Police in Karachi reportedly foiled an attack on Prime Minister Mir Zafarullah Khan Jamali with the arrest of a terrorist affiliated to the outlawed Sunni group Lashkar-e-Jhangvi (LeJ) on April 1. The man was found with about six kilograms of explosives, a hand grenade, several detonators and bomb making material, said Police Inspector Amjad Kiyani. "The big target was the prime minister," he said, adding that the suspect had planned to plant explosives on a bridge. However, Inspector General of Police, Syed Kamal Shah, denied news reports about the foiled attempt on Prime Minister Jamali. ‘Speculative report was rubbish and stupid’, said Shah.

The Federal Government announced on April 1 that it would compensate the loss of life and property in the Tribal Areas during the recent military operations against the Al Qaeda and Taliban. Parliamentary Secretary for Defence Tanvir Hussain Syed said in the National Assembly that "The government has set aside Rs 999 million to compensate the loss of life and property in the Tribal Areas. The claims filed by the affected people are being scrutinised. Compensation will be released after the process is over."

The defence counsel reportedly argued that the prosecution had failed to produce any substantive proof about his client’s involvement in the murder. Maulana Azam Tariq, leader of the outlawed Sunni group Sipah-e-Sahaba Pakistan (SSP) and Member of National Assembly, was assassinated along with four others in Islamabad on October 6, 2003.

A tribal Jirga (council) comprising elders from all the Federally Administered Tribal Areas (FATA) and Frontier regions on April 2 opposed the ongoing military operation in Wana and asked the Government to immediately halt the killing of innocent people at the behest of the United States. "Tribesmen are guards of the country as they played a big role during Russian attack on Afghanistan. If action against tribesmen is not stopped we will organise 10 million tribesmen for their self-defence," said senior North West Frontier Province (NWFP) Minister Sirajul Haq while addressing the Jirga.

Tribesmen on the Pakistan-Afghanistan border have reportedly agreed to hand over leaders sheltering Al Qaeda terrorists after being threatened with a fresh military offensive. According to The News, at a meeting between Assistant Political Agent Rahmatullah Wazir and elders belonging to the Ahmadzai Wazir tribe in Wana, the latter were told that several local tribesmen were on the Government’s wanted list for sheltering Al Qaeda and Taliban suspects. Among them were Nek Mohammad, Haji Sharif and his brother Nur Islam, Maulvi Abbas and Maulvi Abdul Aziz belonging to the Yargulkhel section of the Zalikhel sub-tribe.

"If the foreign terrorists want to leave Pakistani territory then we are ready to provide safe passage to them," North-West Frontier Province (NWFP) Governor Syed Iftikhar Hussain told an assembly of 200 tribal elders in Peshawar on April 5. According to Daily Times, the ceremony took place at a Madrassa (seminary) in Shakai, 20 kilometers north of Wana, in South Waziristan. "We give amnesty to these people in return for their pledge of brotherhood and loyalty," said Peshawar Corps Commander Lt Gen Safdar Hussain. "I congratulate Nek and his colleagues on their courageous decision. You are our brothers and your allegiance pledge is exemplary," Gen Hussain added after the wanted men joined him in the ceremony. The General also said that foreign terrorists had until April 30 to surrender and receive a pardon. He also announced the release of 50 tribesmen arrested last month and a grant of Rupees 90.1 million for development in Waziristan.

Hafiz Mohammad Saeed, leader of Jamaat-ud-Dawa (new name for Lashkar-e-Toiba [LeT]), on April 29 criticized President Pervez Musharraf's "policy of friendship" with India and indicated that Jihad in the Indian State of Jammu and Kashmir would not be stopped. "Jihad will never be stopped in the held territory. On this issue, there is complete unity and solidarity in the ranks of the Mujahideen," he said at a public meeting in Muzaffarabad, Pakistan occupied Kashmir (PoK). Among others who spoke at the gathering were Muslim Conference president Sardar Attique Ahmed, People's Party information secretary Khawaja Farooq Ahmed and former Jamaat-e-Islami chief Abdur Rashid Turabi.

Uzbekistan President Islam Karimov said in Tashkent on April 29 that terrorists responsible for the coordinated series of attacks during March 2004 that killed at least 47 people were based in Pakistan along that country’s border with Afghanistan. "The main base where the terrorists found refuge is South Waziristan," Karimov told a press conference during a parliamentary session. Suspects detained after a series of suicide bombings, explosions and assaults in the capital Tashkent and the central region of Bukhara had confessed that they had been in South Waziristan and that they had links to people operating there, said the President.
