Daily Times reports that authorities have told a Urdu-language daily Ummat to stop publishing photos and sermons of Al Qaeda ‘chief’ Osama Bin Laden and Taliban ‘chief’ Mulla Omar. Ummat had been printing the wanted pair’s images and speeches since late 2001, when a US-led military campaign ousted Afghanistan’s hardline Islamic Taliban militia from power. "We have issued a notice, asking them to explain from where they were getting these statements by Osama Bin Laden and Mulla Omar every day," Sindh government spokesman Salahuddin Haider said.

Daily Times reports that an anti-terrorist police team of the Sheikhupura Elite Force has arrested three mosque imams (priests) on December 3 for being linked to the banned Jaish-e-Muhammad (JeM) and seized a large quantity of explosives and weapons. The team raided a mosque at Dera Arianyawala in Farooqabad, and arrested Qari Aslam, a mosque imam. During interrogation, Aslam revealed the identity of his fellow accomplices and the location of explosives and weapons. Later, officials arrested Qari Arshad and Ahmad Khan, and seized 10 foreign-produced remote-controlled explosive devices, wires, fuses and chemicals.

On December 3, Pakistan and India ended a two-day meeting on reviving the Khokhrapar-Munnabao rail link and agreed to take necessary steps for an early resumption of the train service. The Railways officials of the two countries discussed the modalities of reviving the rail-link that was suspended after the 1965 war. A joint statement issued after the meeting said the Railways authorities of the two countries would meet again on a mutually agreed date for continuing consultation. "The talks were held in a cordial and constructive manner. Both sides agreed to an early resumption of the rail link between Khokhrapar-Munnabao," it added. Secretary Railways Board Zaeem Ahmed Chaudhry led the Pakistani delegation at the talks, while the Indian delegation was headed by Lajpat Rai Thapar, Additional Member (Traffic) Railways Board.

In an interview to the Washington Post, President Pervez Musharraf stated that Osama bin Laden’s whereabouts are not known. Asked whether the trail had gone cold, he said "Yes, if you mean we don’t know, from that point of view, we don’t know where he is." He however added Pakistani forces are still aggressively pursuing search for Osama. President Musharraf also denied news reports that his troops were withdrawing from South Waziristan. Pakistan instead has ordered a "relocation" and tactical shift of its forces now that extremists have been flushed out of five valleys in South Waziristan and forced into remote mountains, where they will be pursued by Pakistan’s helicopter-borne Special Operations Task Force, Musharraf said.

On December 6, at a breakfast meeting with editors of leading British dailies in London, President General Pervez Musharraf stated that bilateralism had a last chance for finding a peaceful solution to the Kashmir issue. "I am giving bilateralism a final chance. Let it not fail," the President said. General Musharraf added that when he talked of bilateralism to address this issue he, in fact, was showing flexibility. He, however, made it clear that Pakistan had not changed its stance on Kashmir and was ready to move forward only if India was ready to do so. "I have not moved an inch. We are prepared to move if they move. We are not appeasing them, we are not on an appeasement course at all," he said in reply to a question. The president said he thought "India has moved back" and he was appreciative of it. Answering a question about his uniform, the president said he still had one-and-a-half month to go. However, he pointed out, under the constitution he could retain the two offices till 2007.

"Intercepts in one sector have dried up. That doesn't mean militants have gone quiet. We are still picking up chatter in other areas. They are still out there. But the intercepts are getting fewer and fewer. This is an indication they are on the move and relocating," a senior military officer said at a briefing.

The military operation in South Waziristan would soon come to an end as negotiations for a political settlement are going on with the tribesmen along with army operation in Mahsud area, said Major General Shaukat Sultan, Director-General, Inter Services Public Relations (ISPR), in Peshawar on December 8. Addressing a seminar on the Federally Administered Tribal Areas (FATA) at the Area Study Centre, University of Peshawar, he said the part of South Waziristan inhabited by the Ahmadzai Wazir tribe had already been cleared, adding, the wanted people had surrendered to the government and they had showed good behaviour. But in Mahsud area, he said, there were certain pockets, where the operation continued. He said Rupees 260 million had so far been paid in compensation.

Briefing the Peshawar-based media at the historic Durrani Fort on December 9 about the Army's achievements, Maj-Gen Niaz Khattak, General Officer Commanding, Kohat stated that the persistent military operations against foreign militants and their local harbourers have reduced the strength of these elements to 100 in South Waziristan tribal agency. He, however, said the forces have not been able to get any clue to the whereabouts of Osama bin Laden. "I never heard that Osama or second class leadership of his Al Qaeda network have ever stayed in South Waziristan. All those who were here were mostly the least important figures of the network". He added there were round about 600 foreign militants at the time the Army launched operation against the Al Qaeda linked militants and their local tribal sympathisers. "Their strength has reduced to 100 plus now, who too lost support of the local population," he told newsmen. Regarding Army's losses, Khattak said the Pakistan Army and the paramilitary Frontier Corps had so far lost 200 men in the Waziristan operation. More than 246 militants, including some over 100 foreign terrorists, were also killed, while 579 militants were arrested in 35 military exercises.

The Senate (Upper House of the Parliament) on December 9 passed a bill enhancing the minimum and maximum punishment for acts of terrorism, limiting the adjournments of cases and appeals to be heard by the high courts consisting not less than two judges. The bill to amend the Anti-Terrorism Act, 1997 [The Anti-Terrorism (Second amendment) Bill, 2004] was passed by the Senate clause by clause with simple majority. The National Assembly had already passed the bill and now it will be sent for the president’s assent for making it an act.

According to Statesman, the Corps Commander Peshawar, Lt Gen Safdar Hussain, has warned the South Waziristan-based terrorists, including Abdullah Mehsud and Baitullah Mehsud, to surrender before January 15, 2005, or else stringent military action will be taken against them. He was addressing a 40-member Jirga (tribal council) of Mehsud sub tribes at the corps headquarters on December 27. An official spokesperson later indicated that surrender and amnesty to all the wanted men, including Baitullah Mehsud, will be subjected to guarantee by their tribe while Abdullah Mehsud will have to surrender unconditionally because of his anti-state activities and involvement in the abduction and killing of Chinese engineers.

Sharif, who belongs to the Ahmadzai Wazir tribe, was declared the most wanted militant during the army operation and had earlier refused to surrender. His four companions had already signed agreements with the authorities in November 2004, promising them good conduct and no shelter to foreign militants. "The federal interior ministry under the directive of the prime minister's secretariat has asked us to provide details on the number of students who have studied or who are studying in the religious schools in Azad Kashmir since December 2001," an official told Dawn. According to official records, there are 249 religious schools in the seven districts of PoK. Separately, the official added, Islamabad had also asked the PoK Government to provide information on how many of these seminaries were registered and which school of thought they were affiliated with.

President Pervez Musharraf stated on December 30 that he would retain the office of the army chief till 2007 because any change at this stage could prove 'dangerous' for Pakistan. "At this crucial juncture, the country cannot afford any change in the internal and external policies and this is the major reason behind my decision to continue retaining the office of the army chief," said Gen. Musharraf. Addressing the nation over radio and television, the President claimed he had been allowed by the Parliament to keep both the offices. "I just cannot violate the constitution that now allows me to retain both offices," he stated. In his speech, Gen.
