The Union Government has decided to ignore threats from Maoists and go ahead with developing an iron ore mine in the Left Wing Extremism (LWE)-affected Districts of Kanker and Narayanpur in the State that would supply raw material to the iconic Bhilai steel plant, reported The Hindu on November 2. It has also decided to construct a 90-kilometres-long railway track through Maoist strongholds to transport ore from the Rowghat mines to the plant. “We have assured the Steel Ministry and Steel Authority of India Limited (SAIL) officials that it would provide enough security personnel so that work on the important project could go on smoothly. All statutory clearances for the project have been taken and work on the project would commence soon. Although Maoists have threatened to disrupt work at the new mine, which lies in a remote area, we are sure that our security personnel, along with local people, will ensure that the work is completed at the earliest, which will also help in the development and progress in the region,” a senior official of the Ministry for Home Affairs (MHA) said.

Five Communist Party of India-Maoist (CPI-Maoist) cadres, including two women cadres, surrendered before the Police in Bijapur District of Chhattisgarh on November 6, reported Outlook India. The surrenderees are identified as Punem Sanu (20), Subhash Mandvi (25), Paklu Akali (27), Chaiti Veti (24) and Munni Tati (27). The five cadres had joined the Naxal [Left Wing Extremism (LWE)] ranks between 2005 and 2010 and were active in different parts of the State, said Superintendent of Police (SP) Prashant Agarwal.

Eight Districts in Odisha have been freed from the menace of Communist Party of India-Maoist (CPI-Maoist) due to aggressive operations and now the focus would be on the western Districts, Director General of Police (DGP) Prakash Mishra said on November 7, reports Outlook India. "We have achieved major successes against Naxals [Left Wing Extremists (LWEs)]. About 8 of the 17 Maoist-affected Districts are now free from the menace following aggressive drives," he told reporters during a visit to Rourkela in Sundergarh District. The eight Districts are Nayagarh, Jajpur, Dhenkanal, Sundergarh, Keonjhar, Sambalpur, Mayurbhanj and Deogarh, he said. The Police would now concentrate on Bolangir, Bargarh and Nabarangpur in western Odisha along with Gajapati and Rayagada Districts to demolish Naxal bases, he said. "Our other main thrust would be on Koraput and Malkangiri. We have special aggressive plans for those areas and in the coming days you will find defining results there for the forces," Mishra added. On Maoist leader Sabyasachi Panda, the DGP said, "He has set up bases in Gajapati, Ganjam and Kandhamal. Panda's base is weakening. Besides, the situation has changed after he left the CPI-Maoist and formed Odisha Maoist Party."

Chhattisgarh Chief Minister Raman Singh has urged the Union Government to formulate a comprehensive policy to deal with Left Wing Extremism (LWE) and to take steps to initiate a dialogue with the Maoists, reports Deccan Chronicle. “Naxal violence can only be contained with the active involvement of the Central Government. We are open to a dialogue with the Naxals and would support the Centre in all its endeavours if it initiates any peace talks,” Singh said. “We are implementing a liberal surrender policy. We have said that if there is any initiative for talks, Chhattisgarh would not shy away from it. But the key issue is if you are inviting someone for talks, he has to have faith in democracy. One can’t sit in a dialogue by holding guns in his hand,” he added.

Talking to reporters, Prashant Agrawal said, “Several rounds of talk have been held with the relatives of the arrested naxals [Left Wing Extremism (LWE)] about their returning to mainstream of the society. Following which, 5 naxals were ready to surrender before the police.” He further said that efforts are being made for the rehabilitation of surrendered Maoists and they have been given INR 10,000 each as an encouragement amount. One of the surrendered Maoists is a teacher who used to give lessons on Naxalism to these rebels.

A group of former Naxalites [Left Wing Extremists (LWEs)] on November 10 demanded that justice be given to them in the shape of rehabilitation as promised when they had surrendered themselves to the law, reports The Hindu. The six Naxalites, belonging to Kadem mandal (administrative unit) in Adilabad District, are seeking sanction of five acres of land as per the provisions of the rehabilitation policy of the Government. Addressing a press conference, the surrendered Naxalites, Jangili Ganganna, S. Lacha Reddy, Vala Ramadevi, Pembi Rajanna, A. Posakka and E. The Central Reserve Police Force (CRPF) has opposed the Union Home Ministry’s proposal to induct tribal youths from 13 Districts that are worst affected by Left Wing Extremism (LWE) to fight the rebels for seven years, reports The Indian Express on November 14. The CRPF reportedly told the Union Ministry of Home Affairs (UMHA) that physical and educational qualifications for the tribal youths may be reduced instead and they be recruited on a permanent basis. “The induction of tribal youths in the CRPF will be a huge asset as they are naturally endowed in jungle craft and well versed with the terrain and local language,” the CRPF said. In August, the UMHA had written to the CRPF asking for its views on the plan to create a new force comprising 3,000 constables called “scouts”, who would be recruited from the 13 worst affected Districts in Chhattisgarh, Jharkhand and Odisha.

Saryu Yadav, president of BJP’s Simdega block committee, was shot dead by suspected cadres of the People’s Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), at his house in Banihara village under sadar Police Station. four Maoists, who were arrested in the Bhaliaguda jungles on the Ganjam-Gajapati District border, on November 20 confirmed injuries to the expelled Maoist Sabyasachi Panda and some other members of his group in the exchange of fire with Security Force (SF) personnel on November 14. Five persons, said to be part of Sabyasachi’s group, Odisha Maovadi Party (OMP), were killed in the encounter. According to the Police, the four Naxalites (Left Wing Extremists) were arrested in the Bhaliaguda area under Mohana police station in Gajapati District. The arrested persons were Naju Mallik, Bulu Mallik, Kalia Mallik, and Rutu Mallik. They were allegedly cadres of the OMP. A country-made SBML gun, a country-made pistol, four rounds of 8 mm ammunition, and 20 electronic detonators were among the items seized from the arrested persons. Speaking to The Hindu, Deputy Inspector-General (DIG) of police, southern range, R.K. Sharma said statements of the arrested Maoists confirmed that members of the extremist group were injured in the encounter with security forces on November 14. “According to the arrested Maoists, the top commander in the Sabyasachi group was seriously injured as he had received a bullet wound in his abdomen. Sabyasachi himself also had injury as he had a bandage on his left hand. Another woman cadre of the group also had bandage on her leg,” Sharma said.

Bamu alias Monu Dewa Miccha (20), a Communist Party of India-Maoist (CPI-Maoist) cadre accused of involvement in attack on a Police team in Bhamragarh tehsil (revenue unit) on July 4, 2010 has been sentenced to seven years' imprisonment by the District Court in Gadchiroli District on November 23, reported Zee News. According to Police, a shoot-out took place between the Police and the Maoists in the forest between Pidmili and Piddur on July 4, 2010 when the Special Anti-Naxal [Left Wing Extremism (LWE)] Squad and a team Commando Battalion for Resolute Action (CoBRA) troopers were conducting a combing operation. Miccha was arrested during the encounter and charged with attempt to murder and offences under Indian Arms Act. The court sentenced him, and also imposed a fine of INR 500 on him.

The Police said 15-20 Maoists fired at a team from the Ghot Station, which was carrying out search operations, and it returned the fire, killing Riki alias Rakhi alias Lakhsmi Likami (25). Riki was a member of the Kasansur Local Operating Squad (LOS) of Maoists and was active in Potegaon Dalam (armed squad). The Police recovered the dead body along with one rifle and Naxal [Left Wing Extremism (LWE)] literature from the spot.
