Foreign non-governmental organisations (NGOs) in Pakistan are weakening the faith of the common man in the name of welfare, Lashkar-e-Toiba (LeT; now known as Jamaat-ud-Dawa) chief Hafiz Muhammad Saeed said at the opening session of the Islamic Medical Conference in Lahore on May 1. Saeed alleged that NGOs had hidden agendas which aimed to weaken faith in God and the spirit of Jehad. According to Dawn, a group of alleged terrorists arrested in Turkey on suspicion of planning an attack on a North Atlantic Treaty Organization (NATO) meeting were trained in Pakistan and were planning to carry out a suicide mission against US President George W. Bush. Turkish press reports said on May 4 that the suspects were allegedly in possession of Turkish-subtitled video cassettes attributed to Osama bin Laden calling for a Jehad against America. They were allegedly planning to bomb the NATO Summit scheduled for June 28 and 29 in Istanbul where Bush and other world leaders will attend, according to police sources quoted by the papers. The suspects were arrested during raids by Turkish police in the northwestern city of Bursa, though no dates were disclosed. The Hurriyet and Vatan newspapers said that several suspects underwent physical and psychological training in Pakistan to prepare them to carry out a suicide attack.

Three Chinese engineers working on a sea-port project were killed and eleven persons, including nine Chinese nationals, sustained injuries in a car bomb attack near Gwadar, about 500 kilometers west of Karachi, near the border with Iran on May 3. The attack reportedly occurred early in the morning as a bus carrying at least 12 Chinese workers was proceeding to the Gwadar port. According to Sattar Lasi, the chief of police in Gwadar, "A car was parked near the port and it exploded as the bus reached the port.'' He also said it was not clear if it was a suicide attack or if the car was exploded by a remote control device. Police suspect that it could either be the work of Islamist terrorists or hard-line Baluchi nationalists, who are against the Gwadar project. The engineers were working on a sea-port project in Gwadar which is partly aided by China. This is the first major attack on foreign workers since a suicide bomber killed 11 French engineers outside the Sheraton Hotel in Karachi on May 8, 2002.

While the Government has ordered an inquiry into the killings of three Chinese engineers in Gwadar on May 3, thirteen suspects have been detained for questioning after the car bomb blast, which police said was triggered by a remote controlled device. Nine Chinese and two Pakistanis also sustained injuries in the blast. A Foreign Ministry spokesperson said that "It is not possible to tell who the perpetrators of this crime are… What we can say with certainty is that it was a terrorist act." The News indicated that a white-coloured car, which was allegedly stolen from the jurisdiction of Tipu Sultan police station in Karachi in 1995, was parked at Fish Harbour Road and it exploded as the van carrying the Chinese engineers and workers approached the site. No group or individual has claimed responsibility for the blast thus far.

Security agencies in the North West Frontier Province (NWFP) on May 4 claimed to have foiled a plot to assassinate two unnamed religious leaders and arrested three Afghan nationals hired for the purpose, according to Dawn. Additional Inspector-General of Police Sajid Ali Khan told a press conference in Peshawar that the plan had been chalked out in Jalalabad, capital of Afghanistan's Nangarhar province. He said the purpose of the plot was to create political turmoil in the country, especially in the NWFP, currently ruled by the Islamist grouping Muttahida Majlis-e-Amal, adding that the plan, if executed, would have led to widespread sectarian violence. Khan also stated that three Afghan nationals, in their early 30s, were arrested from different areas of Peshawar, while the main coordinator behind the plan who had hired them for Rupees 4 million was still in Jalalabad.

A joint delegation of clerics from the Mehsud and Wazir tribes commenced a dialogue on May 5 with foreign elements, linked to Al Qaeda and Taliban, over their registration with the political administration in return for amnesty. "The talks are going on at a seminary," an unidentified member of the delegation told Daily Times from Shakai, 20 kilometers north of Wana. Separately, the Government has announced that it will not extend the deadline - for foreign combatants to surrender - that expires on May 7. A tribal Jirga (council) at Lowara in the North Waziristan Agency near the Pakistan-Afghanistan border on May 5 asked the Pakistan Army and paramilitary forces to withdraw from the area as the tribesmen would defend the country’s western frontiers against the US-led coalition forces. According to Daily Times, leaders of the Alikhun Khel, Bashi Khel, Nazar Khel, Hizar Khel and Tanarai tribes attended the Jirga in which more than 100 armed youth allegedly expressed displeasure over the US troops’ briefly crossing Pakistani territory on May 4. The Jirga also said that if US forces violated the border again, they would be attacked.

According to Dawn, Pakistan on May 5 claimed to have uncovered a terrorist plot to hijack a plane from Islamabad to the United Arab Emirates (UAE). According to reports on private television channels, the claim was made by Prime Minister Zafarullah Khan Jamali during an interview with a foreign news agency. One of the channels quoted an unnamed Interior Ministry official as saying that people behind the foiled attempt had been traced. Press Secretary to Jamali, Ashfaq Gondal, told Dawn that the Prime Minister had told a foreign news agency that a "small terror cell" was planning to hijack a plane to the UAE and "possibly blow it up". "Hijackers have no nationality," the Prime Minister is reported to have said when asked whether the hijackers belonged to Al Qaeda or they were Pakistanis.

Intelligence agencies have reportedly submitted reports to the Interior Ministry revealing that Aziza, a citizen of Uzbekistan and widow of Ubaidullah, an active member of the Islamic Movement of Uzbekistan, is allegedly training female suicide bombers at a base in Pakistan’s mountains. Sources said that this is the first time in Pakistan that women were being trained for suicide missions. Ubaidullah was reportedly killed in January 2004 during an operation in South Waziristan conducted by the armed forces of Pakistan. The report said that in late March 2004, Aziza told her relatives that she intended to avenge her husband’s death by committing terrorist acts in Pakistan. "These militants are not on these tours for religious reasons, but to save themselves from law enforcement agencies," he added. The TJ welcomes every Muslim without investigating his past and sends him on preaching tours. "The agencies are hesitant to raid the Jamaat’s centers since it enjoys public respect and any action could result in a public backlash," sources told Daily Times. An unnamed government official in NWFP told Reuters "It says she is training Pakistani women to become suicide bombers… The search is on for her, but until now there is no information yet on exact locations or timings of her possible attacks." The apology and a promise of justice for the victims’ families follow charges being filed over the killings in Macedonia against three former police commanders, two officers and a businessman. Like the other suspects, the 32-year old Aafia Siddiqui, once an award-winning Massachusetts Institute of Technology (MIT) student, has the ability to "undertake planning, facilitation and attack against the United States whether it be within the United States itself or overseas," FBI director Robert Mueller told a news conference in Washington. She is the only woman among the seven named on May 26 and whose photographs were posted on the FBI website, according to AFP. Mueller claimed that she was an "operative and facilitator" of Osama bin Laden's Al Qaeda terror network. Air Force and Army ... but they are very small," Musharraf said during the Geo TV’s talk show "Follow up with Fahd" at his Army House residence in Rawalpindi. Musharraf said these personnel would be tried in a military court. The proceedings, he added, would be open. The President while acknowledging for the first time that armed forces’ personnel were involved in the attacks said they were motivated by greed. "Some of them are not even for religious motivation, some of them are for money," he stated. Indicating that the two assassination attempts were very well planned, he added, "Because it was a complex operation ... people had to get explosives. Where do they get their explosives — they were all coming from the tribal areas, hundreds of kgs of explosives." Musharraf also disclosed that those who were directly involved in the attacks were already under detention, and those who had an indirect involvement were under scrutiny, and may be arrested later. However, he said, the mastermind of these attacks, a Pakistani, was still at large. On December 14, 2003, a bridge in Rawalpindi was blown up soon after the Presidential motorcade had passed over it and in another attempt in the same area on December 25, 2003, two suicide attacks were made on him when two explosive-laden vehicles tried to ram his car. According to Dawn, both the cars were parked along the Fatima Jinnah Road and the bombs exploded at an interval of about 30 minutes. The first explosion of mild intensity occurred at about 5:05pm in a car which had been parked in front of the PACC near the Consul-General's residence. Even as police and media personnel reached the spot, another car bomb exploded a few feet away at around 5:32pm. Deputy Inspector General (Operations) Tariq Jamil later said "The PACC is affiliated to the US consulate and it was definitely the target." However, an unnamed US State Department official told AFP in Washington that the target was a privately run English language school and not the nearby residence of the US Consul General. The official, citing information received in Washington from US and Pakistani authorities in Karachi and Islamabad, said the car bombs were aimed at the PACC which is not affiliated with the United States Government. "We have no connection with this facility… There are no Americans on its staff and there were no Americans injured," added the official. These explosions came less than 24 hours after a bomb exploded at the Karachi port on May 25, which killed two people and injured three others. On May 7, a suicide bomber blew himself up inside the Hyderi Mosque killing 14 people. The death toll has since risen to 22. The latest blasts occurred around 500 meters from the US Consulate building. On June 14, 2002, a suicide bomber had killed 12 people and injured 51 others outside the same building. In February 2003, a gunman attacked policemen guarding the same building, killing two of them and injuring six others.

Also reports added that after about two and half-hours of the attack on Moulvi Mushtaq, unidentified terrorists fired a rifle grenade towards the Nigeen residence of Mirwaiz Omar Farooq. The pro-Taliban Sunni cleric and chief of the Binoria mosque in Karachi, Mufti Nizamuddin Shamzai, was killed and his son, nephew and driver were wounded, when armed men ambushed their vehicle in front of the mosque on May 30. The assassination, suspected to be a sectarian attack, led to violence across Karachi and according to The News, dozens of people, including police and paramilitary personnel, were injured. Police sources were quoted as saying that one of the assassins was injured in retaliatory fire by Shamzai’s police guard, but his accomplices took him away. The murder reportedly triggered violence in several localities of Karachi, including Jamshed Quarters, Soldier Bazaar, Gulshan-e-Iqbal, Sohrab Goth, Quaidabad and North Karachi. Provincial security adviser Aftab Sheikh was quoted in Daily Times as having said that "It was a targeted killing and according to our information about 10 to 12 people were involved." Mufti Nizamuddin, according to The Nation, is the third head of the Binoria mosque to have been assassinated. Earlier, Mufti Habibullah was shot dead in 1998 and Allama Yusuf Ludhianvi in year 2000.

At least 18 worshippers were killed and 40 others sustained injuries when a high-intensity bomb exploded during the evening prayers at a Shia mosque situated on the MA Jinnah Road in Karachi on May 31. The blast led to violence in several localities of Karachi and mobs set ablaze a petrol station, several vehicles, including a police mobile van, a bank and some commercial establishments. An eye-witness was quoted as saying in The News that two persons riding a motorcycle threw an explosive device inside the mosque and fled towards the Lines Area. Among those dead was Maulana Mustaque Ahmed Mazhar, the prayer leader at the mosque. Deputy Inspector General of Police (Investigation), Fayyaz Ahmed Khan Leghari, said "It could be a suicide bombing. We are investigating the blast from different angles and the facts would transpire once thorough investigation is completed."
