Bhawnathpur Police arrested Naxal [Left Wing Extremism (LWE)] leader, identified as Sevak Ram alias Amarnath, a former ‘area commander’ the Communist Party of India-Maoist (CPI-Maoist) and the present member of underground squad of Communist Party of Marxist-Leninist (CPI-ML), during a raid at the Kaylan forest in Garhwa District on October 8, reported The Times of India. Over 24 cases related to Naxalite activities were lodged against Amarnath with Bhawnathpur Police Station, Superintendent of Police (SP) Michael Raj S, said. Police have also recovered a country-made rifle and 15 cartridges from him.

The Union Government suggests setting up of a standing crisis management group (CMG) in each naxal [Left Wing Extremism (LWE)]-affected State for swift response, seeking to formalize negotiations as a uniform policy to deal with hostage situation caused by Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. The CMG, according to a draft hostage policy formulated by the Union Government, will be led by State chief secretary, who will assess the situation before preparing a counter-strategy that must be approved by the State's political dispensation. As per the draft hostage policy, the CMG in the state facing a hostage situation will set up a panel to negotiate with the Maoists. The panel, apart from comprising representatives of the State Government and independent persons who enjoy Naxals' confidence, will be mandatory to include experts with professional training in handling hostage situations. The ground rules proposed for negotiations require the panel to engage the abductors to ensure that the hostage is safe while in their custody. A possible failure of negotiations has to be factored in at the time of preparing the counter-strategy, and a back-up plan must be in place. The back-up plan will involve action by the Security Forces to rescue the hostages.

At least four Communist Party of India-Maoist (CPI-Maoist) cadres were injured in an encounter with Police near Lankachen village in Gadchiroli District on October 16, reports Business Standard. A cache of ammunition including a rifle bearing the Indian Ordnance Factory mark was recovered, the Police said. "The district police team was conducting an anti-Naxal [Left Wing Extremism (LWE)] operation near a hill early morning when it came under fire from ultras. After an exchange of fire for 35 to 40 minutes, the Naxals fled to Andhra Pradesh through Pranhita River," Superintendent of Police (SP) Mohammed Suvez Haque told reporters. Haque said Police found a rifle bearing the Indian Ordinance Factory mark along with a magazine and ten live rounds. "We recovered twenty SLR rounds, ten detonators, 20 pistols, utensils and Naxal literature in Telugu language from the spot," he said, adding at least 20 Maoists belonging to 'North Telangana Dalam' of Andhra Pradesh might have been involved in the encounter.

Suryaprakasa Rao has said that there is no Naxalite [Left Wing Extremism (LWE)] activity in East and West Godavari Districts of Andhra Pradesh, reports The Hindu. The DIG, who visited the District Police Office in the town on October 16, said the presence of Communist Party of India-Maoist (CPI-Maoist) was recorded in Polavaram mandal in West Godavari and in Rampachodavaram division of East Godavari. “There are some Naxal shelters in the forests in the twin Godavari districts. Police deployed two platoons of Central Reserve Protection Force (CRPF), equal number of Andhra Pradesh Special Police (APSP) forces and six special parties for combing operation,” Rao told The Hindu. He, however, said that the Maoists were not active in the range and there was no infiltration from the forests in the neighbouring States. As there was no support for Naxalites from the villagers in the tribal hamlets, they were calm and using forests as hideouts, the DIG said.

Saket alias Rajesh Pudo (23), an 'area commander' of the Communist Party of India-Maoist (CPI-Maoist) from Gadchiroli District of Maharashtra surrendered before the Police at Mohla Police Station in Rajnandgaon District of Chhattisgarh on October 17, reports Outlook India. Saket also handed over 54 live rounds, three Self-Loaded Rifle (SLR) magazines and a walkie-talkie to Police. He is the son-in-law of Gadchiroli 'district platoon commander’ and ‘Tippagarh area Janata Sarkar president' Savji Tulavi, R K Vij, Inspector General of Police (Durg Range) said. Acting on his information the Police also recovered a SLR from the forest area bordering Maharashtra and Chhattisgarh, Vij said. Saket joined the Naxal [Left Wing Extremism (LWE)] movement as a 17-year-old and mostly worked as bodyguard for Maoist leaders Diwakar, ‘Special Zonal Committee’ member Shrikant and ‘Central Committee’ member Sonu alias Bhupati, the officer said. Saket was elevated as ‘commander’ of ‘Platoon No 15’ in Gadchiroli. His wife Lata is an active member of Tippagarh dalam (armed squad), he said.

A group of around 20 cadres of the Communist Party of India-Maoist (CPI-Maoist) killed a gramrakhi (village guard) under Boipariguda Police Station in Koraput District of Odisha on October 18, two days after the Maoists had abducted him from his village, reports The Times of India. The deceased gramrakhi was identified as Bhagaban Naik (40) of Girliput village in the District. The Macchkund dalam (armed squad) of the CPI-Maoist, which claimed responsibility for the offensive, said in a letter left at the crime spot the gramrakhi was slain for acting as a Police informer. "Naik was punished as he was passing information about the Naxal [Left Wing Extremism (LWE)] movement in the area to Police. Anyone who works as Police informer will meet with a similar fate," read the Maoist letter.

The meeting of the Minister with the DGPs decided to create a unified Police command of Border States comprising Odisha, Chhattisgarh and Maharashtra under the leadership of Andhra Pradesh to conduct anti-extremist operations with the aid of helicopters.

The West Bengal Director General of Police (DGP) Naparajit Mukherjee on October 18 warned that the Communist Party of India-Maoist (CPI-Maoist) have links with Pakistan spy agency Inter-Services Intelligence (ISI), reports IBN Live. According to sources in the Union Ministry for Home Affairs (UMHA), the observation was made by the West Bengal DGP at a meeting of the Directors General of Police (DGPs) on Naxals [Left Wing Extremism (LWE)] in New Delhi. The West Bengal DGP said that the ISI was supporting Maoists in the State. He also said that the Students Islamic Movement of India (SIMI), groups had also joined hands with the Maoists. DGP Mukherjee said he had information that several pro-Maoist over-ground outfits have joined hands with some elements of banned SIMI, which have close links with ISI. These elements have held several meetings jointly in four Districts of West Bengal, (Murshidabad, West Midnapore, Purulia and Bankura), staged protests against alleged violation of human rights and have been instigating people against the government, Mukherjee is learnt to have told the meeting. The meeting was chaired by Union Home Secretary RK Singh and attended by Chief Secretaries and DGPs of Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Maharashtra, Andhra Pradesh and representatives of Uttar Pradesh.

Police informers who are the eyes and ears of the Security Forces (SFs) combing the dense forests in search of the Communist Party of India-Maoist (CPI-Maoist) cadres are being targeted by the rebels, reports dailymail.co.uk on October 22. In the last few years, the number of informers killed by the Maioists is almost equal to the number of SFs killed in the Maoist-hit states. Sources said in the last four years, on an average, more than 200 informers have been killed every year. According to official records, from 2008 to 2011, 920 informers were killed by the Maoists. The number exceeds 1,000 if one takes into account the killings till October 2012. The number of SF personnel killed from 2008 to 2011 is close to 1,200, while the count of civilians becoming a victim of Left Wing Extremism (LWE) in the same period is 2,270. Of the total civilians killed, 920 have been claimed to be the informers of SFs. The targeting of informers is becoming a major concern for the Ministry of Home Affairs (MHA). "This appears to be a well-planned strategy of the Maoists. Our forces are always dependent on the locals for information regarding rebels' movement and other operations. By eliminating them, the Maoists are hurting our operations," said a MHA official.

The Central Reserve Police Force (CRPF) will deploy around 4,000 constables recruited recently in areas affected by the Left Wing Extremism (LWE), reported Indian Express on October 25. As many as 212 officers in the rank of Assistant Commandants who have been freshly inducted into the force will also be sent to Communist Party of India-Maoist (CPI-Maoist) affected areas. The CRPF along with the Chhattisgarh Police is all set to launch a major offensive against Maoists in the next six months, CRPF Director General (DG) Pranay Sahay said. The CRPF DG, who visited four remote areas in Chhattisgarh — Narayanpur, Sukma, Bijapur and Dantewada, said he has asked his men to step up the operations in the state. DG Sahay also held a meeting with Chief Minister Raman Singh and asked him to enhance the role of the state police in the operations. “We have asked for more participation from the state police forces in these areas. We even met the Director General of Chhattisgarh Police and asked him to provide more manpower to work with our force,” Sahay added.

The Ministry of Home Affairs (MHA) on October 26 issued an advisory to nine Naxal [Left Wing Extremism (LWE)]-affected States to use Central rehabilitation funds to carry out reverse vasectomies for Communist Party of India-Maoist (CPI-Maoist) cadres wanting to return to the mainstream, reports Indian Express. In a communication, the MHA said that “No rehabilitation is complete if Maoist cadres cannot return to normal family life and have children. Hence there is a need to ascertain the status of the surrendered or arrested Maoist cadres and wherever necessary to facilitate their return to normal family life. This process will also reduce the temptation of cadres to return to Maoist fold. Hence, State Governments should consider facilitating vasectomy reversal operations of willing Maoists.” The Union Government has also told states to use the government machinery and non-governmental organizations (NGOs) to spread awareness among Maoist cadres that vasectomy was reversible, in the hope that this may motivate them to leave the Naxal fold. “The District administration may be suitably sensitised in this regard... It is suggested that the names and addresses of Maoist cadres who avail of this option should not be disclosed,” the MHA advisory says.

To intensify anti-Communist Party of India-Maoist (CPI-Maoist) operations, the Union Government has decided to deploy around 10,000 additional Central Reserve Police Force (CRPF) personnel for anti-Naxal [Left Wing Extremism (LWE)] operations in Maoist-hit states, reported The Times of India on October 31. The CRPF has already deployed 75,000 personnel for the purpose, besides few battalions of other central forces such as Border Security Force (BSF) and Indo-Tibetan Border Police (ITBP). Sources in the Central Paramilitary Force said that while 4,000 of this additional force will be fresh recruits, who have joined the force, the rest 6,000 will be diverted from other areas. A senior CRPF official said, "The Union Home Ministry has asked us to deploy six additional battalions in Naxal-violence hit areas after withdrawing them from Jammu and Kashmir while about four other units can be picked from the regular training contingents. The force has initiated the process and the final inductions will take place in a phased manner, the officer said. Currently, 65 battalions of CRPF are deployed in Jammu & Kashmir
