Basic infrastructure development is "very very poor" in north and eastern India, Rural Development Minister Jairam Ramesh said on September 2 while suggesting that time had come for revisiting strategy of both the Centre and the States for rural areas, reports Zee News. "Right now the big challenge for us is North India and Eastern India. The nature of demand is... People want schools, people want hospitals and clearly power supply. There is also problem of availability of banks and post offices. Basic infrastructure is very poor in North India," Ramesh told Press Trust of India (PTI) after visiting Naxal (Left-Wing Extremism)-affected District of Rohtas in Bihar. The Minister, who reviewed developmental initiatives in the district, said that the healthcare system had completely collapsed in rural India particularly in Naxal-affected Districts. "In the Naxal affected areas even the teachers don't go to schools. There is a need for a larger developmental and coordinated push. For example Rajiv Gandhi Gramin Vidyudtikaran Yojana [Rajiv Gandhi Rural Electrification Scheme] seems to have been a failure in most part of the country. We have to revisit our strategy for rural India," Ramesh said.

In a written reply in the Assembly, Odisha Chief Minister (CM) Naveen Patnaik on September 3 said that 99 Left-wing extremists had been killed in a duration of six-and-half years, reports Zee News. Rejecting criticism from opposition parties, he also claimed to have spent 35 nights in Left-wing extremism (LWE)-hit areas during the last 12 years. "The chief minister has spent 35 nights in Naxal-hit areas which helped to boost confidence of government servants and public in those places," Patnaik said. The CM added 959 rebels had been arrested till August this year from 2006. Apart from this, 134 Communist Party of India-Maoist (CPI-Maoist) cadres have surrendered before the Police, he said. On the allegation of failing to control Maoist violence, Patnaik claimed that LWE activities had considerably reduced in nine of the 19 Maoist-hit Districts. The Districts are - Rayagada, Gajapati, Ganjam, Nayagarh, Jajpur, Keonjhar, Mayurbhanj, Sambalpur and Deogarh.

Left Wing Extremists are targeting Rajasthan for fund-raising activities through dacoities and extortion in a bid to step up their operations in Chhattisgarh, Bihar, Jharkhand and Odisha, top intelligence sources revealed on September 3, reports The Pioneer. Sources say they also have the plan to include Rajasthan in the ‘Red corridor’. Police have arrested two persons in the July 18 case of dacoity in the State capital. During interrogation, they revealed that they are from Bihar and were sent by their leader to Rajasthan to collect funds. Both have links with Maoists. Earlier, Police had arrested two other persons in a similar case of dacoity in January in the State. Their leader Rahul Singh managed to escape. Police had gone to his village Badiapur in Jamui District of Bihar and were told by local police officials there that the entire village is known as a ‘Naxal village’. They were trying to find out the background and possible links of Rahul Singh with Naxal organisations. About four years back, Intelligence sleuths had submitted a report to the Government in which it was stated that Districts like Banswara, Dungarpur and Pratapgarh were home to Naxal elements from Chhattisgarh who were entering the area in search of safe hideouts. In Districts like Jhalawar, Dhaulpur and Karauli, which are close to Madhya Pradesh, Naxal elements were trying to build their network.

Odisha Government on September 4 made it clear that Special Police Officers (SPOs) appointed by it are not being used in anti-Naxal (Left-Wing Extremist) operational duties nor are they deployed in any Security activities, reports Zee News. The State Government's views on SPOs were informed to the Naxal Management Division under the Ministry of Home Affairs. "SPOs appointed by Odisha Police under Security Related Expenditure (SRE) Scheme are used for collection of intelligence only on security situation," the state government said in the backdrop of alleged used of untrained SPOs in the anti-Naxal operations."We also ensure that SPOs do not get exposed to any type of risk and threat. Going by complexities in the exercise, about 1900 SPOs were engaged in 2011-12," a senior official said.

Three Naxals (Left Wing Extremists), associated with two different organizations, were arrested from Khunti District, on September 5, reports The Indian Express. Sub-Divisional Police Officer of Khunti, Ashwini Kumar, informed that an extremist belonging to Village Republican Guard of India was arrested and one rifle, around 55 pieces of live ammunition, three mobile phones and some cash was recovered from his possession. Kumar further said that two other extremists belonging to Peoples Liberation Front of India (PLFI), named Harduban Hansoi and Mansid Hansoi, were also arrested.

A team of Central Reserve Police Force (CRPF) and District Police officers were stranded in a remote village for four days due to heavy rains and floods, reports Zee News. The team, which included Gadchiroli Superintendent of Police Mohd Suvez Haque, set out on a tour of Naxal (Left-Wing Extremism) -affected Bhamragad village on September 3. They had to stay put in the village till September 6 due to floods in Perlkota river flowing adjoining Bhamragad and heavy downpour. The team also undertook anti-Naxal drive in the area along with their Chhattisgarh counterparts. It was during this tour that Bomb Detection and Disposal Squad (BDDS) of the District Police found a powerful IED near a nullah in the Laheri forest. The IED was defused, Police sources said.

Delivering the inaugural address at a three day annual meet in New Delhi of Police Directors General and Inspectors General from States and Central Police Forces, Union Home Minister Sushil Kumar Shinde on September 6 said that Naxalism (Left-Wing Extremism) continues to pose "significant challenge" as confidence levels of the Communist Party of India-Maoist (CPI-Maoist) are exhibited in their ability to move in larger formations, hold 'jan adalats', obstruct thoroughfares and recover levies, reports NDTV. Seven states are experiencing different levels of intensity of this problem. However, nearly 80 per cent of Naxal violence is taking place in less than 30 districts and many of them are close to inter-state boundaries," he said. The Home Minister said there are indicators about increase in the number of trained and armed cadres, re-organisation of military potential for formation of new battalions, and the creation of well-developed indigenous capacity for accretion to their arsenal.

State Police are now working on the modalities to start using Central Reserve Police Force (CRPF) in operations against the People's Liberation Front of India (PLFI), a banned Left Wing Extremist (LWE) outfit, as they have been doing in case of the Communist Party of India-Maoist (CPI-Maoist). The use of CRPF has become necessary because the outfit has become powerful and started targeting people in the state capital and towns in neighbouring Districts. The outfit was involved in the killing of industrialist Sushil Kerijwal in heart of the state capital last week. Karnataka Chief Minister Jagadish Shettar on September 15 announced a week-long ceasefire from September 17 in anti-Naxal (Left Wing Extremist) operations to facilitate surrender of the Communist party of India-Maoist (CPI-Maoist) cadres, reports The Hindu. The measure has been taken as some Naxalites have sent a message that they desire to surrender and the Government is giving them an opportunity do so, Shettar said. Naxalites are active in the forests of the Western Ghats, particularly in Dakshina Kannada and Chikmagalur Districts of the state, officials said. Shettar did not say how many Naxalites would surrender but added that key operatives had expressed a desire to lay down arms.

Police seized around 90 quintals of ammonium nitrate and 3,000 detonators — supposed to be delivered to the mining mafia and the Maoists in the Kaimur plateau — at a rice mill in Rohtas District, reports The Telegraph. Acting on a specific tip-off, a team led by Rohtas Superintendent of Police (SP) Manu Maharaj conducted a raid at the godown of a rice mill at Amara Talab village in the Sasaram Mufassil area. Seven persons were also arrested. The Police said they were going to deliver the consignment to the mining mafia and the Maoists active in the region. Of the seven arrested persons, Indal Singh alias Indrajeet Singh, Kanhaiya Singh and Munna Tiwary are suspected to be involved in illegal mining. The four others arrested were identified as Guddu Kumar, Sandip Prasad Gupta, Vijay Rai and Rajpati Choudhary. Maharaj said the arrested persons admitted to their involvement in supplying explosives to the Naxalites [Left Wing Extremists (LWEs) and the mining mafia in Rohtas and Kaimur districts. “Their links with the Maoists in other states are also being verified,” Maharaj added. This was the second such raid and seizure within a week.

The State Cabinet on September 21, approved a proposal to sanction INR 450 million for taking up development works in nine Naxalite [Left Wing Extremism (LWE)]-infested taluks (administrative unit)— Pavagada, Tirthahalli, Hosanagara, Sringeri, Mudigere, Koppa, Karkala, Kundapura and Belthangady in Karnataka, reports The Hindu. Each taluk would get INR 50 million. Briefing presspersons on the details of the Cabinet decisions, Minister for Law and Urban Development S. Suresh Kumar said Chief Secretary to the State Government S.V. Ranganath would monitor development works for which the government had sanctioned INR 225 million. The Deputy Commissioners would be the chairpersons of the District committee and Joint Secretary of the Home Department would function as nodal officer. INR 1790 million project for providing 514 houses to State government officers in the B and C groups and 171 houses for those in the D group at the NGEF Factory at Byappanahalli on Old Madras Road has been approved. Similarly, the Cabinet approved INR 180 million project to build six-storeyed quarters for providing 60 houses C and D employees at Kumara Krupa on Crescent Road.

Nagpur University officials were in a state of shock after receiving a letter from a Naxal (Left Wing Extremist) organization called 'Lal Salaam' allegedly threatening to take action against colleges and universities for unnecessarily harassing the students, NU sources disclosed, reports Times of India. Though the letter was addressed to State Chief Minister Prithviraj Chavan, it was sent to vice chancellor Vilas Sapkal at his office address on September 21. The letter also said that varsities in Mumbai, Pune, Nashik, Akola besides Nagpur would be targeted. It warned of dire consequences if the Government and universities failed to act against alleged harassment meted out to engineering students, especially those pursuing civil and architecture.
