According to Times of India, at least 20 Liberation Tigers of Tamil Eelam (LTTE) sympathisers were arrested on May 3 for the attack on an Army convoy near Coimbatore a day earlier. Cases have also been registered against 200 people belonging to political groups sympathetic to the banned LTTE. The arrested include Periyar Dravidar Kazhagam and Tamil nationalist leader K Ramakrishnan, Police sources said. Supporters of the LTTE reportedly stopped five Army trucks and soldiers on way back from training at Secunderabad in Andhra Pradesh and proceeding to Thiruvananthapuram in Kerala.

On May 3, the suspected Lashkar-e-Toiba (LeT) militant, identified as Mohammed Nissar, who was arrested by the Police on May 2 from Hyderabad, capital of Andhra Pradesh, was remanded to judicial custody till May 18, reports Express Buzz. According to the Deputy Commissioner of Police (DCP), R.S. Praveen Kumar, Nissar alias Osman Bhai had been staying in the Manna Ekhelli village of Bidar District in the Karnataka State. “In August 2001, he along with Abdul Aziz alias Gidda was arrested for indulging in subversive activities and released on bail after three months. Later, he stopped attending the court and went missing,’’ the DCP added. It is learnt that the Police had then recovered two pistols, one forged passport, Compact Discs containing jihadi material and an electronic detonator from him.

At Bidar, Nissar was engaged in cloth business,’’ an unnamed Police source said. Nissar reportedly fought against the US forces in Iraq and also participated in the fighting in Chechnya. A former constable in the Armed Reserve unit of the Hyderabad City Police, Nissar is the son of Abu Baker, a retired reserve sub-inspector. Police officers who interrogated Nissar during the last few days described him as a hardcore militant.

According to Military intelligence, a group of 935 Pakistani women being trained by Inter-Services Intelligence (ISI), Pakistan's external intelligence, in the Faridkot District of Pakistan to entice men and motivate them into becoming terrorists in India, reports Times of India. According to a secret military intelligence report sent to the Union Ministry of Home Affairs (MHA), the group is also being trained at a camp in Kotli, Pakistan. It says a joint meeting of senior ISI officers with representatives of al-Qaeda, Lashkar-e-Toiba (LeT), Khalistan Zindabad Force (KZF) and Khalistan Commando Force (KCF) on April 23 near Talwandi (in Pakistan) was attended by Neeta, KZF leader, and Nazira Begum, the wife of Kotli training camp principal Shah Mohammad.

The Special Sessions Court in Mumbai on May 6 framed 86 charges against the main accused of the November 26, 2008 terrorist attack, reports The Hindu. The accused includes Mohammad Ajmal Amir Kasab, Fahim Ansari and Sabahuddin Ahmed, and 35 others who are yet to be arrested. The charge of criminal conspiracy applies to all the accused. Ajmal and Ansari have other independent charges against them. Judge M.L. Tahaliyani stated that Ajmal, Ansari and Sabahuddin had committed offences punishable under Section 120B (punishment for criminal conspiracy) of the Indian Penal Code (IPC).

According to The Hindu, about 57 per cent of the 94.6 million voters exercised their franchise when Phase IV poll was held on May 7 in 85 Lok Sabha (Lower House of Parliament) constituencies in seven States and the National Capital Territory (NCT) of Delhi. Six deaths were reported – one in Rajasthan in Police firing, three in West Bengal in group clashes/hurling of bombs and another two in West Bengal due to sunstroke, as the victims were waiting to cast their vote. Chief Election Commissioner Navin B. Chawla said that he was “quite satisfied” with Phase IV poll as it was “by and large peaceful barring a few stray incidents of violence in West Bengal.” In that State, where polling was held in 17 constituencies, the turnout was “large” (about 75%). In Jammu and Kashmir where the Srinagar constituency went to the polls, there was a low turnout (around 24%), he said. This phase covered Haryana in 10 constituencies, Rajasthan 25, Punjab 4, West Bengal 17, Bihar 3, Jammu and Kashmir 1, Uttar Pradesh 18 and the NCT of Delhi 7. Bihar recorded a turnout of 37 per cent. It was 63 in Haryana, 65 in Punjab, and 50 each in Rajasthan and U.P. Besides Police firing and violence, snatching and damaging of electronic voting machines in West Bengal and Punjab, two incidents of rigging in the Agra constituency in Uttar Pradesh and one such complaint in Rajasthan, 22 incidents of poll boycott in Bihar and a few similar cases in Haryana were reported. With this phase, polling has been completed in 457 of the 543 constituencies and an average of about 55.5 voters caste their votes. Chandigarh, Himachal Pradesh, Puducherry, Tamil Nadu, Uttarakhand, and parts of Punjab, West Bengal, Jammu and Kashmir and U.P. are the remaining States/Union Territories where polling is due. The final and Phase V poll on May 13 will cover 86 constituencies and all the results are expected on May 16.

According to The Hindu, Sarfras Navas (31) alias Hakim, an accused in the suspected operation of terror modules in Kerala, was remanded till May 19 on May 7. He will be in Police custody till May 18 for interrogation, Additional Chief Judicial Magistrate V.K. Rajan ordered. Navas had been in the custody of the Bangalore Police in connection with the investigation into the Bangalore serial blasts. V.K. Akbar, Deputy Superintendent of Police of the Special Investigation Team (SIT) investigating the suspected terror operations in Kerala, produced him before the court. The Bangalore Police had arrested Navas, hailing from Ernakulam District, two months ago. A report submitted by the SIT before the court said he had worked in Oman and had financed extremist operations.

Sadiq, an electrician from Trombay, was arrested by the Anti Terrorist Squad on February 20. He was booked in the July 11, 2006 train bomb blasts, which killed 181 people and injured 890.

The five terrorists wanted in connection with serial blasts are Shahdab, Khalid, Arif, Shajid Bhai and Salman. Madhani is suspected to have links with the Lashkar-e-Toiba (LeT) militants. According to unnamed sources, the Police questioned Madhani based on the confessions of Sarfras Nawas and Sainudheen, who were arrested in connection with the July 26, 2008 Bangalore serial bomb blasts case. Nawas had told the Karnataka Police that he had met Madhani in his residence at Kollam a few months after the PDP leader was released from Coimbatore jail, where he had been housed as an under trial in the Coimbatore bomb blast case. Nawas, suspected to be the financier of the terrorist recruitment module in Kerala, was accompanied by Abdul Raheem, who had been killed in Jammu and Kashmir in October 2008. Among the Indian nationals whose names figure in the chargesheet are Abdul Sattar, his son Sarfuddin, Abdul Jabbar, Mujeeb Mohiddin, Faizal Abdul Rehman, Abdul Jaleel Moosa, Manaf Mohammad alias Rahees, Badruddin Noor Ahamed, Sakariya and Sarfarz Nawaz. The chargesheet also mentions the names of Abdul Sattar’s son-in-law Abdul Raheem, Mohammed Fiaz Hamsa, Fayis Abdul Rahman and Mohammed Yasin, who were killed in an encounter in Jammu and Kashmir in October 2008. The four foreign nationals include a Pakistani national and an Omani national. “We have established their involvement in the conspiracy. We are not revealing their names as they are yet to be apprehended,” said Joint Commissioner of Police (Crime) Alok Kumar. The accused have been charged with waging war against the country under Section 121A of the Indian Penal Code (IPC) and causing grievous injury and conspiracy under Section 120B of IPC. They have been charged with using explosive devices and causing damage to public property under the Explosive Act 1884. The Police have charged the accused with being members of an unlawful association, indulging in terrorist activities and arranging finance for terrorist acts under various sections of the Unlawful Activities (Prevention) Act 1967. “The punishment for these offences is life imprisonment or death and is heard by Sessions Court. As the charges are under the Unlawful Activities Act, we get 180 days to file the charge sheet instead of the 90 days in other offences,” a city Police officer said. The accused were reportedly cadres of the so-called Shahbuddin Gowri Brigade of the Indian Mujahideen (IM) outfit. The accused had made use of ammonium nitrate, nuts, bolts, printed circuit boards brought from Kannur in Kerala. Sarfarz Nawaz identified the places where bombs had to be placed and also organised finance for the attack from Wali alias Rehan, a Lashkar-e-Toiba (LeT) operative from Pakistan, the chargesheet said. The Bangalore Police registered nine cases and handed over the investigation to its Central Crime Branch.

The President assured the Indian envoys a long-term political settlement based on the 13th Amendment to the Sri Lankan Constitution that provides for devolution of powers to the provinces within a united country. He also said that his Government had drawn up a plan for resettlement of 2.8 lakh war-displaced people in their original places of habitation in the north within the next six months, adds The Hindu. He also promised to give a copy of the death certificate of the Liberation Tigers of Tamil Eelam (LTTE) chief Velupillai Prabhakaran to enable India close the 18-year-old case of assassination of the former Prime Minister Rajiv Gandhi. The immediate focus of the discussion between the parties was the resettlement of around 265,000 Tamil civilians now sheltered in the welfare villages in Vavuniya, Mannar and Jaffna, Colombo Page reported. During the discussion Sri Lanka told the Indian delegation that it plans to dismantle the relief camps at and resettle at least 80 percent of the displaced in their original homes by the end of the year. During the meeting with the President, India pledged to provide all possible assistance in the implementation of such a plan in areas such as de-mining, provision of civil infrastructure and re-construction of houses. The two Indian leaders, who arrived in the country on May 20 on a two-day visit, pledged India's fullest support to reconstruct the war affected areas and offered a INR 5 billion relief package to assist the internally displaced persons.

He said the new Government would respond to any threat to security, public order and communal harmony with speed and decisiveness. “We will raise the level of preparedness to meet the increasing threat to Security, public order and communal harmony,” he said in New Delhi on the first day of his joining office in the Union Ministry of Home Affairs (MHA). Chidambaram also said the Government would respond to any of these threats using modern systems, highly trained human resource and advanced technological tools. Signalling that the Centre was determined to deal with Left-wing extremism strictly, he said the Centre’s action plan was to first carry out a “Police action followed by development.” According to directions of the Prime Minister, the MHA would draw up another 100-day plan to be taken up for implementation from June 1, Chidambaram added. Further, he stated that material provided to Pakistan on the probe into Mumbai attacks was "more than adequate" to proceed against the conspirators and questioned Islamabad for not prosecuting those involved in the terrorist incident, adds Times of India. "I don't want to be harsh in my first comments on Pakistan. But any prosecuting agency should be more than satisfied with the first dossier, the second answering 20 questions and the third providing clarifications," Chidambaram told reporters.

The Uttar Pradesh (UP) Anti-Terrorist Squad (ATS) on May 27 arrested a suspected agent of the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, at Bithoor in Kanpur District, reports The Hindu. He was identified as Waqas Ahmed alias Zahid alias Ibrahim alias Rajesh Kumar alias Vikki, from Lahore in Pakistan. He was in possession of a voter identity card in the name of Ibrahim and an EPR (exempted from police reporting) visa, which is issued to those whose credentials are not in doubt. Incriminating documents and maps relating to the Army, fake driving licences, a pocket diary containing names and phone numbers and a Western Union receipt were also recovered from his possession. The Additional Director-General of Police, Brij Lal, said the voter identity card was issued to Waqas Ahmed in Kanpur on January 4, 2009 and he cast his vote in the recent general elections. Residing there since August 2008, he had been doing odd jobs and was also in contact with criminals, Lal added.

Sources said intelligence agencies had received reports that lower level LTTE cadres may have infiltrated into India and could be among those currently being held in high security camps for screening. Coastal States like Tamil Nadu, Kerala and Karnataka have been on high alert for some time now following the Sri Lankan military action against LTTE that had thousands of Tamil civilians fleeing the war zone. Union Home Ministry sources said they had received reports of LTTE militants making their way into refugee camps. "All refugees are being screened and we are keeping any suspicious people in high security camps. The rest are being sent to open camps," an unnamed ministry official said. Besides the rigorous screening process, authorities have also sent two expert teams to de-mine regions which are free of LTTE-control, along with a team of doctors and relief worth INR one billion. Meanwhile, the Navy, Coast Guard and troops in the Southern Command are on alert to prevent LTTE militants from entering Indian Territory, the report added.

The Hindu reports that a suspected Inter-Services Intelligence (ISI) agent, Mohammad Sajid, who allegedly carried out printing work for the Indian Army, was arrested in Bikaner District on May 31. Sajid, a resident of Bilalganj at Lahore in Pakistan, infiltrated into India via Bangladesh and Nepal and had established himself as a resident of Bikaner as a tenant under the assumed name of Lakhan Joshi since 2005, the Additional Director General of Police (Intelligence), M. K. Devarajan, said. Sajid had been reportedly running a printing press in the city where he purportedly managed to get some job works for Army units located there. Devarajan affirmed that the ISI gave him training in intelligence work and Hindi in the Lahore Military Hospital for three months. Meanwhile, the Rajasthan Police have registered a case against Sajid under the Official Secrets Act, 1923, and the Foreigners Act, 1946.
