In two massacres by unidentified terrorists in Doda district on the night of January 6, seven people were killed. In the first massacre, unidentified terrorists first lobbed grenades into the residence of a Village Defence Committee (VDC) member at Luddu. As the residents rushed out in panic, the terrorists opened fire killing three family members. Consequently, other VDC members engaged the terrorists until security force (SF) reinforcements reached. A civilian was killed and four people, including a Special Police Officer (SPO), were injured in the encounter. The terrorists managed to escape without suffering any casualties. In the nearby Ramsu village, another group of unidentified terrorists attacked the residence of a VDC member. Three brothers, two of who were VDC members, were killed and 12 others injured in the attack. The terrorists also took away the weapons of the slain VDC members and burnt down five residences before escaping. Quoting eyewitness accounts news reports said the terrorists were suspected to be Kashmiris and members of either the Jaish-e-Mohammed (JeM) or the Lashkar-e-Toiba (LeT).

SF sources had said that radio messages had been intercepted where local ‘commanders’ of LeT and Jaish-e-Mohammad (JeM) in Jammu & Kashmir were told that that they should not claim responsibility for any suicide strikes, particularly those carried out in New Delhi and other places "as the same could trigger off war". These intercepts also instructed ‘commanders’ that strikes carried out by LeT and JeM would be claimed by Kashmiri terrorist groups like Hizb-ul-Mujahideen (HM), JuM and Al-Omar Mujahideen.

Two suspected Pakistani mercenaries of the Lashkar-e-Toiba (LeT) and a security force personnel were killed in a suicide attack on a SF camp at Trehgam in Kupwara district on January 8. News reports said that three fidayeen (suicide terrorists), approached the camp in SF uniforms with one of them posing as a Major. Even as the sentry of the camp was questioning them on their identity, one of the terrorists barged into the camp and another lobbed a grenade. The third terrorist fired a grenade killing a SF personnel and injuring two others. In retaliatory firing, two terrorists were killed while the third managed to escape. SF sources said that later in the day, a LeT radio message was intercepted which said that two of its members were killed and a third returned to his hideout. However, the spokesman of the Jamiat-ul-Mujahideen (JuM), Jameel-ur-Rehman, told certain Srinagar-based journalists over telephone that the terrorists of his outfit had carried out the attack, killing 10 soldiers.

According to media reports, the Reserve Bank of India (RBI) has asked all banks to monitor the transactions of 23 organisations identified by the Union government as terrorist outfits. The Government of India's (GoI) list includes Pakistan-based Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM), terrorist organisations of the north-eastern region like the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), the proscribed Students Islamic Movement of India (SIMI) and Liberation Tigers of Tamil Eelam (LTTE). Sources added that the RBI’s measure is consequent to the President of India's promulgation of Prevention of Terrorism Ordinance (POTO) in October 2001. In a statement released on January 13, Salahuddin demanded President Musharraf to review the decision and defer the ban till India provided clear proof of their involvement in the December 13, 2001 terrorist attack on the Indian Parliament. The sources said that the four had arrived at the capital with plans to cause blasts at crowded places and disrupt normal life in the run-up to the Republic Day Parade on January 26. The police also recovered Rs 35 lakh cash from them, sources added. The four terrorists are reported to be natives of Anantnag district in Jammu and Kashmir. News reports citing eyewitness statements said that the group of terrorists was led by a native of the district, Mohammed Najeeb alias Nadeem who was a former SPO. Following these eyewitness statements, security forces arrested three close relatives of Nadeem including his father on January 21. The terrorists first attacked the residence of Zakir Hussain and killed him when he came out. They subsequently fired upon all who came out of the residence and other near-by residences before escaping.

Soumen Mitra, Deputy Commissioner of Police, Kolkata, while speaking to a news agency in Hazaribagh on January 29, said this was proved by the dying declaration of one of the slain terrorists, Zaheed. He said the declaration of Zaheed also tallied with the statement recorded by Kolkata police from eyewitness accounts. He added that although the identity of Zaheed's companion Salim was not established, it was confirmed that he was part of the terrorist outfit. Mitra said linkages of the slain terrorists with Nalanda-based criminals have also been established.
