At least four people, including a woman, were injured when a car bomb exploded behind the Chief Minister's House on the Pir Masoom Shah street in Quetta on November 2. Baluchistan’s Chief Minister Jam Mir Mohammad Yousuf was in the Chief Minister House at the time of explosion. According to official sources, the assailants had packed over 20 kilograms of powerful explosives in car with a timer-device and parked it near the boundary wall of the rest-house of the department of services and general administration. Speaking at his Army House residence, President Musharraf expressed disappointment that his offers to wind back Pakistan's long-held demands on the disputed territory were unmatched by any flexibility from India. Troops arrested nine tribesmen on November 24 after an improvised explosive device (IED) targeted an eight-vehicle military convoy near Laddah in South Waziristan. The blast, set off by remote control, failed to cause any harm to the convoy headed from Laddah to Karwan Manza. Soldiers mounted a big search after the explosion and arrested nine men. Dawn reports that Corps Commander Lt-Gen Safdar Hussain while speaking at a jirga of the Ahmadzai Wazir tribe at the Governor House in Peshawar on November 26 announced the withdrawal of troops and removal of check posts from all parts of the Wana subdivision of the South Waziristan tribal region. According to an official handout, Governor Syed Iftikhar Hussain Shah, Inspector General of the Frontier Corps (FC), Tariq Masood, and senior officials were present on the occasion. About 400 elders and maliks and three most wanted militants Maulvi Abbas, Maulvi Javed and Maulvi Abdul Aziz, who recently accepted a government amnesty, attended the jirga. Troops had entered the area in 2002 to launch an operation against foreign and local militants, extend the writ of the government to inaccessible tribal regions and carry out development activities. The army has nine check posts in Wana. Gen Safdar said that all interim check posts would be removed from Wana and innocent people taken prisoner would be released. "Peace has been restored in Wana and now the military will not use force in any part of the area," he declared.

"The Chechen national came from Wana along with other companions," Balochistan IGP Chaudhary Yaqoob told Dawn. Initial investigations showed that the accused, identified as Abdul Ghafar, was a Chechen and along with other Chechens had escaped from South Waziristan and taken shelter in Quetta, after the military action in the tribal areas.

The foreign secretaries of Pakistan and India will meet on December 23-24 in Islamabad to discuss overall progress as well as subjects of peace and security, including CBMs and Jammu and Kashmir, spokesman at the Ministry of Foreign Affairs, Masood Khan, stated at the weekly press briefing on November 29. He said the two foreign secretaries would also work out schedule of meetings on the other six items, Siachen, Wullar Barrage, Sir Creek, terrorism and drug trafficking, economic and commercial cooperation and promotion of friendly exchanges. The spokesman ruled out a formal agreement with India on a ceasefire at the Line of Control (LoC) because the problem was such that one had to finalise many other agreements so that war could be avoided. On the Iran gas pipeline, which India was linking to being granted MFN status by Pakistan, the spokesman said this was a "stand alone project" and should not be linked to any other issue.

On November 26, Lt Gen Safdar Hussain, Peshawar corps commander, announced the removal of check posts from all parts of the Wana subdivision of the south Waziristan tribal region. At his daily briefing, Richard Boucher was asked if Pakistan had withdrawn forces from Waziristan and was discontinuing the hunt for Osama Bin Laden. He replied, "Our understanding of the situation with regard to the forces in Waziristan is it’s not a change of attitude or inclination or activity on the part of the Pakistanis. They - Pakistani officials, both publicly and privately to us - have made clear that there has been no withdrawal from Waziristan and that they remain fully committed to continuing the campaign against Al Qaeda and Al Qaeda supporters. We do expect those efforts to continue."

Acting President Mohammedmian Soomro on November 30 signed the 'President to Hold Another Office Bill-2004' that allows President Pervez Musharraf to retain the office of the chief of army staff beyond December 2004. The bill was rushed through the National Assembly and adopted by the Senate on November 1 in the absence of the opposition which boycotted the session after describing the bill as a negation of the constitution as well as the parliamentary system of government. Information Minister Sheikh Rashid Ahmed said the bill had been signed by the acting president and the legal process for the bill to become an act of parliament had been completed. The new law puts no time limit on how long he can hold both positions although his term as President is meant to end in 2007.
