A Communist Party of India-Maoist (CPI-Maoist) cadre identified as Sushant Ram, resident of Shivdih village under Lakhisarai District, was arrested by Munger Police near Amarasni river under Larayatan Police Station in Munger District on August 1, reports The Times of India. Police said Sushant was a named accused in a number of cases and was also associated with Naxalite [Left Wing Extremist (LWE)] leaders like Pramod Koda and Kare Lal Koda, who were arrested recently. He was also working as an ‘informer’ for the Maoists and used to report the activities of Police and Police movements to them, said Sub-Divisional Police Officer (SDPO) (sadar) Harishankar Kumar.

During this period, incidents of attacks by cadres of CPI-Maoists in other Naxal [Left Wing Extremists (LWEs)] infested states are as follows- Andhra Pradesh (1), Bihar (3), Jharkhand (4), Maharashtra (8) and Odisha (1).

Communist Party of India (CPI-Maoist) activities in Odisha has gone down sharply and out of 35 most Left Wing Extremists (LWE) affected Districts in the Country, only two Districts, Koraput and Malkangiri find place in the list released by the Union Ministry of Home Affairs (UMHA), reports Odisha Samaya on August 4. While about 95 per cent of violence by LWEs is reported from 35 Districts of seven States, Odisha shares only 8.2 per cent, which confirms the trend. In the latest report of the UMHA on Maoist activities in the country, while Chhattisgarh records the highest of 37.6 per cent LWE violence cases, Jharkhand share 31 per cent of the total LWE violence reported across the country. Odisha stood far behind the two neighbouring States with just 8.2 per cent. In Chhattisgarh 8 and in Jharkhand 16 Districts are most LWE affected Districts, while Maoist activities is confined mostly to Vishakhapatnam in Andhra Pradesh and Khammam in Telengana. Among these States, Odisha leads in conducting more number of Unified Command Meetings to review Maoist Menace and Development. While Chhattisgarh and Jharkhand face larger degree of Maoist violence, in the recent months both the States have failed to conduct Unified Command Meetings while Odisha conducted four meetings of Unified Command to tackle the ultras. State Police is acting in tandem with Central Para-military Forces and an apex Level Multi Disciplinary Group has been put in place tackle the Left Wing rebels. Odisha has asked the UMHA for two more battalions of Central Reserve Police Force (CRPF) forces to be deployed in bordering Districts of Jharkhand and Chhattisgarh as these areas are porous and ultras keep sneaking into the State since there is more presence of Central Armed Forces (CAFs) in both the two States.

Union Minister of Home Affairs (UMHA) said that a multi-pronged strategy of security, development and ensuring rights of local communities should be vigorously pursued to deal with Naxals [Left-Wing Extremism (LWE)]-affected States, while chairing a meeting in New Delhi on August 4, reports New Indian Express. Singh was chairing a meeting to review the status of development projects and security-related issues in Naxal affected States. Different development projects, including road requirement plan (RRP), and those concerning air connectivity, power, education, health and banking were reviewed at the meeting. While reviewing the progress on road connectivity under RRP-II, Singh expressed concern over the delay in submission of detailed project reports (DPRs) by State Governments.

The Central Reserve Police Force (CRPF) has proposed creation of special platoons comprising young and highly trained commandoes in each company of the elite force to tackle the Communist Party of India (CPI-Maoist) problem in Bihar, reports The Telegraph on August 7. The proposal was finalised at a meeting of CRPF officials chaired by Inspector-General (IG), CRPF, Bihar sector, M.S. Bhatia, in Gaya on August 5. The special platoons, as per the proposal, would be engaged in special drives against the Maoists in the worst-Naxalite [Left Wing Extremist (LWE)] affected Districts of the State. Each platoon would comprise 30-35 young and highly trained commandoes. A company consists of three platoons. Bhatia said the strategy had been changed to take on the Maoists more effectively in Bihar. "The personnel of the newly formed platoons will be given specific task to hit the target more effectively," he said on August 6. The members of the special platoons will be equipped with latest weapons and modern electronic gadgets to help them in the operation. Bhatia said apart from the young commandoes, newly recruited jawans will be inducted in the special platoons. "The idea is to add more teeth to the force, which has been assigned to curb Maoist-related violence across the country. The same strategy will be adopted in other Naxalite-hit States later," the IG said.Earlier, the CoBRA (Commando Battalion for Resolute Action) was carved out of the CRPF to deal with rebels in an effective manner. "The purpose is to make the force sharper in their operation to flush out the Naxals," IG, Bhatia said. At present, 30 battalions of the CPRF are deployed in Bihar to deal with the Maoists.

Meanwhile, the Odisha Government has approached and urged the Union Ministry of Rural Development (UMoRD) for more funds under Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) as there is more demand for daily jobs in the tribal-dominated LWE zones, reports The Pioneer on August 8. While 19 Districts are affected by Maoists in Odisha, the Union Ministry of Home Affairs (UMHA) has identified Malkangiri and Koraput as “Most LWE Affected Districts” among the 35 Districts of the country, where Maoists are most active. Further, funds sought for Road Requirement Plan (RRP) II are yet to be sanctioned, though; the UMHA has favored such proposal long back. The State Police Headquarters at Bhubaneswar District has come out with an official order for formation of dedicated units at all police range including Koraput, Berhampur, Sambalpur, Rourkela, Cuttack, Balasore, Angul and Police Commissionerate Bhubaneswar-Cuttack. Presently, there are two apex BDDS functioning under the Security Wing of the Special Branch. Similarly, there are trained personnel at District levels too. In fact, each of the Left Wing Extremism (LWE)-affected Districts has its own BDDS which is employed to sweep the areas during anti-Naxal operations. However, in other Districts, though trained manpower is available, no special unit has been formed as yet.

The Police who are engaged in the Anti-Naxal [Left Wing Extremists (LWE)] Squad (ANS) operations observe that there is a decrease in women recruitment. A Central Reserve Police Force (CRPF) personnel, on condition of anonymity, said, there are issues such as harassment by superiors, negligence in elevation to higher positions and domination by men which are discouraging CPI-Maoist to recruit women cadres in the dalams. Love-related issues and illicit affairs are major reasons for decline recruitment. “We also observed in the minutes written and documented by the Naxalites during plenums, which were seized during exchanges of fire, about the ban on women recruitment,” a Police official said.

Bhattacharya was returning from Kolkata in West Bengal after meeting his sister when he was arrested. Gujarat intelligence agency team picked up Bhattacharya early morning on August 8 from the train at Durg in Chhattisgarh and brought him to Nagpur by road. He was flown to Mumbai from city on way to Ahmedabad. He was wanted in the case registered in 2010 at Kamrej Police Station in Surat, Gujarat. Nagpur-based Bhattacharya, who was in Cherlapally jail in Hyderabad between 2007 and 2013 after being arrested in Patna in 2007, was booked in the present case along with Pitla Narayan alias Arjun Madhu, his wife Rela Prashanthi alias Shweta, Kobad Ghandy and Seema alias Manju Hirani and Anand Ambedkar. Police also recovered one country made rifle loaded with two cartridges and a mobile phone from his possession. According to Garhwa Superintendent of Police (SP), Mohamed Arshi, Police had received a tip-off that TPC one ‘sub-zonal commander’ Chotu Singh Kharwar alias Ajay Kumar Singh alias Ajay Singh Kharwar and his associates were sheltering in Cherwadih village near school, a joint team of Bhawnathpur Police led by Office in Charge (OIC), Anil Kumar raided there. Chotu was arrested while his associates managed to escape. Arrested Chotu was involved in about one dozen Naxal [Left Wing Extremism (LWE)] violence cases including murder, attempt to murder, extortion etc, SP added. The Maharashtra Police busted a Communist Party of India-Maoist (CPI-Maoist) camp on the border of Chhattisgarh and Maharashtra, and recovered weapons and horses on August 13, reports The Hindu. “A special team headed by Additional Superintendent of Police (operations) Maheshwar Reddy launched an anti-Maoist operation in Abujhmad on the border of Gadchiroli district of Maharashtra and Narayanpur district of Chhattisgarh. The encounter near Tundewra and Kupnar village forced the Maoists to flee leaving behind weapons and six horses. Six weapons and other material of daily use were also recovered at the camp site,” said the Gadchiroli Superintendent of Police (SP) in a release. This was the first time when horses were found in a Maoist camp. “Senior Maoist leaders like Bhupathi operate in Abujhmad and the horses may have been used for senior leaders,” the release added. Senior central committee leader Sonu Bhupati is chief of Dandakaranya range falling in areas of Chhattisgarh, Maharashtra, Karnataka and Andhra Pradesh. A senior officer with the Kerala Police said a good number of these searches on the outlawed outfit were from the State, also alluding to the possible radicalisation of youths through the Internet. “We have prioritized about 60 user accounts associated with or sharing extremist material and have zoomed in to examine the persons of interest closely,’’ the official said. The majority of these groups intend to propagate the ideology of Islamic terrorism by posting communally flared up videos and pictures coupled with vitriolic messages, while there are also a few that espouse the cause of a Hindu Rashtra and Left Wing Extremism (LWE). The department has succeeded in sneaking into some of these groups using fake profiles. Besides the social media accounts, the Police are also monitoring their Internet usage patterns and the kind of websites they are surfing to trace their interaction with the terror outfit’s propagandists in West Asia.According to officers, the number of these groups almost remained stable over the past several months. They, however, have noticed a recent trend of some of the members of these groups making one-to-one communications on their individual capacity as well. Besides monitoring their activities, the Police often disrupt their messages and even delete whole of their contents and post counter-messages. Besides, tracking the handlers of these pages and booking them under Indian Penal Code (IPC) 153(A) may not be practical given that the majority of them are settled abroad, report said.

A top leader of the Communist Party of India-Maoist (CPI-Maoist), Duna Keshav Rao wrote to Odisha Chief Minister (CM) Naveen Patnaik asking him to rehabilitate him under the State’s policy of bringing Left Wing Extremists (LWEs) into the mainstream, reports Hindustan Times on August 21. Rao is accused in several cases of violence including the killing of Vishwa Hindu Parishad (VHP) leader Laxmanananda Saraswati in June 2008. Rao is also accused in at least 10 cases in Odisha and has been under judicial custody since June 2011. He also requested bail in all the 10 cases in the District and Sessions court in Nayagarh and Gajapati lodged between 2012 and 2016 and completion of the trials in all the cases within six months. He also pleaded for no arrest in the future in fake cases. Singh added that, “this year overall situation so far also indicates a declining trend and the number of violent incidents have declined by 25.6% as compared to corresponding period of 2016.” He said 106 Districts in 10 States were affected by LWE and 35 Districts were identified as most affected in seven States.Singh told Member of Parliaments (MPs) that a new initiative SAMADHAN has also been introduced to control the situation in the LWE affected states. Union Minister of Home Affairs (UMHA)Rajnath Singh will roll out details of the Central Government’s plan to combat Left-Wing Extremism (LWE) before the Member of Parliaments (MPs) during the consultative committee meeting on August 29 (today), reports Indian Express. According to UMHA 12,000 citizens died in LWE violence over the past two decades. Of these, 2,700 were security personnel and 9,300 were civilians. Singh is likely to take up issues related to tribal rights and discuss security and development related measures.
