The Communist Party of India-Maoist (CPI-Maoists) cadres beheaded a quack, identified as Vijay Kumar Dey (37), at Hudagada village in Seraikela-Kharswan District of Jharkhand, on March 2, reports Zee News. The torso of the victim and the severed head were found lying within a distance of 15 m of each other. Commenting on the matter, Superintendent of Police (SP), Upendra Kumar, said Dey had a link with the Maoists, as he used to provide treatment to its cadres and supply medicines to them. He said a Maoist poster owning responsibility for Dey's killing was recovered from the spot. Prima facie it seemed to be the handiwork of the Maoists, "but we cannot rule out outright that it could be a ploy of the culprits to misguide the Police," he added.

The PLFI is dominant in Khunti and Ranchi Districts of Jharkhand. PLFI had called the bandh to protest against the arrest of three members of the outfit on March 2. Meanwhile, fear still looms large at Sanwariya village in Gumla District of Jharkhand where PLFI operatives threatened villagers with dire consequences after the residents lynched three of their cadres, on February 13, reports The Times of India. On March 4, hundreds of villagers called on the Superintendent of Police (SP), Jatin Narwal, for their security and continuation of the Police picket at the village. Despite Police presence, villagers are highly alert holding traditional weapons like bows and arrows. Angered over the killing of area commander Prakash Oraon, Birendra Munda and Parmeshwar Oraon, PLFI ‘sub-zonal’ commander Sukra Oraon threatened to avenge the killing of his squad members soon after the incidence. Police soon set up a picket to provide security cover to the villagers but still they are spending sleepless night fearing PLFI strike.

According to intelligence inputs received by the South Eastern Railway (SER), the Communist Party of India-Maoist (CPI-Maoist) is planning to attack a railway escort party that is entrusted with sanitizing the rail tracks close to the West Bengal-Jharkhand border rather than a passenger-carrying train, reports The Times of India, on March 8. After the 2010 Jnaneswari Express disaster which killed 148 passengers, the possibility of another strike by the Maoists looms large. Commenting on the matter, a highly-placed source revealed "We have information that the Maoists are planning a strike. They won't target a passenger-carrying train as the Jnaneswari strike led to bad publicity. They are planning to attack an escort party instead. Intelligence reports suggest that such a strike has been planned as the Maoists want to use it as a resurgence tool in the eastern part of the country where the rebels have not been able to gain much ground in the recent past".

Residents of villages on the border between Odisha and Jharkhand have reported movement of the extremists in the region, a Police officer said. A group of People's Liberation Front of India (PLFI) cadres, a splinter group of the Communist Party of India-Maoist (CPI-Maoist), killed a former member of the outfit on NH-75 in Chanho block of Ranchi District, on March 8, reports The Times of India. Munna Yadav alias Ram Prasad Yadav, 30, was on his way home when three unidentified assailants on motorbikes attacked him. Yadav had dared to desert the outfit four months ago to get back to the mainstream and did not participate in any activity or meeting after he was released on bail. Sanjay Suman, Chanho Police Station in-charge, said the deceased had received threat calls from his former colleagues. Suman further said, "Yadav was an active rebel and had helped PLFI activists in successfully carrying out various criminal activities".

The Police along with Jharkhand Jaguar, CoBRA, CRPF and Jharkhand Armed Police had launched an operation against the Maoists in Sivil-Roret and Luru regions in Chainpur police station of Gumla District on March 13 and 14 and fighting continued intermittently for 24 hours. Police had intelligence input about the presence of over 250-300 Maoists who included top leaders like central committee member Arvindji, politburo member Kishan Da, Inderjeet and regional commander Sylvester. During the encounter, the Security Forces came under heavy firing and landmine blasts. The Maoists triggered as many as 65 landmines blasts. Meanwhile, Gumla SP Jatin Narwal said, "Police have recovered 35 landmines, one dynamo, three detonators, 15 locally made hand grenades, wires and ration during the operation."

Deputy Inspector General (DIG) of Jharkhand Police, Suman Gupta said as per the result of the survey in Hazaribagh there are 241 Maoists and 374 criminals active. Gupta said that after getting the direction of Central Government she sat with the Superintendent of Police (SP) of all the five districts of the range and told to prepare the list of Maoists and criminals at Police Station level. She said that on the Police Station level they were categorized in three grades ‘A’, ‘B’ and ‘C’ on the basis of their criminal history and the cases lodged against them. Those included in ‘A’ category are hardcore while in ‘B’ category Maoists and criminals of mediocre group have been included. She said that this report will go to the center and to Governor’s advisor K Vijay Kumar, who during last meeting had raised this matter.

Manjhi was wanted in several cases of Maoist violence, including killing of five Security Forces (SFs), of a bank van in 2010, attacking block building at Pirtand and attacking a Police team at Chilkari, the same year. He had also blown up the Dumri block offices with explosives and killed a night-guard at a Police picket in 2010. According to the plan, which is likely to be placed before the Union Cabinet soon, the Special Forces will come up in Bihar, Jharkhand, Chhattisgarh and Odisha and funds will be given to create and upgrade infrastructure, weaponry and equipment to combat the Communist Party of India-Maoist (CPI-Maoist) problem. The proposed outlay during the 12th Plan in this regard is INR 3.73 billion, of which the Union Government will give INR 2.8 billion (75 per cent of the total outlay) and INR .93 billion by the state Governments (25 per cent), the Union Ministry of home Affairs (MHA) said in its proposal.

The decision was taken during the recent inter-state meeting of the Police officials of all these states at Sonebhadra (Uttar Pradesh). After attending the meeting, Deputy Inspector General of Police (DIG), Range, A Satish Ganesh informed, "The basic objective behind creating this grid is to ensure that all important information and intelligence regarding mobility of Maoist groups in any state is shared in a timely manner. It will help keep the cops of all these states alert when an operation against Maoist groups is launched by Police from one of the states. The alertness of Police of all the states would check the possibility of escape by Maoist groups in case of their detection." It is worth mentioning here that mainly three districts of this region including Sonebhadra, Chandauli and Mirzapur are considered as Maoist-affected.

Ten cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter with Tritiya Prastuti Committee (TPC), a splinter group of the CPI-Maoist, near a Lakramanda village of Chatra District in the night of March 27, reports The Hindu. “Bodies of 10 Maoists were recovered near Lakramanda village. A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Phillip Soni alias Masinji, involved in the attack on Jharkhand's former Speaker Inder Singh Namdhari was arrested from Gondgada village under Ranka Police Station limits of Garwah District, on March 29, reports The Business Standard. Deputy Superintendent of Police (DSP), Jagdish Prasad told that seven cases including the attack on Namdhari was pending against him. Namdhari, a Member of Parliament (MP), was attacked at Garu in Latehar District in 2011.
