The security forces (SFs) are reported to have arrested Abdullah Banday, a Congress party leader with alleged links to the outlawed Lashkar-e-Toiba (LeT), from village Bharat in the Doda district on November 3. "Banday, a prominent Congress leader of Doda, was operating as Lashkar’s main conduit for Hawala operations in the district for last more than three years", police sources told Daily Excelsior. Banday had reportedly gone under-ground immediately after three terrorists were arrested from a hotel in Doda town on July 17, 2005 along with a LPG cylinder fitted improvised explosive device (IED). The terrorists, hailing from Mendhar in the Poonch district, had gone to Doda to deliver the IED to Banday. During questioning, the three disclosed that they had already delivered a Hawala consignment of Rupees 5 lakh (INR) to Banday for further distribution among the Lashkar cadres.

The Army said on November 9 that a terrorist arrested by the troops of Rashtriya Rifles from Ramban town in the Doda district on the intervening night of November 5 and 6 was involved in the October 29 serial blasts in New Delhi. Army sources identified the arrested as Ghulam Mohi-ud-Din Lone, a resident of Chapnari, Banihal. Initially he was an activist of the Hizb-ul-Mujahideen (HM) outfit but had recently switched loyalties to the Lashkar-e-Toiba (LeT). Inspector General of Police (Jammu zone), Shesh Pal Vaid, said a joint team of the Delhi Police and Jammu Police has left for the national capital along with the terrorist for further investigations.

Two ‘commanders’ of the Lashkar-e-Toiba (LeT) were killed and a soldier sustained injuries during an encounter at Dharam forests in the Gool area of Udhampur district. The slain terrorists were identified as Abu Adil, a ‘tehsil commander’ and Abu Aria, an ‘area commander’, both residents of Pakistan occupied Kashmir. Recoveries made from their possession include one AK-47 rifle, one AK-56 rifle, two wireless sets, six AK magazines and 70 rounds, two diaries, one digital recorder and two letter pads of the LeT outfit.

A group of terrorists are reported to have shot dead the brother and sister-in-law of People’s Democratic Party (PDP) leader and Member of Legislative Council, Master Tassaduq Hussain, in their house at Larkuti in the Budhal area of Rajouri district on November 8. The PDP leader’s brother, Mohammed Ashraf, was a police head constable, presently posted in District Police Lines, Rajouri. Deputy Inspector General of Police (Rajouri-Poonch range), V. K. Singh, informed that Lashkar-e-Toiba (LeT) terrorists, Abu Hamza and Sharaka, are main suspects in the killing.

According to Press Trust of India, three persons were detained in Srinagar by the Delhi Police in connection with the October 29-serial blasts in the national capital. A team of Delhi Police arrested them over the last three days on the basis of information provided by Tariq Ahmed Dar, the alleged Lashkar-e-Toiba (LeT) terrorist who masterminded the blasts and was arrested on November 10. While Hanief Ahmed Dar was detained from Kawdara area in downtown Srinagar on November 13-evening, Imtiaz Ahmed was arrested from the Chanpora area on November 15-morning. The identity of the third man was not known.

On November 13, the Delhi Police (DP) announced the arrest of Lashkar-e-Toiba (LeT) terrorist who allegedly coordinated and financed the serial bomb blasts in Delhi on October 29. Tariq Ahmed Dar, who was working as a sales representative with the pharmaceutical firm Johnson and Johnson, had allegedly hatched the plot along with two LeT cadres, Abu Al Qama and Abu Huzefa, DP Commissioner K. K. Paul informed at a press conference in Delhi. Huzefa was a Pakistani and a LeT commander in Kashmir Valley. Just days before the blasts, Rupees 4.86 lakh had been deposited to Tariq’s bank account in Srinagar from a Middle-East country. The money was meant for financing the blasts in which RDX, though not in its pure form, was used, Paul said. Dar had been arrested by DP from Srinagar on November 10 and was brought to Delhi the next day where a local court remanded him to 14 days police custody, Paul informed. He also said that at least four persons were involved in the blasts, which killed at least 62 people and injured more than 200 others. While two of the conspirators and executers are from Jammu and Kashmir, the others were "foreign nationals," Paul said without identifying their nationality. The Commissioner said that though Dar himself was "probably" not in Delhi at the time of the blasts, he was the "financer, coordinator, spokesperson and front-man" of the LeT.

The 24-hour long gun-battle between the terrorists and security forces (SFs) came to end on November 15-afternoon at the business hub of Lalchowk in capital Srinagar when Police shot dead one of the Fidayeen (suicide squad) terrorists and arrested the other. Two civilians were killed and 17 others sustained injuries in the incident. Director General of Police (DGP), Gopal Sharma, told the media that the gun-battle ended with the death of one Pakistani cadre of the Lashkar-e-Toiba (LeT) and the arrest of another, identified as 19-year-old Aijaz Ahmed Bhat alias Abu Sumama, a resident of Faisalabad in Pakistan. The DGP informed that it was for the first time that a suicide squad terrorist had been captured alive in Jammu and Kashmir. He added that one AK rifle, five magazines, 150 rounds, three grenades and one pouch were recovered from the incident site.

Four civilians were killed and 72 persons, including legislator and former Minister Usman Majeed, sustained injuries in a powerful car bomb explosion near the main entrance of the Jammu and Kashmir (J&K) Bank Corporate Headquarters in Srinagar on November 16. Inspector General of Police (Kashmir Zone), Javed Makhdoomi, told Daily Excelsior that an explosion occurred in a Maruti-800 car on the link connecting Maulana Azad Road with Residency Road near the Corporate Headquarters of J&K Bank at 1025 hours (IST). Makhdoomi informed that the independent Member of Legislative Assembly from Bandipore, Usman Majeed, who served as Minister of State for Planning in the earlier Mufti Mohammad Sayeed-led coalition Government, sustained injuries along with 12 of his personal security guards and escort personnel. His bullet-proof car and two escort vehicles reportedly bore immediate brunt of the explosion. The Al-Arifeen, believed to be a front outfit of the Lashkar-e-Toiba (LeT), claimed responsibility for the blast. A spokesperson of the group, who identified himself as Majid Iqbal, told the local news agency KNS over telephone that his group was "on way to a different mission" but they were constrained to blow up the car as it was intercepted by security forces.

On November 19, two Lashkar-e-Toiba (LeT) militants including a ‘section commander’ of the outfit and a foreign mercenary were killed in an encounter at Kither Bunjwa village in Patnazi area in the Doda district. An Army personnel was also killed in the two hour long gun-battle. The slain militants have been identified as Abu Mansoor, a Pakistani national and Ismayil, a resident of Patnazi. Two AK rifles, two magazines, seven grenades, one wireless set, two kilograms of explosives and an unspecified quantity of ammunition were recovered from them.

According to Press Trust of India, two more Lashkar-e-Toiba (LeT) cadres have been arrested in connection with the October 29 serial bomb blasts in the national capital Delhi, raising the number of persons detained in the case to three. Ghulam Ahmed Khan and Rafiq were arrested in Jammu and Kashmir by a Delhi Police team on the basis of information provided by Tariq Ahmed Dar who was arrested on November 10. Khan, who was detained in Srinagar, was produced before a local court which remanded him to police custody till December 7. Khan and Rafiq are believed to have been instrumental in arranging of funds for carrying out the blasts.
