A cadre of the People’s Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), was arrested by Police from Asro village, under Sisai Police Station area in Gumla District on April 1, reports The Times of India. Dayanand Yadav, a member of the squad of PLFI ‘sub-zonal commander’ Sanjay Tiger, was arrested from his village along with a pistol, four bullets, a motorcycle, and three mobile sets. Yadav confessed before Police that PLFI is currently waging war against a rival group called Paharichita for establishing supremacy in the area.

Around 2,000 personnel of Sashastra Seema Bal (SSB) have now been deployed by the Centre for anti-Maoist operations in Jharkhand, reports Zee News on April 2. "The Centre, through the Union Home Ministry, has decided to step up operations and usher development works in the state which is under President's rule at present," security sources said. The personnel, constituting two SSB battalions, will be deployed at Ranchi and Jamshedpur and will supplement the efforts of the Central Reserve Police Force (CRPF) and the state Police who are already involved in the same task, they said.

Called the State Industrial Security Force, its personnel have been specially trained to deal with Left-wing extremists and smaller, local criminal gangs involved in violence and extortion. Police said three Improvised Explosive Devices (IEDs) were used for the blast. “CPI (Maoists) may have done this as a reaction to the killing of Maoists by the Tritiya Prastuti Committee (TPC) in Chatra last week. Or they may have targeted this building because a janta durbar [public meeting] was held by my office and the Collector’s office in this building a few days ago to respond to people’s concerns regarding public schemes and Maoists are opposed to this,” said Lohardagga Superintendent of Police Jitendra Kumar Singh.

Intending to equip States before launching a fight to finish war against the Communist Party of India-Maoist (CPI-Maoist), the Union Cabinet on April 2 gave its approval to the Union Home Ministry's plan to raise anti-Naxal [Left Wing Extremist (LWE)] special forces in Bihar, Jharkhand, Odisha and Chhattisgarh on the lines of Greyhounds of Andhra Pradesh and sanctioned additional fund for the purpose, reports The Times of India. The specialized forces, capable of hot pursuit across the inter-state borders, will be set up with personnel fully trained in guerilla warfare and required infrastructure within six months. The fund, to the tune of Rs 280 crore, will be disbursed to these four states by the Union Home Ministry under its ongoing Scheme for Special Infrastructure (SSI). Part of the sum will also be used to upgrade infrastructure of Andhra Pradesh Police and its Greyhounds force.

Police sources said the Maoists were freed and handed over to their families at different places after they promised not to join the organization. The family members of the Maoists were asked to guarantee that they would not allow their kin to join the Maoist fold in future. Chatra Superintendent of Police (SP) Anup Birthare said at one go the TPC members released 16 Maoists on April 1 in presence of their family members who had come from different parts of the State and also from Bihar. "On Tuesday [April 2] the TPC members freed seven more captives but from different places where they had called the family members," said the SP.

Five personnel of the Jharkhand Armed Police (JAP) were killed on April 4 when cadre of the Communist Party of India-Maoist (CPI-Maoist) opened fire at a village market in Chainpur in Gumla District along Jharkhand’s western border with Chhattisgarh, reports The Hindu. Two villagers were also reported to have been shot dead but the Government officials did not confirm this. “This attack took the police by surprise. The group of Maoists led by Arvind ji has split into smaller groups and we believe this attack was carried out by one such group,” said Jharkhand Director General of Police Rajeev Kumar who has left Ranchi for Gumla. “Three personnel of the Sixth Battalion of JAP died on the spot, and two succumbed to injuries after they were airlifted to Apollo Hospital in Ranchi. The Maoists opened fire at the police and snatched three INSAS rifles,” said Jharkhand police spokesperson DIG Richard Lakda. Havaldaar Bhola Singh, constables Ram Narayan Ram, Chhote Lal Murmu, and Dilip Bediya, besides ASI Gopal Singh died in the incident, he added.

In Harihargunj in Palamu district, 80 km from the district headquarters, an IED was triggered at the block development office building in the night of April 6. “There was minor damage to the building and a window was broken. Some documents got burnt in one part of the office. But the police reached within 30 minutes. The Maoists fired at the police and the police retaliated, firing around 20 rounds,” said Palamu SP Anup T. Matthew. No major incidents were reported from Ranchi, Jamshedpur or any other city in the State.The attacks were made during a 48-hour Jharkhand and Bihar bandh (shutdown strike) declared by Maoists protesting the killing of 10 Maoists in Chatra district on March 27-28.

Maoists blew up railway tracks in Latehar District, about 100km from Ranchi on April 6, at around 10.30pm, about half-an-hour before the scheduled passage of the Rajdhani Express from the Barwadih railway station located on the CIC section of the Dhanbad division under the South Eastern Railway, with no report of casualty, reports The Times of India. Latehar SP Kranti Kumar Garhadeshi said: "A massive explosion was reported from somewhere between the Chipdohar and Barwadih railway stations. Forces have been rushed to the blast site."The train, with all the passengers on board, has been stopped 20km ahead of the site in the Maoist-hit Latehar's Kumundih forest. Forces have been rushed to the Kumundih forest to secure the area and protect the passengers, the SP added. The explosion appears to be a part of the two-day shutdown call given by the rebels in Bihar and Jharkhand to avenge the killing of 10 of their cadre in Chatra District on March 27.

A former Communist Party of India-Maoist (CPI-Maoist) sub-zonal commander, Sohan Bhuiyan, has gone missing from the premises of the Hazaribag District and Sessions Court on April 10, reports The Times of India. Superintendent of Police (SP), Manoj Kaushik said that Bhuiyan reached Hazaribag Court along with his son Kuldeep following a court summon in connection with a case. As Bhuiyan was thirsty, Kuldeep went to bring water and asked him to wait. But when he returned he found his father missing. When all efforts to locate Bhuiyan failed, Kuldeep lodged a complaint with Hazaribag Sadar City Police Station saying his father was kidnapped from the court premises. Bhuiyan was one of the main accused in the 2001 Beltu massacre under Keredari Police Station in which Maoists killed 19 members of the Gram Raksha Samiti (Village Protection Committee) formed with the help of the then Police administration to take on the rebels.

Government has identified 26 districts in the country as highly Naxal [Left Wing Extremism (LWE)] affected with 80 per cent violence in the last three years being reported from there, reports The Economic Times on April 12. The Districts are spread over seven Communist Party of India-Maoist (CPI-Maoist) hit States - Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra and West Bengal. According to the latest statistics prepared by the Union Ministry of Home Affairs (UMHA) on Naxal [Left Wing Extremism (LWE)] violence, Chhattisgarh, Jharkhand and Bihar together account for over 80 percent of the violence across the country, reports The Times of India on April 20. Jharkhand not only fared as the State with the highest incidence of Naxal violence in the first quarter of this year (2013), but it also further consolidated its lead over Chhattisgarh with twice the incidents and thrice the deaths reported by the latter. Odisha has shown a significant decline in Naxal terror, while West Bengal, Uttar Pradesh and Madhya Pradesh reported nil/negligible violence. The total number of incidents relating to Naxalism fell to 272 (until March 31, 2013) from 417 in the corresponding period of 2012, and deaths to 89 as compared to 120 in the first quarter of last year. However, the share of Jharkhand in the nationwide Naxal violence is a worrying trend. The state, which has been under the President's rule since January, accounted for over 40 percent of the countrywide incidents and over 58 percent of the deaths in the first three months of this year.

Jharkhand Director General of Police (DGP) has blamed the presence of a number of splinter groups for the increasing number of incidents of Naxal [Left Wing Extremism (LWE)] violence in the first quarter of 2013, reports The Pioneer on April 22. DGP Rajeev Kumar said, “The clash among the various splinter groups results into the increasing number of Maoist violence in the State”. These splinter groups in the State lack any ideology as they have been formed out of the breakaway faction of Maoist organizations, he added. “As these splinter groups have no ideology and resort to killing on trivial issues, the Naxal violence has gone up in the state. On the other hand, other Left Wing Extremism affected States do not have such splinter groups,” he further said. The DGP however, claimed that despite an increase in the LWE incidents, the number of encounters have gone up in the State. According to a report by the Ministry of Home Affairs (MHA), Jharkhand recorded the highest incidents of LWE violence in the first quarter of 2013. Jharkhand has also taken a lead over Chhattisgarh with double the LWE incidents and thrice the deaths reported till date. In Jharkhand, 52 was the death toll out of 118 LWE incidents till March 31 this year, while in Chhattisgarh, 14 deaths out of 59 incidents were recorded in the first quarter of this year (2013). The Security Forces (SFs) have gunned down 18 rebels in the first quarter of 2013 while 14 were killed last year in the first quarter.

Following a tip off, Latehar Superintendent of Police (SP), Kranti Kumar Gardesi raided Peeri village under Gaaru Police Station. The raid led to a clash between the Maoists and Commando Battalion for Resolute Action (CoBRA) troopers. The encounter lasted for more than two hours. The Union Ministry of Home Affairs (MHA) has raised concern over Communist Party of India-Maoist (CPI-Maoist) terror training camps organised to impart military training for new recruits and planning of special operations against Security Forces in at least seven Maoist-infested States, reports The New Indian Express. The Maoist bastion in Dandakaranya forest region extending over an area of 92,300 square km had held maximum number of camps in the last one year. The camps were organised in Sukma, Bijapur, Dantewada, Narayanpur and Kanker District in Chhattisgarh and Gadchiroli District of Maharashtra. “In 2012, 26 training camps were reportedly organised in these Districts. During the current year, till April 15, six such training camps have been reportedly organised in these districts,” Minister of State for Home Affairs RPN Singh told Lok Sabha (Lower House of the Parliament) on April 30. Singh said these training camps were an important component of the overall military tactics of the CPI-Maoist. Similar camps are organised in other left wing extremists affected states, including Odisha, Jharkhand and West Bengal. Maoists refer to the area as Compact Revolutionary Zone (CRZ) in their military literature. In the last one year, 14 training camps for ultras were organised in Jharkhand followed by 8 camps in Odisha.
