The day-long bandh (shutdown strike) called on July 5 by the Communist Party of India-Maoist (CPI-Maoist) remained by and large peaceful in Gadchiroli and Gondia Districts of Maharashtra, reports The Times of India. The Maoists had called the bandh to protest two encounters of South Chhattisgarh in June 28-29, where the Maoists have accused Security Forces (SFs) of gunning down villagers in the name of action against armed guerrillas. The Maoists tried to stop traffic by tying banners and creating small obstacles across roads with stones at several places in Gadchiroli like Dhanora, Kasansur, Jarawandi, Pendri and Korchi, and some other places in southern parts of the District. Attempts to paralyse traffic by blocking roads in some parts of Maoist-dominated Gadchiroli and Gondia Districts were thwarted by SFs, who had begun their preventive action on the eve of the strike. Superintendent of Police, Gondia, Dilip Zalke said there were no untoward incidents in the District. "The Naxal [Left Wing Extremism (LWE)] bandh had no impact on normal life," he said.

The dump contained more than 40 kilograms of explosive material and other weapons. Sources said the Greyhounds Forces found the dump between Modangi and Balugeda areas near Yerra Samanthavalasa, which was once People’s War Group (PWG) Naxalites [Left Wing Extremists (LWE)] stronghold in the District.

In the first six months of this year [2012], Naxals [Left-Wing Extremists] have killed as many as 82 Security Force personnel, while losing only 48 of their cadres, reports The Indian Express. Naxal violence has claimed 244 lives in the first six months, including those of civilians who get dubbed as Police informers. The figure includes the recent deaths in the encounters that happened in Bijapur. The total number of deaths is only slightly better than in the same period last year [2011] when 301 people had lost their lives, according to the latest official data. And while Chhattisgarh remains the main battlefield, Naxal groups are enhancing their presence and influence in Odisha and Jharkhand, an official assessment says. The total number of casualties in Chhattisgarh, 211 in the first six months, has actually declined as compared to the same period last year, when it was 243, but both Jharkhand and Orissa saw more deaths.

The Union Ministry of Home Affairs (UMHA) has asked the Naxal [Left-Wing Extremism (LWE)]-affected States and paramilitary forces to come up with standard operating procedures (SOPs) to avoid civilian casualties during operations against the Communist Party of India-Maoist (CPI-Maoist), reports The Indian Express. These SOPs should be drawn by the “field officers” who have the experience of handling such operations. The move comes days after 19 people were killed in Chhattisgarh’s Bijapur district during a joint operation of the Central Reserve Police Force (CRPF) and State Police. At a meeting on June 13, called by the Centre to discuss the issue, Director Generals of Police (DGPs) of nine Naxal-hit states and top CRPF officers discussed methods to tackle the problem of human shields used by Naxalites during the operations. During the meeting, the UMHA asked the States to provide training to fresh personnel deployed in their areas and a refresher course for the battalions which are already stationed to combat the Naxalites. It was also agreed during the meeting that for all night operations in the future, details regarding the place where such operations are being planned will be taken into account. All routes, locations and, if possible, the number of villagers present in the area should be taken into consideration. “It has been suggested that if there is any confusion among the forces, the operation should be delayed till day-break,” said an MHA official.

National Investigation Agency (NIA) and Central intelligence agencies have information that Naxals [Left-Wing Extremists] have set up weapons testing laboratories in the Abujmaad forests of Chhattisgarh, reports Deccan Chronicle on July 17. “We did get some leads during Techie Anna’s [RK] interrogation but then more intelligence was developed following which we got concrete information that Naxals were developing dangerous weapons through R&D at these laboratories. Now we trying to trace their exact location,” a senior investigating official said. Sources claimed that the equipment for developing rocket launchers was sent to these laboratories from various cities, including Kolkata and Mumbai, by Naxal sympathisers. Investigations have also revealed that at least 22 truckloads of equipment was sent from various places across the country to these weapons laboratories for developing rocket launchers under the direct supervision of Techie Anna. “There is also information that Naxals book various consignments under false names showing that they are transporting some goods, though in reality they send weapons and important components for developing weapons by trucks to Chhattisgarh,” the official said. Intelligence sources also added saying that Naxals have been working on their rocket-launcher project for a few years now and have achieved 90 per cent accuracy with this weapon.

A former Left Wing Extremist (LWE) cadre belonging to the Praja Pratighatana faction of the Communist Party of India-Marxist Leninist (CPI-ML Praja Pratighatana), who allegedly made telephone calls to a top official of the Heavy Water Plant at Manuguru seeking to extort money, was arrested by the Police in Khammam District of Andhra Pradesh on July 17, reports The Hindu. The Aswapuram Police arrested B. Venkanna (30), and his wife Sunitha, during a vehicle checking operation near Chintriyala road at Aswapuram. The Police seized ten gelatine sticks and some detonators from Venkanna.

A team of Naxals [Left Wing Extremism (LWE)] were spotted in the villages of Shiradi region in Puttur taluk of Dakshina Kannada District on July 18 and 19, reports Deccan Herald. A team of five cadres including four men and one woman visited a house in Addahole in Shiradi Ghat on July 18 and requested for food. Apparently they stayed in the house for two hours, during when they had food and charged their laptop. The Naxals borrowed two kilograms of rice, sugar and onions from the house owner and fled the spot. Later, the team visited another house in the same village on July 19 from where they again collected rice and other items.

In a bid to fast-track road projects in Naxal [Left-Wing Extremism]-hit areas, the Road Transport and Highways Ministry has asked States to consider awarding contracts for smaller stretches of highways there, reports IBN Live. The direction comes in the wake of road building projects of over 1,000 kilometers (km) in extremist-hit areas not making any progress. "Road Transport and Highways Minister C P Joshi has asked key officials of eight Naxal-hit states including, Odisha, Chhattisgarh, Jharkhand and Maharashtra to consider awarding projects for smaller stretches of roads," a senior Ministry official said. "Besides they have been asked to consider whether the projects could be completed in two parts - earth work and bitumen work," he said. Joshi has also asked states to rope in local contractors for executing such projects besides involving local bodies like gram panchayat etc, he added.

India plans to spend INR 94 billion on converting more roads into highways in parts of the country affected by Left Wing Extremism [LWE], continuing with its plan to link these regions to the mainstream Indian economy, although the first phase of the project hasn’t gone according to script, reports Live Mint. The plan involves converting 5,624km of roads in eight states into two-lane highways as part of the government’s attempt to tackle the Communist Party of India-Maoist (CPI-Maoist). It is part of the proposed second phase of the road requirement plan (RRP-2), and will cover 34 Districts in eight States that include Jharkhand, Chhattisgarh, Andhra Pradesh, Madhya Pradesh, Bihar, Odisha, West Bengal and Maharashtra. “We have circulated a note for the second phase to the Planning Commission and finance ministry, among others, for discussions. The second phase can start simultaneously when the first phase is on. It doesn’t await the completion of the first phase,” a roads ministry official said on condition of anonymity.

Jharkhand has made negligible progress in construction of roads under a three-year-old central plan meant for Left-Wing Extremism (LWE) affected areas, with neighbouring Odisha faring a tad better, reports The Telegraph on July 23. The State has so far built 35km of the 753km approved in 2009. Odisha, on the other hand, boasts 93km as against the targeted 614km. A review by the Union ministry of road transport and highways last week revealed the slow pace of work on its special project, titled Road requirement plan for areas affected by left-wing extremism.

Announcing this at a press conference on July 24 evening, Superintendent of Police P Hari Kumar said the surrendered Maoist militia members; including three women, belong to Charla, Venkatapuram and Wajedu mandals (administrative unit) of Bhadrachalam division. Some of them were involved in several offences such as setting ablaze construction equipment, felling of trees and digging of roads at the behest of the Maoists at different places in the division in the past two years, he said alleging that the Naxalites [Left Wing Extremists (LWEs)] involved them in destructive activities to further their own interests.

The Communist Party of India-Maoist (CPI-Maoist) have appealed to the masses to observe martyr's week from July 28 to August 3 in memory of 150 colleagues who lost their lives, including around 40 in Central India's Dandakaranya, in the fight against Government forces, reports The Times of India. The Maoists have also called a bandh (shutdown strike) during the period. The Maoists have urged people to erect memorials in villages across areas dominated by them to remember the sacrifices of martyred comrades. A press release by spokesperson Gudsa Usendi of Dandakaranya Special Zonal committee (DKSZC) of the CPI-Maoist also calls on people to strengthen the Naxal [Left Wing Extremism (LWE)] movement. Rallying around the slogan 'Naxalbari ek hi raasta', the Maoists have urged the masses to join their fight for change against the corruption-driven political parties. The Maoists have claimed that Government, which may be projecting development, has been exposed on issues like unemployment, poverty, scams, inflation, displacements and corruption.

A skill-based placement programme launched in Jammu and Kashmir (J&K) will be replicated in Districts worst affected by Naxal [Left-Wing Extremism (LWE)] activities in the country, reports Zee News. Rural Development Ministry, which has launched Himayat Programme-- an INR 2.37 billion placement linked skill development initiative for training and placement of 100,000 J&K youth in the next five years, said that it would start similar programme in Naxal affected Districts. "We want to start similar programme in the Naxal-affected districts of the country. These are all the entry level programmes targeting unemployed youths usually 10th standard passed or failed," Rural Development Minister Jairam Ramesh told a new agency. The Ministry has already started the initiative in Chhattisgarh’s Sukma, one of the worst Naxal affected Districts of the country, Ramesh said.
