumar had already selected the Aganwadi members after taking bribe and was just completing formalities by visiting the village, a Police officer said. An operation has been launched to rescue Kumar, the officer added.
