On February 1, police personnel arrested three activists of the banned Lashkar-e-Toiba (LeT) from outside its office at Tilak Incline area in Hyderabad. Police charged the activists with collecting donations and said that they had recovered a donation box from them that contained the name of LeT and was full of currency notes. The suspects, identified as Siaful Nadeem alias Abu Abdullah, Abdul Rasheed Ansari alias Abu Zubair and Muhammad Ameen, were subsequently booked under the Anti-Terrorism Act of 1997.

The founder of Pakistan’s nuclear weapons programme, Dr Abdul Qadeer Khan, on February 4, made a mercy petition to President General Pervez Musharraf after admitting he proliferated nuclear technology.Later, the President called an emergency meeting of the National Command Authority (NCA) to discuss Dr Khan’s clemency request. After his meeting with President Musharraf, Dr Khan read out a statement on Pakistan Television (PTV) in which he offered his "deepest regrets" and "unqualified apology" to the nation for involvement in acts of proliferation. However, Dr Khan said all that he had done was "in good faith". Dr Khan said there was "never ever any kind of authorisation for these activities by any government official". During the two-month investigation, the NCA had established that Dr Khan had cooperated with Libya, Iran and North Korea in proliferating nuclear technology.

The detention orders have been issued to Dr Abdul Qadeer Khan, Dr Farooq Mohammad, Dr Yasin Chohan, Dr Nazir Ahmad (all scientists), Brig {retd} Sajawal, Brig {retd} Tajawal and Maj {retd} Islamul Haq, all occupying important administrative positions in the KRL.

President Pervez Musharraf is reported to have accepted the mercy petition of Dr Abdul Qadeer Khan, founder of Pakistan’s nuclear weapons programme, consequent to the latter’s admittance of nuclear technology proliferation. "The hero admitted his guilt about proliferation. I have tried to shield him but one has to balance between shielding the hero and the country. Shielding a hero should not damage Pakistan. There is a very fine line between the two," Musharraf said at a news conference in Islamabad on February 5. The President while stating that Dr Khan has finally accepted the guilt and mistakes added that no coercion was employed on anybody who faced investigations because there was documentary evidence available to show their involvement. The issue, he said, was discussed in the National Command Authority and a decision was taken.

President Pervez Musharraf on February 6 denied US claims that Iraq used its Islamabad embassy as a liaison with the Al Qaeda network. He made these remarks while referring to US Secretary of State Colin Powell’s claim before the United Nations Security Council on February 5. "I haven’t heard entirely what he said. I have to analyse it. But if he said it, it is certainly not the truth," Musharraf told reporters in Moscow. "Certainly in Pakistan we think no such activity took place... We don’t have any information or intelligence on this. If he (Powell) has the intelligence or information, we need to analyse whatever information he has." the President said. Musharraf also added that anti-war sentiment was on the rise in Pakistan and a war in Iraq could unleash a wave of unrest in the country.

Unidentified assailants targeted two religious preachers at different places in the Jauharabad area of Karachi on February 6. Official sources were quoted as saying in media reports that two unidentified assailants killed a religious preacher in front of a mosque. Five minutes prior to this incident, two assailants intercepted another preacher who was going to the Al-Mustafa mosque in the same area and fired two bullets at him leaving him seriously injured. The assailants in both the incidents manage to escape and no arrests have been made till last reports came in. Deputy Inspector General of Police Operations, Tariq Jameel, said that the dead and injured were teaching Holy Koran to the children in two different mosques. He suspected that the assailants in both the incidents were the same. As reported earlier, on February 5 unidentified men had shot dead a religious teacher in the Buffer Zone area of Karachi. Jameel said that the February 5 incident might be linked to the latest incidents.

The Washington Times reported on February 10 that the Al Qaeda is training hundreds of Islamist radicals in Pakistan and Kashmir to send them to "sleeper cells" in the US. Quoting unnamed American and foreign officials, the report said that at least 400 radicals have been trained or are in training in special camps, and many have already been routed through Europe to Muslim communities in US. US intelligence officials were quoted as saying that the camps operate in remote regions of western Pakistan and in Pakistan occupied Kashmir (PoK) and are financed by various terrorist networks, including the Al Qaeda and sources in Saudi Arabia. Training camps in PoK were reportedly being operated by the Harkat-ul-Ansar (HuA) and Lashkar-e-Toiba (LeT).

A Jirga (council) of hundreds of Utmanzai tribesmen in Miranshah has reportedly decided to raise a militia to hunt down foreign militants hiding in the region bordering Afghanistan. "They have vowed to catch al-Qaeda and the Taliban men in the area and hand them over to the government," a local official in North Waziristan, Sherzada Khan, told Reuters. A similar militia was set up in the neighbouring South Waziristan during January 2004. Khan also said that the North Waziristan council also decided to demolish the houses of those providing sanctuary to foreign militants and impose a fine of Rupees Five million on their tribe.

Indian Foreign Secretary Shashank and his Pakistani counterpart Riaz Ahmad Khokhar, according to a joint statement, endorsed the agreement worked out at the Joint Secretary-Director General level dialogue held in Islamabad on February 16 and 17. Both countries agreed to approach the composite dialogue with "sincere desire to discuss and arrive at a peaceful settlement of all bilateral issues, including Jammu and Kashmir, to the satisfaction of both sides." They also decided that their Foreign Secretaries would hold talks on peace and security, including Confidence Building Measures (CBMs) and Jammu and Kashmir, in May or June 2004. "A movement should be launched against terrorism and extremism," he said at a conference of Islamic scholars in Islamabad. The President also said that Pakistan could face international sanctions, an attack on its tribal region, close to the Afghan border, and even on its nuclear assets if it failed to change its image. "We could face serious consequences if we don’t play our cards right… If this impression that terrorism is continued from Pakistan ...then they would themselves start bombing," said Musharraf. He indicated that the military regime had told tribal elders to hand over foreign suspects hiding in the region. "If you surrender them, you will not be handed over to any other country. Local police officer Zaheer Khan was quoted as saying in The Nation that unidentified men planted a low intensity explosive device in the three-room school building which exploded without causing any fatalities. It was the fifth such incident in less than a week in which schools had been targeted. Khan also said that non-governmental organisations had set up several schools in the Diamir district which, according to him, had upset Islamist extremists in the region. In the latest incident, a community girls’ school was burnt down in the Thore valley of Diamer, 160 kilometers south of Gilgit causing no injuries, said police official Zahir Khan. Police is guarding 200 community schools being run under the Social Action Programme and funded by the World Bank to prevent further incidents, added Khan. Meanwhile, an unnamed official of the Northern Areas Home Department said that these incidents were occurring due to a decline in enrolment in seminaries and an increase in government schools. He said that the area was under the influence of Islamist extremists who felt threatened about losing their support base in the district.

At least 20 Al Qaeda suspects, including some foreign nationals, are reported to have been arrested during these raids. Director General of Inter Services Public Relations (ISPR) Maj. Gen Shaukat Sultan said that foreign nationals were among those captured in the Azam Warsak and Shkai areas. The News has reported that three foreign national women were arrested from Azam Warsak, some 12 kilometers west of Wana, headquarters of the South Waziristan Agency. Unnamed officials were quoted as saying that Saudi, Egyptian and Yemeni nationals were among those detained and others could be Uzbeks or Chechens. The Government had set February 20 as the deadline for tribal elders to hand over Al Qaeda operatives and thus far approximately 58 suspects have been turned over.

A suicide bomber was killed and four worshippers were injured in an attack on an imambargah (mosque) in Rawalpindi on February 28. The dead attacker was identified as Syed Ejaz Hussain, a young man in his mid-20s who had come to the imambargah Yadgar-i-Hussaini in Satellite Town during Maghrib prayers and had joined the congregation. In the second Rakat, he reportedly detonated the bomb wrapped around his body.

Suspected terrorists are reported to have fired two missiles at a military base in Miranshah, regional headquarters of North Waziristan Agency, on February 29. According to The News, there was no loss of life or damage to property. The missiles were reportedly fired from the border area of Ghulam Khan, a few kilometers north of Miranshah. This is the second attack on the army since the killing of 12 tribesmen in a shooting incident in Wana, South Waziristan tribal agency, on February 28. They were allegedly killed when troops mistook them as terrorists and opened fire on them.
