Patnaik replied that situation was improving in Naxal [Left Wing Extremism (LWE)]-afflicted Districts due to strong actions taken by Security Forces. “Districts such as Jajpur, Dhenkanal, Nayagarh, Deogarh, Mayurbhanj, Sambalpur and Gajapati Districts have not witnessed any Maoist violence this year while ultras were active in Koraput, Malkangiri, Nuapada, Bolangir, Bargarh, Kalahandi and Nabarangpur District,” he informed. Patnaik said as many as 10 LWEs were killed while 137 Maoists and their supporters were arrested by the Police this year.

The Union Government is all set to establish new Army bases in four major Naxal [Left Wing Extremism (LWE)]-afflicted States, after the success of Army’s first Communist Party of India-Maoist (CPI-Maoist) zone base- Narayanpur in Chhattisgarh, in a bid to prevent the Maoists from having a free run in their so-called “liberated zones”, reported Asian Age on December 4. The Union Ministry Home for Affairs (UMHA) has asked Maharashtra, Odisha, Jharkhand and Chhattisgarh to allocate land to set up Army bases to impart jungle warfare training to Army units. The rules of engagement are clear, the Army units will fire only in self-defence if attacked by a Maoist contingent, a top official in UMHA said.

The Union Minister of State for Home Affairs R P N Singh said in Rajya Sabha (Upper House of Indian Parliament) that the Government was closely monitoring the situation. He, however, said no concrete inputs are available to indicate that the LWE have forged direct ties with Inter-Services Intelligence (ISI) of Pakistan.

West Bengal Finance Minister Amit Mitra, said the State has successfully tackled the problem of Maoist insurgency and that not a single civilian death has been reported so far this year from the Left Wing Extremism (LWE)-affected Districts, reports The Hindu Business Line. “A year before we came to power (2010) there were 143 civilian deaths (by Maoists) reported from different areas of Junglemahal [West Midnapore, Purulia and some areas of Bankura Districts]. This came down to 12 last year. So far this year, there has been no incidents of civilian killings by the Maoists,” Mitra said during a seminar at the PanIIT, a global conference of IIT alumni on December 8.

Chhattisgarh's new Director General of Police (DGP) Ramniwas, on December 9, said the law and order situation in his State has improved and the Naxalite [Left Wing Extremism (LWE)] problem was very much under control, reports Zee News. Ramniwas, told PTI over phone from Raipur that assistance from the Union Government, good work done by the Chhattisgarh Government and cooperation from various quarters are the factors responsible for improvement in law and order and Naxal scenario in the tribal-dominated State. Asked if the number of crimes had come down, the DGP replied in the affirmative but did not provide details. About the Naxal menace, the DGP said there was a need to bring people who have taken recourse to violence into the national mainstream with the help of all those who believe in democracy.

With the success of the anti-Naxal [Left Wing Extremism (LWE)] operation ‘Anaconda 1’ [which began on July 31, 2011 and continued till September 2011] in the dense Saranda forest areas of West Singhbhum District, the Security Forces have launched a fresh offensive titled ‘Anaconda 2’ in the Saranda forest areas on December 9, with 16 companies of Central Reserve Police Force (CRPF), Jharkhand Jaguar, Indian Reserve Battalion (IRB) and State Police Force, reports Business Standard. According to Police source Forces from Noamundi, Kiriburu and Gua camps have also been taken part in the operation that will continue till the Naxals are flushed out. “We cannot reveal details of the operation due to security reasons, but yes we have started the operation after receiving intelligence reports that the Communist Party of India-Maoist (CPI-Maoist) cadres were trying to regain grip in the forests. We have started the operation to weed out them,” said a District Police official.

In a move to motivate contractors to take up road construction in left wing extremism (LWE) affected Districts, the Centre (Union Government) has decided to provide insurance cover to the men and machines deployed at sites, reports The Times of India on December 10. The Highways Ministry issued this notification after it found that contractors were not showing any interest in the troubled zones since there was a fear of equipment being damaged and employees getting attacked. A senior ministry official said the insurance premium would be paid by the highways ministry. The circular, listing several relaxations to push road work in areas where bidders are showing no interest, said, "The premium of insurance is to be charged with project cost estimate and to be met out of the contigencies/work charged establishment." The circular states that the tendering guidelines may be relaxed on the "lines of PMGSY (Prime Minister Gram Sadak Yojna) so as to facilitate tendering process and early completion of road packages". Another major intention of the Government behind this relaxation is to allow the successful contractor to sub-contract non-mechanized/non-bituminous work including earthwork. Sources said the situation was worse in Chhattisgarh where eight projects covering 252 km are not getting bidders.

Swami belonged to the Chenchu tribe, had spread terror in the Veldurthy mandal (administrative unit) in Guntur District of Andhra Pradesh, during 1999-2003 by taking part in ‘famine raids,’ when Palnadu uplands were ravaged by drought. He was allegedly involved in 21 criminal cases.

Banthia, has issued a circular directing all government departments to fill up the vacancies by December 31, reports The Times of India on December 14. As the HC had also directed the government to fill posts in tribal-dominated talukas (administrative unit) of Melghat, Chikhaldara and Dharni in Amravati District within two weeks, the Chief Secretary directed the concerned officials to complete the formalities for these talukas by December 15. Banthia warned that if the posts in administrative departments were not filled up within the stipulated time, then the Secretary of the department concerned would be held responsible. The circular directed the administrative departments to immediately fill up Class A and B (gazetted) officers' posts in Naxalite-Left Wing Extremist (LWE) affected areas.

The Ranchi District Police of Jharkhand along with Central Reserve Police Force (CRPF) and other Security Forces (SF) arrested 59 Naxals [Left Wing Extremists (LWEs)] in 2012 so far, reports The Times of India on December 14. The arrests include Communist Party of India-Maoist (CPI-Maoist) and People's Liberation Front of India (PLFI) cadres, including sub-zonal and zonal ‘commanders’. Commenting on the arrests, Ranchi, Senior Superintendent of Police (SSP), Saket Kumar Singh said "The arrests have been a result of a collective effort by the entire team." A total of 10 rifles, 18 guns and five powerful can bombs have been seized from rebels this year (2012), along with detonators, ammonium nitrate, boosters and live cartridges. The huge cache of explosives that Police recovered was enough to blow up a large part of the State capital, Ranchi. The prized catches of the year include the arrest of Dhneshwar Yadav alias Kargil Yadav, a ‘zonal commander’ of PLFI with six rifles, two revolvers and hundreds of bullets from Mahuazari village. He was arrested along with six members- Mohan Ram alias Machhar, Varun Yadav, Prem Yadav, Pintu Oraon, Vijay Oraon and Sanjeev Oraon. Of the 59 arrests, around 40 percent of the arrests have been made from Bundu, Tamar, Namkum, Itki, Bero, Lapung Silli and Mandar. A total of 69 LWEs were arrested in 2011.

Deputy Chief Minister R. Ashok, who also holds the Home portfolio, on December 18, said that the Naxal [Left Wing Extremism] problem in the State is on the wane, reports The Hindu. There were only around 15 to 20 Naxalites active in the State, some of whom, according to him, were mercenaries. Addressing presspersons, Ashok said the intensive combing operations in Naxal-affected areas in the State had paid rich dividends. The constant pressure put on the Naxalites kept them on the run. The mercenaries masquerading as Naxalites were also slowly deserting the hardcore Naxals. “I am confident the number of Naxals active in the State will come down to single digit soon.” Further, to a question, Ashok said a new recruitment policy for Police personnel had been sent to the Government for approval. The proposed policy would ensure filling of vacancies in the Police Department without having to wait for the Finance Department’s nod. At any given time, there were around 18,000 vacancies in the Police Department despite the recruitments made by the Government. This was due to the delay in getting approval from the Finance Department, Ashok said.

Jharkhand Police have acquired advanced 3D mapping software which helps them track and chase the Communist Party of India-Maoist (CPI-Maoist) cadres, reports The Times of India on December 18. Superintendents of Police (SP) of Naxalite-Left Wing Extremism (LWE) affected Districts and senior officers of the Central Reserve Police Force (CRPF), Combat Battalion for Resolute Action (CoBRA) and Jharkhand Jaguar, who mostly lead the operations, have been provided with TERA software. The software was made available to the force about three to six months back in different districts. Ranchi District got it six months back. Commenting on the acquisition of the software, S.N. Pradhan, Jharkhand Police Spokesperson and Special Branch, Inspector General (IG), said "The software was first used by us and now other states also started using the same."

"A steep decline in Naxal incidents has been reported this year since 2004. Pro-active measures by the Security Forces have thwarted the Naxal attempts. Although, Maoists [Communist Party of India-Maoist (CPI-Maoist) cadres] were attempting to strengthen their hold in other Districts, regular cordoning operations have prevented them to do so," Chhattisgarh Home Minister Nankiram Kanwar said in reply to a calling attention motion on the floor of State Assembly. Claiming that Naxal-related incidents have fallen to half in the current year in comparison to 2006, Kanwar said the number of cases involving killing of innocent people has also come down.

Addressing the media in Jamshedpur he said “As per our plans, in the first phase, we have given the green light to 150 such Police Stations. Later, we will consider converting the rest of the 350 Police Stations across the State.” Commenting on the challenges posed by the Left-Wing Extremism (LWE) issue, he said, “I do not claim that the Communist Party of India-Maoist (CPI-Maoist) activities have been stopped. However, the situation has improved to a great extent as we have been able to contain them.” When asked if fresh violence in Saranda would affect development projects, he pointed out that there was no presence of LWEs there as such. He said in the recent past, only two incidents of violence had taken place in Saranda after a gap of almost a year.

A suspected ‘area commander’ of the People's Liberation Front of India (PLFI), identified as Ajit Sahu, was killed by a mob when he had gone to collect ‘levy’ at Renghari Mundatoli under Thetaitanger Police Station in Simdega District, reports The Telegraph. a PLFI is a breakaway faction of the CPI-Maoist. According to Simdega Superintendent of Police (SP) Prabhat Kumar, Sahu had been demanding levy from Dinesh Tirkey, a retired Army man. Sahu went to the village at 4pm to demand INR 50,000 from Tirkey. He was soon gheraoed by villagers and killed. “Sahu was earlier associated with Pahari Cheeta and perhaps he also happened to be the local area commander of PLFI. Several criminal cases, too, were pending against him,” Kumar added. The Pahari Cheeta, a Naxalite [Left Wing Extremism (LWE)] organisation, is active in remote villages of Simdega and Gumla Districts.
