According to State Police, around 190 incidents were reported in 2011, the lowest in last 22 years of militancy in the State. “As a result of our combined efforts, there has been discernible improvement in the situation. The militancy related incidents continue to show a dwindling graph and were lowest-ever during last 22 years of militancy,” Director General of Police (DGP) Kuldeep Khoda said. Terrorist violence in 2011 dropped to an all time low of around 190 incidents as compared to 368 cases in 2010, the DGP said. The year 2011 witnessed a sharp drop of 47 per cent in terrorist violence cases as compared to 2010. Jammu witnessed 74 per cent drop whereas Kashmir witnessed 33 per cent drop in terrorist violence as compared to last year. 37 militancy incidents were reported in Jammu this year, while Kashmir witnessed 152, he said. As many as 159 people, including 99 terrorists, were killed this year as compared to 323 last year in the state during the same period showing a dip in killings by over 55 percent, as per the statistics compiled by the State Home Ministry. Against 41 civilians killed last year, as many as 28 died this year during the same period. Similarly, against 66 security force personnel killed in 2010, only 31 died this year. This year 99 militants were killed, while 217 were killed last year, the DGP said. As per the statistics, 13 Districts of Jammu and Kashmir have reported militancy incidents in a single digit, while three Districts have recorded no militancy cases. Budgam witnessed only three militancy incidents followed by four in Kulgam, five in Anantnag, eight each in Shopian, Ganderbal and Bandipora, thus a total of 36 incidents were reported in six Districts of Kashmir. While in Jammu, eight militancy cases were recorded in Kishtwar, five in Ramban, six in Doda, four in Poonch, two in Rajouri and one each in Jammu and Udhampur Districts. No militancy incidents were witnessed in Reasi, border Districts of Samba and Kathua in Jammu region, he said. General Officer Commanding (GOC) of Nagrota-based 16th corps, Lieutenant General A S Nandal, on December 31 said there has been a decline in infiltration attempts into India as compared to the previous years, according to ANI. "Overall, there has been a decrease in infiltration attempts and there has also been a downfall in the militant related incidents. Overall there has been a huge difference as compared to previous years," he said. IBN Live reports that the Ramban District is speedily moving towards "zero militancy" as only four militants of Hizb-ul-Mujahideen (HM) are currently active in the area. "There are only four militants of HM outfit operating in Ramban District," Superintendent of Police Anil Mangotra said. "These surviving militants are hiding somewhere in the upper reaches, and the police and army are trying hard to locate and eliminate them," he added. Five top militants including two top HM and Lashkar-e-Toiba (LeT) ‘commanders’ were killed in Ramban in 2011, giving a big jolt to militancy in the District, he said. Bordered by thick forested belts of Doda, Anantnag, Udhampur and Reasi Districts, Ramban has seen more than 400 militants of different outfits including HM, LeT, JeM, HuJI, HuM and HMPPR operating in the District till 2000, he said. Earlier, on December 30, the General Officer Commanding of XV Corps, Lieutenant General Syed Atta Hasnain said that militant outfits are still active across the Line of Control (LoC) in Jammu and Kashmir, reports ANI. General Hasnain said that it was impossible to control the infiltration completely. "Even now I think that infiltration is taking place and I have been telling this all the times despite deployment of a soldier at every place, zero-infiltration would be impossible. Infiltration will take place till the people from the other side continue to set up related infrastructures for infiltration," said Hasnain.

The Lashkar-e-Toiba (LeT) is raising a group of 21 female terrorists at its training camps in Pakistan occupied Kashmir (PoK) for carrying out sabotage activities in India, Army sources said on January 3, according to Times of India. "We have confirmed reports that LeT is imparting training to 21 selected female terrorists at its training facilities in Muzaffarabad in PoK for carrying out terrorist activities in India," an unnamed Army official said in New Delhi. Army said the new group, named as Dukhtareen-e-Toiba, is planned to be made active in the Kashmir Valley by the LeT. The women terrorists are planned to be infiltrated into India through routes in Uri sector or using the aerial route through some other country. DNA quoted sources as saying, "Inputs reveal that 21 girls are being trained by LeT at Divalia, Muzzafarabad, under the name of Dukhtaran-e-Toiba." The group, after training, have been placed under the command of an LeT ‘commander’, Sayeed Sadaqat Hussain, for future deployment in Kashmir, the sources added. Intercepts indicate that the new front is being activated since the earlier formation of women Dukhtaran-e-Millat (DeM) led by Asiya Andrabi has not been successful in mobilising people as it had in the past, adds The Hindu. According to reports, the sources said, the effort is to try and infiltrate these trained cadres into India either through the Uri sector or even Nepal. Another training camp, according to other information, is located at Turbeladem in PoK in which over 400 terrorists in various groups are being trained and that the facility is being commanded by a senior officer of Inter-Services Intelligence (ISI). The sources said the ISI asked the LeT and other terror groups to carry out attacks against the Indian troops deployed on the Line of Control (LoC). These groups, the reports said, carried out reconnaissance in areas on the other side of the LoC facing the Indian forward defence locations.

Bandipora Police on January 4 neutralized two militant modules, one each of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), who were planning the target killings in the District. Superintendent of Police (Bandipora) Bashir Ahmed Khan said that Police arrested six youths in two separate raids from Hajin area of Sonawari in the District. They were affiliated with HM and LeT. Khan said that Police arrested a youth, identified as Fayaz Ahmed of village Hajin. He said that during the questioning Fayaz disclosed that he was working with the HM since last nine months. Khan said that on his disclosure, Police arrested two of his accomplices from Hajin. They have been identified as Zubair Ahmed Parray. Khan said that the trio confessed that they were working with the HM and were recruiting the youth into militant ranks. During the questioning they said that they were tasked to kill some influential political workers and Police personnel in the District. A matrix sheet and list of people of few political workers and police personnel were recovered from their possession, Khan added. Also, Police neutralized an LeT module, believed to be planning target killings, operating in Sonawari area and arrested three militants, identified as Zahoor Ahmed Dar, Ghulam Muhammad Bhat and Nissar Ahmed Ganie. Zahoor Ahmad Dar had visited Pakistan at the behest of LeT for computer training in May 2011. After staying in training camps for 15 days he returned back. Later, Zahoor Ahmed contacted a surrendered militant, Ghulam Mohammad Bhat, for sending across some educated youths for computer and arms training. Ghulam Mohammed motivated Nissar Ahmed Dar at the behest of Zahoor Ahmed and sent him across for computer training and was transporting money and other material for the LeT cadres. These youths were assigned the job of targeting political activists and police personnel in the District. The arrested militants had earlier threatened Panches and Sarpanches during 2011 Panchayat elections.

On January 5, Police in Anantnag busted a six member Lashkar-e-Toiba (LeT) module, reports Daily Excelsior. Police said that the module was busted after the arrest of a youth, Younis Ahmad, of Arwani. "During his questioning he reveal that he along with other members of this module had arranged weapons and delivered them to the militants operating in Tral", said Police. Police said that on his disclosure his five associates who were also working for LeT were arrested. Police identified them as Shakoor-ul-Mansoor Parray, Tawseef Hussain Bhat, Mudasir Ahmad Bhat, Mohammad Shafi Bhat and Mohammad Younis Bhat son of Ghulam Ahmad. Police said that the module was involved in arranging and transportation of weapons and were also facilitating the movement of militants by providing them information regarding the movements of security forces in the area. The module had also succeeded in recruiting some youths into the militancy, said police. Police said that module was working at the behest of a LeT ‘commander’ of Pulwama and Kulgam.

Policemen across Mumbai will now be trained in handling the situation effectively at terror sites in case of an attack till well-trained personnel take charge, reports Outlook. Talking about a plan in the pipeline, Arup Patnaik, Police Commissioner, said on January 10, "On terror front, we want to train our men at 90 Police Stations so that they immediately reach the spot and handle the situation till teams from elite units such as Force One and National Security Guards arrive." He said the lower-run Policemen, who will be the first responders, will also be equipped with advanced weapons soon. The 40,000-strong Police Force already has Quick Response Teams, mandated to immediately reach the terror spot and take positions till commandos arrive. According to a recent intelligence report, the Lashkar-e-Toiba (LeT) in association with Indian Mujahideen (IM) is planning to carry out attacks in Mumbai and Delhi in near future. The sources told agency that sleuths of the Intelligence Bureau (IB) have already visited the District and held a 'secret' meeting with Kishanganj Superintendent of Police (SP) Ranjit Kumar Mishra in this regard. Apart from SSB personnel, District Armed Police personnel too were maintaining strict vigil on the porous border and people moving into the district from Nepal were being thoroughly frisked, the SP said. All the important trains were being escorted with heavy security personnel as personnel of the Railway Protection Force (RPF) were deployed in railway stations in the District. Vigil was also being kept on the movement of trains in other Districts of the Seemanchal belt: Purnia, Araria, and Katihar, sources said. Hindustan Times adds that railway stations along the Bihar-Nepal border have been put on alert after intelligence reports that a group of terrorists have sneaked into the State and could pose a threat to railway facilities in the area. According to intelligence agencies, the terrorists could attack stations near the border like Raxaul, Sugauli, Adapur, Sikta, Narkatiaganj, Betiah and Motihari. RPF's chief security commissioner (Samastipur) S N Arya said that following the threat reports received from the intelligence departments of the State and Central Governments, all railway stations along the Bihar-Nepal border have been put on maximum alert. According to reports, he said that a Pakistani terrorist was arrested in Kathmandu in Nepal last week. Some 300 militants were also camping in launching pads in Pakistan and PoK. "Camps in PoK and Pakistan have 2,000 to 2,500 terrorists as per our own sources. However, in launching pads (along the borderline with Pakistan) they are around 300 or so," he said. On the security situation in J&K, the Army Commander said it was good. "Violence parameters have been down in 2011. Last year was a fruitful year. We had a fair amount of peace in the state," he added. "Though there had been continued attempts to push terrorists into this side of the border yet we successfully thwarted most of them. As per the reports, there would be attempts to revive the terrorists activities in the State as such we all have to remain alert and take pre-emptive measures," he added, according to Daily Excelsior. To a question about reports of Lashkar-e-Toiba (LeT) revitalizing woman cadre, he said, "We keep getting these inputs from the intelligence sources. Frequent reports keep coming to us through sources about whatever happens across the border so far as terrorist mechanism is concerned. Both Lashkar-e-Toiba (LeT)-trained Salman and Shahzad, natives of Azamgarh in Uttar Pradesh and arrested by Delhi Police in 2011, are co-accused in the Chinnaswamy Stadium blast case in 2010. In their confessional statement, they allegedly told the Bangalore anti-terrorism cell that their associates Mohammed Saif (now in jail) and Khalid (absconding) went to Udupi on August 31, 2008, and brought the explosives to Delhi on September 3, 2008. Police arrested Parveen Akhter along with Bashir Akhter of Qasba in Poonch District. During questioning, Parveen Akhter alias Parveena is said to have disclosed that Mohammad Azam used to smuggle weapons from Pakistan occupied Kashmir (PoK) up to the Line of Control (LoC) at fixed spots in Poonch District. Parveena picked up the weapons, Fake Indian Currency Notes (FICNs), SIM cards and other material from the LoC and supplied them to militants, including Mohammad Hafiz of Surankote. Sources said Rehman is believed to be heavily armed and carrying sophisticated weapons and gadgetry and may have specifically entered Delhi with a mission to disrupt R-Day celebrations.“We don’t know his location. There are active Indian Mujahideen [IM] sleeper modules in the city and Rehman may try to get in touch with their members to carry out a terror strike on the upcoming Republic Day celebrations. We are taking every measure to disrupt any attempt to strike the city,” an unnamed top special cell official said. Investigators probing the Indian Mujahideen (IM) Bihar module, part of which was busted by the special team of Delhi Police in 2011, has found that the chief of IM operations in India, Yasin, had been making frequent trips to several areas of Bihar towards the beginning of this decade for recruitment to the terror cause, reports Times of India. Yasin, popularly known as Doctor Imran across the three Bihar districts of Samastipur, Darbhanga and Madhubani, had a lot of acquaintances whom he invited over to Delhi. Yasin merely re-established contact with those who came to Delhi in search of jobs. "We believe that he was in need of men, who were equally motivated and also in want of money. Thus, he chose his men very carefully,'' added the source. This, he claimed, also showed that Yasin could have already kept other modules ready. "He is one leader who did not let the left hand know what the right hand was up to,'' an officer said. Sources have also confirmed that at least two members of the present module were present near L-11, Batla House, the encounter site on September 13, 2008, though till then they had no knowledge of the exact role played by the Azamgarh module. "We believe that these men were not part of any bombings prior to 2010, but we have evidence which suggest that they assembled as early as December 2008 and decided to take forward the IM agenda,'' said a source. Earlier, investigators had believed that the Bihar module had only become active after the Azamgarh (Uttar Pradesh) module, operating under Atif Ameen, was busted in the Batla House encounter in September 2008.

His dead body was recovered later in the afternoon. Though the Police refused to disclose the name of the agency, the revelation followed the arrest of a surrendered militant in connection with the disappearance of SPO Mohammad Hanief who was found murdered in Kishtwar District on December 10, 2011. Hanief was working with the Special Operation Group in Doda. Kishtwar Deputy Superintendent of Police (Headquarters), Abrar Chowdhary said the Police arrested former Lashkar-e-Toiba (LeT) militant Nafees Khandey. His two accomplices in the crime — Shahnawaz alias Bilal Ahmed Khander and Mohammad Rafiq — have already fled and rejoined militant ranks, according to the police. Nafees was also planning to rejoin the militant outfit at the time of his arrest, Chowdhary said, adding the Police seized a number of incriminating documents from him.

The Police arrested Shahnaz Ahmed Bhat and Zahoor Ahmed Lone along with one pistol, one magazine, three rounds and two grenades. The Police said that Nissar Ahmed Magray alias Shakti, the leader of the module is absconding. The module had been tasked to target South Kashmir's Sufi scholar Maulana Abdul Rashid Dawoodi. Police said that the two LeT recruits of the module revealed that Dawoodi was their target in October 2011 when he addressed a gathering at Andergam in Pattan area. Police said that the attack was foiled by the Police at that time. Maulana Dawoodi is the target of the militants and he was also attacked at Tahab Pulwama in 2006. The Maulana's security has been beefed up after attack on him in 2006. He is being targeted for preaching Sufism, police added.

Border Security Forces have found out that a racket in fake Indian currency notes (FICN) is operating from Pakistan with the support of Inter-Services Intelligence (ISI) and Lashkar-e-Toiba (LeT) for distribution of FICN in India, reports IBN Live. Interrogation of apprehended FICN operatives and intelligence reports have revealed that the kingpin of this racket identified as Iqbal Rana was working at the behest of ISI. The involvement of LeT has also been established. Three nodal centers had been set up in Jammu, Malda in West Bengal and in Nepal for distribution of FICN across the country. Jammu is the nodal point for covering the western, southern and northern parts of India, while Malda is the conduit point for supply of fake notes to West Bengal, Bihar and the North Eastern States. The centre in Nepal is used for stocking and distribution of counterfeit notes and smuggling them to Bangladesh for distribution across Assam and the Eastern Frontier States. At least 12 modules have been set up in cities and towns of the country to penetrate deep into urban and rural areas, a BSF official said. The BSF official further said that FICN of face value of INR eight crore was seized in Nepal during the last three years giving an indication of how Pakistani agents are using Nepal for anti-India activities. For intelligence and security agencies Bangladesh also remains a worrying point from where FICN is pumped into lower Assam.

This is the first time that Indian Mujahideen's (IM) hawala operations have come to light in Maharashtra. Police said that INR 10 lakh had come to Pathrija from Dubai which he later handed over to IM leader Yasin Bhatkal who is suspected to be currently in Nepal. The key figure is said to be an alleged Lashkar-e-Toiba (LeT) operative Wali Azeez who assists IM by routing money through the Oman-Dubai route. Pathrija, an owner of a jewellery shop in Chandni Chowk in Delhi, had received INR 10 lakh early in 2011. He had sent this money to Bhatkal which was later used for the Mumbai blasts.
