Five Pakistani nationals were arrested from creek area on the west coast of Kutch District by the Border Security Force (BSF) personnel on October 4, reports PTI. The boat in which they were travelling was also seized. According to Police, the boat carrying the five persons onboard had ventured into the creek area following which they were arrested by the BSF. Harami Nala, a sluggish and shallow water channel in the remotest creek area, spread over 500 square kilometres, is prone to intrusion from Pakistani fishermen, Police said. The marshy topography made it difficult for BSF troops to react swiftly against infiltration, the officials said.

The Railway Protection Force (RPF) on October 4 received a letter threatening to blow up the Ghaziabad railway station and other major installations, including some places in New Delhi and Lucknow, capital of Uttar Pradesh, reports The Hindu. The Assistant Commissioner of the RPF confirmed the contents of the letter and said authorities in New Delhi have been informed about the threat with just two weeks to go for Diwali (festival of lights).

Seven more Pakistani nationals, claiming to be fishermen, were arrested by the Coast Guard off Okha in the Jamnagar District of Gujarat on October 6, reports The Hindu. Their boat, Al-Firoze, was also seized. According to official sources, one of the fishermen arrested on October 4 was found to be an agent of the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency.

Three Students Islamic Movement of India (SIMI) cadres, including its former chief Imran Ansari, were sentenced to two-year rigorous imprisonment and fined INR 2000 each by a local court in Madhya Pradesh on October 6 for spreading religious enmity, reports PTI. The sentence was awarded by Judicial Magistrate First Class, Kamlesh Kumar Itwadia, under section 153 A (promoting enmity between different groups) of the Indian Penal Code. Besides, Ansari, the sentence was also awarded to Afzal Abdul Rashid and Shahjad Abdul Rashid, the prosecution said. The case against the trio was registered on November 13, 2000 for planning to organise a meeting and distributing inflammatory articles among the people.

Targeting the Indian embassy in Kabul for the second time, a Taliban suicide bomber on October 8 blew up an explosives-laden car outside the mission, killing 17 persons and injuring over 80, including three Indo-Tibetan Border Police (ITBP) soldiers, The Hindu reported. The embassy staff, however, was unhurt. The blast, which occurred near the outer perimeter of the heavily-fortified embassy around 8.30 a.m., damaged a wall and destroyed a watch tower. "A suicide car bomb blast took place near the Indian embassy in which 15 civilians and two Afghan policemen were killed and 76 wounded. Most of the wounded are civilians," the Afghan Interior Ministry said. The Taliban claimed responsibility for the attack and identified the bomber as Khalid, Al Jazeera TV channel said. Indian ambassador Jayant Prasad said the "embassy was the target" but the suicide bomber failed to breach the security perimeter. Afghan President Hamid Karzai strongly condemned the blast, saying it was a "heinous act of terror" planned to kill innocent civilians. "This heinous act of terror was an obvious attack on civilians and the perpetrators of this attack and those who planned it are vicious terrorists who kill innocent people for their malicious goals," he said in a statement. The Afghan Foreign Ministry spokesman Fakiri said the "brutal attack" was carried out by "enemies" of Indo-Afghan ties and their "bases are outside Afghanistan." The explosion was reportedly more powerful than the blast of July 7, 2008. In that attack, a suicide car bomber rammed the gate of the embassy, killing 60 people, including senior Indian Foreign Service officer V.V. Rao and Brigadier-rank Defence Attache R.D. Mehta.

The Surat Crime Branch officials on October 13 filed a chargesheet against three suspects, identified as Mohammed Tanvir, Mohammed Yashin and Mohammed Anik, for their involvement in the Surat bomb planting case in July 2008, reports DNA. The trio was involved in planting a bomb on a tree at Maharana Pratap garden in Surat. The chargesheet was filed against all the three on the basis of documentary evidence gathered by Surat Crime Branch officials and information provided by the security guard of the garden. Earlier, on October 12, the Surat Crime Branch filed 14 supplementary chargesheets against 12 persons, including Mohammed Tanvir, Mohammed Yashin, Mohammed Anik, Dr Ahmad Mirza Mohammed Ansar and Mohammed Irfan who hail from Madhya Pradesh, at the court of Metropolitan Magistrate G. M. Patel. The accused have been charged under the Unlawful Activities (Prevention) Act, Explosive Substance Act and various sections of the Indian Penal Code (IPC), including 120(B) (waging war against the State). The total chargesheets filed in the case is now 76. The chargesheet also includes names of the absconding militants of the Indian Mujahideen, identified as Amir Raza Khan, Riyaz Bhatkal and Abdus Subha alias Tauqueer.

A suspected Harkat-ul-Jihad-al-Islami (HuJI) militant, identified as Chand Mohammad, was arrested from Bareilly District, about 250 kilometres from State capital Lucknow, in the night of October 14, reports IANS. “A pistol, several cartridges and an improvised explosive device have been recovered from Mohammad’s possession,” an official of the Anti-Terrorist Squad (ATS) said. “Pamphlets containing praises for Osama Bin Laden and calling for war against anti-Islamic Governments were also seized from Mohammad, who is a resident of the Premnagar area in Bareilly,” he added. The Deputy Inspector General of Police (Bareilly Range), N.K. Srivastava, confirmed the arrest and added, “He is being interrogated. We will provide all the information to the media once we complete the investigations.”

Chidambaram on October 15 admitted that the country remains vulnerable to a November 26, 2008 (also known as 26/11) Mumbai-style terrorist attack because neighbouring Pakistan is struggling to rein in the Islamist groups blamed for 26/11, reports Times of India. He, however, made it clear that any new attack would be met with a "swift and decisive" response. "My assessment of the vulnerability is that it has remained the same since 26/11. It has not diminished nor has it enhanced", Chidambaram said in an interview to a news agency.

Director-General of Police (DGP) B. S. Bassi said that initial information indicated the blast could have been on account of accidental explosion of gelatines or crude bombs stored in the boot of the scooter. "Four bombs were planted, of which one exploded and two others were defused in Margao and another one near the Shantadurga temple at Sancoale on October 16 night itself in Vasco, about 20 km from Margao. The materials used for the improvised explosive devices (IEDs) were similar and comprised of gelatin sticks to which small clocks and plastic boxes with circuits were attached. Investigations have revealed that the bag containing one of the IEDs was placed in the scooter, which went off while the scooter was being parked. The involvement of the two persons in the blasts in carrying out the explosions has been established." In the light of information extracted from ‘military commander’ of the ULFA Bimol Roy during his interrogation at the Task Force Interrogation (TFI) cell Security Force personnel are trying to arrest the militants, sources close to the TFI cell said. Bimol confessed that he was an active member of ULFA, the sources said. D.K. Roy, chief of the KLO, provided Bimol with shelter at his Dhaka’s Pallabi residence. D.K. The man, who is yet to be identified, was arrested from the outfit's office by the Anti-Terrorist Squad (ATS) personnel from Maharashtra and Goa Police. A search of the outfit’s office in Nesai near Margao town was conducted, Police sources confirmed. They said the outfit was suspected to have links with the 2008 Malegaon blast accused Sadhvi Pragya Singh Thakur. The SIMI cadres were arrested late in the night of October 20 from Khajrana locality where they were living for quite some time, the Inspector General of Police, Sanjay Rana, told reporters in Indore. Two of the arrested cadres, identified as Mohammad Shafiq and Mohammad Yunus, belonged to Ujjain District, and were wanted by the Police to stand trial for serial bomb blasts in Ahmedabad (Gujarat) on July 26, 2008. The three others, identified as Sheikh Sajid, Arshad and Firoz, belonged to Khandwa District. The Anti Terrorist Squad chief Pawan Srivastava said, "Incriminating documents, which prove that they were the members of SIMI, have been recovered from their possession. We expect to get some vital clues regarding other blast cases from them."

Addressing the top commanders of three Services (Army, Air Force, Navy), he also said that the situation in India's immediate neighbourhood had worsened, apparently referring to the developments in Pakistan. He referred to November 26, 2008 Mumbai terrorist attacks and the terror strike at the Indian embassy in Kabul earlier this month, which he said was "yet another grim reminder of the forces" that India is pitted against. "There are both state and non-state actors involved in the business of terrorism. India is a democracy and an open society and is, therefore, sometimes highly vulnerable," Manmohan Singh said. He pointed out that there has been no major terrorist attack in India since the 'horrific' Mumbai attacks but said "there are regular Intelligence reports of imminent attacks in the country. According to The Hindu, Security Forces (SFs) were put on high alert in Chennai and its suburbs since the night of October 22 following a letter received at the Adyar Police Station that warned of attacks on important targets. Though the letter did not specify any date or time for an attack, it named the Tamil Nadu Police Academy, Chennai Airport, Officers Training Academy and the "American Embassy" (U.S. Consulate) among others as its targets and challenged the Police to avert the sabotage if they could, Police sources said. According to a source in the intelligence wing of the Police, the letter also listed T. Nagar, Ritchie Street and the Marina beach as possible areas of attack. It warned of an RDX explosion at the Chennai Central Railway Station. However, an official of a United Nations agency based in New Delhi communicated to the Tamil Nadu Police a similar threat perception, based on inputs that were received by the agency. The Chennai Police, meanwhile, enhanced surveillance and manpower deployment at vulnerable places as part of ‘Standard Operating Procedure’. "It could be a prank… but we are not taking any chances. Anti-sabotage checks are being conducted at vantage points and police presence has been stepped up in areas of public gathering," Commissioner of Police T. Rajendran said on October 23.

He said Pakistan has no will to prosecute and punish the perpetrators of the Mumbai terrorist attacks of November 2008 and voiced concern over the spread of Taliban in that country, apprehending that the danger could spread to the rest of South Asia, including India. "We go by the information or intelligence that we are able to gather. Our assessment of the inputs flowing into India is that the LeT, the JeM and the Hizbul Mujahideen are planning to infiltrate terrorists into India. Now obviously they are not (not) trying to infiltrate for tourism purposes. They are being infiltrated to India to create mayhem here. Therefore, we say that the threat level has not diminished. That is what the Prime Minister said (in the Commanders Conference). There are many attempts which have been foiled even before they could (materialise)," Chidambaram said in an interview to PTI. The market regulator has asked the securities intermediaries to inform the Union Ministry for Home Affairs (MHA) within 24 hours if they find any client whose particulars match those of the entries listed by the United Nations. The regulator said that in case a customer’s details match the particulars of designated individuals or entities on the list "beyond doubt," the securities intermediaries "would prevent designated persons from conducting financial transactions," under intimation to the MHA. As per U.N. Security Council Resolution 1373, on receiving requests from foreign countries, States are obliged to freeze the funds or other assets of persons who commit, or attempt to commit, terrorist acts.

Addressing the Consultative Committee for the Union Ministry of Home Affairs on the topic ‘National Police Mission,’ Chidambaram said: "The police-population ratio in the country is much lower than the desired level of 220 and there is also wide variation among the States. He also drew the attention to other problems like outdated equipment and lack of training." He expressed concern over the lack of efforts made to fill a large number of vacancies which exist in the State Police at lower as well as higher levels. "Inadequacies of police in the States and their over-dependence on the central police forces is not a good sign for the federal structure. The States are now realizing the gravity of the situation and concentrating on recruitment, training and modernization of their police forces," Chidambaram added. "Policing in the country has long been neglected and urgent reforms are needed in the State Police system," the Minister added. He also drew attention to problems like outdated equipment and lack of training.

US investigating agencies have neutralised a plot by the Pakistan-based Lashkar-e-Toiba (LeT) to use an American national for terrorist attacks in Denmark and India, Times of India reported. The man, identified as David Coleman Headley, was one of two suspects arrested early in October 2009 by FBI's Joint Terrorism Task Force at Chicago's O'Hare International Airport before he boarded a flight to Philadelphia, from where he was intending to travel to Pakistan to meet Pakistani terrorist handlers, including the fugitive Ilyas Kashmiri. Headley's partner in the terror plot, which included plans to attack the Danish newspaper that published cartoons of Prophet Mohammed, was a Pakistani-Canadian named Tahawwur Hussain Rana, also a resident of Chicago who was arrested by the FBI on October 18. According to the FBI affidavit filed in a Chicago court, Headley was in close contact with Ilyas Kashmiri and several unidentified leaders of LeT, two of whom are identified as "LeT member A" and "Individual A." He had visited Pakistan before to meet LeT handlers and was returning there ostensibly to finalize plans for strikes. "In July and August 2009, Headley exchanged a series of e-mails with LeT Member A, including an exchange in which Headley asked if the Denmark project was on hold, and whether a visit to India that LeT member A had asked him to undertake was for the purpose of surveilling targets for a new terrorist attack," the FBI said in its affidavit. A Pakistani boat, which had intruded into Indian waters near Sir Creek area of Kutch District in Gujarat, was seized by the Border Security Force (BSF) personnel on October 30 but its occupants managed to escape, reports PTI. "During patrolling, a BSF team spotted a boat about 1.5 km from Sir Creek area. On seeing the BSF patrol team, the occupants of the boat dived into sea," BSF officials said. They said that the team "seized the boat and started to track down the occupants. But, due to difficult terrain and thick cover of mangroves, the occupants managed to flee. They had time on their side as the team was far away from the boat." The BSF officials also said that the number of occupants of the boat is not yet known, adding, "We are not sure about number of occupants of the boat as our team was far away from them when they escaped." Later, the boat was found to be a fishing boat that has been brought to the Kutch coast, they added. The BSF has heightened vigil in the area after receiving inputs of increased Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, activities in the creek area, they said.
