Intelligence agencies reports that the Communist Party of India-Maoist (CPI-Maoist), despite recent reverses, are regrouping and looking to expand their presence to areas beyond the so-called ‘Red Corridor’, reports Liveminton November 2. According to intelligence reports, the Maoists are now expanding their base beyond their usual bastion of Chhattisgarh’s Bastar District to the tri-junction of Madhya Pradesh-Maharashtra-Chhattisgarh (MMC) in order to support their existing strongholds in Sukma and Dantewada Districts. The report also reveals that under the Odisha State Committee (OSC) of the Maoists, Rayagada, Kandhamal and Kalahandi Districts in Odisha are also emerging as hotbeds of Naxal [Left wing Extremism (LWE)] activity, with the “absence of road infrastructure in these regions aiding the Naxals.The Andhra-Odisha Border (AOB) region, the report stated, is also seen by Naxals as a safe corridor between the Dandakaranya region in Chhattisgarh (areas such as Sukma and Dantewada) and the forests of Jharkhand. “The planning of Maoists is to build a new battlefield in the MMC tri-junction area with an aim to create a new guerilla zone. They discussed the need to expand their battle zone towards the north and then the east to create a corridor with their old battle zones of Odisha and Jharkhand,” the intelligence report states.

The Centre, on November 3, assured all assistance to the Chhattisgarh Government to deal with Naxalism [Left Wing Extremism (LWE)], which continue to pose a threat to several States, reports India Today. Union Home Minister (UHM) Rajnath Singh gave the assurance to Chhattisgarh Chief Minister Raman Singh at a meeting in New Delhi, which was attended by senior officers of the Central and State Governments, a statement said. The two leaders noted that the declining trend of left- wing extremism continues across the country. Naxalism-related incidents have dropped by 21 per cent as compared to the corresponding period last year. Naxalites are under pressure with ever shrinking influence, both in terms of geographical spread and public support, they noted. Security and development-related measures required to achieve the same were discussed, the statement said. Important development schemes include the Road Requirement Plan (RRP) Phase I under which Chhattisgarh was sanctioned 1,988 kilometres of road out of which 1,351 kilometres have been completed. Under the newly launched RRP-II, Chhattisgarh has been sanctioned 891 kilometres of road. To improve mobile connectivity, 519 mobile towers have been installed in Phase-I. Another 1028 towers are being planned in Phase-II of the project. In addition, 11 India Reserve Battalions (IRB) and two Special IRBs have been sanctioned to the State. The Central Government provides security-related assistance to the State which includes provision for Central Armed Police Forces (CAPF) personnel, helicopters, UAVs among others.

At least six cadres of the Communist Party of India-Maoist (CPI-Maoist), including a woman cadre, were killed by the Security Forces (SFs) in two simultaneous encounters that took place in the Abujhmadh area in Narayanpur District on November 7, reports The Hitavada. When the operations were undergoing near Dhurbeda in the morning, the SFs came under heavy fire from a group of armed Maoists, leading to strong retaliation by the SFs. After the encounter stopped, the SFs recovered a body of a woman Maoist along with weapons. Later in the afternoon, five Maoists were killed in another exchange of fire between SFs and Maoists near Pinka village. Two .303 rifle, five .315 bore rifles, one 12 bore gun and one pistol were recovered by the SFs in the two encounters. State Additional Director General of Police (ADGP) (Anti-Naxal Operations), Durgesh Madhav Awasthi said, five Maoists were gunned down during an encounter at Pinka village, the woman Maoist was eliminated also in another encounter at Dhurbeda forests, both under restive Narayanpur District. Awasthi further informed the media persons that the SFs recovered nine weapons, including two .303 rifles and large number of Naxal [Left Wing Extremism (LWE)] materials and literatures during both these operations. Both the operations were taken place in the interiors of Abujhmadh area, considered Maoist hotbed, he added. The identity of the killed Maoists were yet to be established as the operation is sill still underway in the region and will conclude by tomorrow, he said.

Demonetisation has choked the flow of funds to terrorists in Jammu and Kashmir (J&K) besides adversely impacting the Left Wing Extremism (LWE) in several parts of the country, Defence Minister Nirmala Sitharaman said on November 7, reports The Indian Express. She also said that the number of incidents of stone pelting in Kashmir has come down since summer and suggested that it was the result of fund crunch being faced by terror outfits due to the note ban. “The data shows flow of funds to the terrorists has clearly been choked after demonetisation,” Sitharaman said. She said the terrorists are “really running short of funds. There have been a lot of attempted bank robberies and it clearly shows that demonetisation or withdrawal of Rs 500 and Rs 1,000 currency notes has affected the flow of funds for terrorism.”

Superintendent of Police (SP), N Koti Reddy said a Self-Loading Rifle (SLR), a Springfield rifle, a, 8 MM rifle, a .303 single shot rifle, and one 9MM pistol were recovered along with 53 live rounds of ammunition. Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted Suresh Rajak, a forest official from a wildlife sanctuary, in Kaimur District late on November 20, reports Hindustan Times. The abductors allegedly made the call for ransom on the mobile phone of the victim's son Kaushal Kumar around 9.15pm on Monday. They claimed they were Naxalites [Left Wing Extremists (LWEs)] operating in the region. Another call was made on the cell phone of an employee Dhananjay Kumar. The Maoists demanded a ransom of INR 800,000 from his family for his release, officials and his relatives said the next day. The Police said the Maoists descended at the office of Rajak and held him captive at gunpoint. He was posted as forester at the Karar beat office in Kaimur wildlife sanctuary, around 200 kilometres southwest of Patna. Buxar Superintendent of Police (SP), Rajesh Kumar, said a Police team has been assigned to rescue the official from the abductors. He confirmed that ransom calls were made to the victim's family.

Acting on the suspicion that Communist Party of India-Maoist (CPI-Maoist) cadres may have entered the Bandipur National Park, and its surrounding areas, the Anti-Naxal Force (ANF), District Armed Reserve (DAR) Police and forest department launched a joint combing operation in Chamarajanagar District on November 22, reports The Times of India. The personnel of ANF, DAR and forest department were divided into two separate groups. While Chamarajanagar Superintendent of Police (SP), Dharmendra Kumar Meena led the 60-member ream that carried out the operation in Kundakere, Mulapura and Karapura forest areas and along the banks of Mayar River. The second team, led by Additional Superintendent of Police (ASP), MS Geeta, on the other hand, covered Mulehole, Kalkere and surrounding areas. This team comprised around 60 personnel. Sources said that neither team managed to find any information pertaining to Naxal [Left Wing Extremism (LWE)] activities during their respective operations. The Union Ministry of Home Affairs (UMHA) has decided to use the Central Armed Police Forces (CAPFs) and more than 500 of their camps, located in areas affected by Naxal [Left Wing Extremism (LWE)] violence in different States, as the focal point for delivering Government-run schemes and programmes among villagers and tribals, reports Indian Express on November 28.The UHMA believes this is also one way to counter the perception about Government as propagated by the Naxals and promote the development to villages abutting these camps. The Ministry has termed is as ‘camp village development (CVD)’. According to the report, UMHA sent a letter to Principal Secretaries (Home) of the Governments affects by the Naxal violence - Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha and Telangana on November 20. The District administration should also coordinate and make best use of CAPFs for delivery of centrally sponsored or State sponsored schemes in the villages nearby the camps. There are 118 battalions of CAPFs deployed in these seven States. Besides, States have raised Indian Reserve Battalion (IRBs) and special IRBs, and 10 CoBRA (Commando Battalion for Resolute Action) of the Central Reserve Police Force (CRPF) battalions have been deployed to handle Naxal violence.

A top ‘zonal commander’ of the Communist Party of India-Maoist (CPI-Maoist) and a strategist Enul Khan alias Govind ji (52), who was wanted for killing at least two dozen security personnel in the red zone area of Jharkhand and Bihar, surrendered with a gun before the Jharkhand State Police along with a ‘Commander’ of the Tritiya Prastuti Committee (TPC), Roshan alias Ajay Prasad Sao, on November 29, reports The Pioneer. Govind had joined the banned left wing organisation as a regular cadre in 2005. Considering his strategy making capabilities, senior leaders of the outfit rose his ranks to ‘area commander’. He was also member of the political wing of the CPI-Maoist. “He was wanted by Jharkhand and Bihar Police for carrying out attacks on joint security forces. He carried Rs 10 lakh award on his head,” said Indrajeet Mahatha, Superintendent of Police (SP) Latehar. The SP added that Govindji in 2013 led a troop of Maoist cadres which had triggered a landmine blast killing eight security personnel including a Sub-Inspector (SI) rank officer in Bihar’s Gaya District. Govind was also part of the Maoist team which ambushed joint Security Forces (SFs) in Palamu in 2016. Six Central Reserve Police Force (CRPF) troopers were killed and several others were injured in the attack, adds News Nation. Active since 2014, Roshan has been in jail and came out only in 2016 but he again became a Naxal [Left Wing Extremist (LWE)]. As per the surrender policy of the Government, Khan was given INR 1.1 million while Roshan got INR 50,000. Palamu Deputy Inspector general of Police (DIG), Vipul Shukla informed that Khan has 21 cases against him and was operating interstate, covering Bihar, whereas Roshan’s tally was 24 of which 14 cases are registered in Garhwa District.

Sammaiah alias Gopi (49) was arrested by the Police in Mahabubabad District on November 30, reports The Hindu. Superintendent of Police (SP), N. Koti Reddy said the arrested Naxal [Left Wing Extremist (LWE)] leader was underground for the past 30 years and belonged to Enchagudem in Kothaguda mandal(administrative sub-division). On credible information that Sammaiah was in Mahabubabad town to extort money from a contractor the Police laid a trap and arrested him. The Police seized one 8 mm rifle, 8 mm rifle magazine, 10 live rounds, one pouch and a kitbag. He was involved in a exchange of fire with the Police in 2004, in murder of two persons in 2012 in Gudur mandal, blasting of a belt shop and assault of a person in 2010 at Kothaguda mandal. The SP said the arrested Naxalite was extorting money from tendu leaf contractors, civil contractors and petty traders. He appealed to people to inform the Police about the movement of armed squads that were indulging in extortion and unlawful activities. He wanted the underground cadre to give up arms and join themainstream.
