The Madras High Court (HC), on February 3, has confirmed life imprisonment for three Naxals [Left Wing Extremists (LWEs)] belonging to Tamil Nadu Liberation Army (TNLA), reports The Times of India. They were involved in a groups attack at the Puthur Police Station in Cuddalore District on April 6, 1991. TNLA is the armed wing of Tamil Nadu Communist Party Marxist-Leninist (TNCPML), a splinter group of the Communist Party of India-Marxist-Leninist (CPI-ML) The HC bench has now confirmed life term only for Suba Elavarasan alias Pandian alias Vallavan, Kumar alias Gopalsamy and Amulraj alias Selvam.

The Nainital Police issued warrants, on February 3, against nine suspects in connection with "inflammatory" slogans written by suspected of the Communist Party of India–Maoist (CPI-Maoist) cadres on the walls of houses in a village of Nainital District on February 2, reports The Times of India. Police have also announced a bounty of INR 10,000 on one of the suspects Kheench Singh Bora. Police said Bora alias Vijay Nehru alias Prabhakar, a resident of Someshwar in Almora District, had been active in Naxal [Left Wing Extremist (LWE)]-related activities in the State. Nainital Senior Superintendent of Police (SSP), Janmejay Khanduri said, "Intense search and combing operations are going on. All suspects are on our watch and we will soon locate people who were behind the incident."

The landmine blast on Sunki ghat road in Koraput District on February 1, and killing of a ward member in Mathili block in Malkangiri District on February 2, by Communist Party of India-Maoist (CPI-Maoist) cadres is part of a series of attacks planned by Naxals [Left Wing Extremists (LWEs)] to avenge the Ramaguda encounter in Malkangiri District on October 24 – 27, 2016, where 30 Maoists were killed, says Odisha Police, reports The Times of India on February 5. The landmine blast at the Sunki ghat road was well planned and executed by the Maoists, sources said. Police of both Odisha and Andhra Pradesh suspect that Nandapur area committee led by Andruu, Narayanpatna area committee led by Chaitanya alias Aruna and also the Maoists military People's Liberation Guerrilla Army (PLGA) team third central regional committee (CRC) company were involved in the action. The main role was played by the Nandapur area committee, the sources said. According to the sources, generally, Maoists never attack unarmed cops, but they did it at Sunki ghat road in a desperate attempt to boost the morale of the cadres who were losing confidence after the Ramaguda encounter on October 24, 2016.A senior Police officer said, "The victims were all newly recruited cops who got jobs through a court direction and were going for training. Naxals had knowledge about the movement of the cops from the starting point at Koraput. They planted the landmine under a culvert on the highway that was busy with vehicular movement. Hitting the target in such a manner shows that it was a pre-planned execution. Maoists knew that the minivan was coming. They ignited wires to detonate the landmine by using a flash. They knew exactly that the bus carrying the newly recruited drivers did not have weapons. Usually, when Naxals attack cops they loot the arms. They also fire at those who survive the attack. But, here nothing like that happened. There were no arms and no firing on the injured persons. This shows the Maoists had knowledge of every detail." As per the inputs, around 40 to 50 Maoists including 30 women cadres participated in the action.

The election in Gadchiroli is scheduled from February 16 and February 21. The elections will be conducted in two phases. According to data collated by the National Bomb Data Centre (NBDC) of the National Security Guard (NSG), the areas affected by Naxalism [Left Wing Extremism (LWE)] saw a 21 per cent increase in bomb blast incidents in 2016 as compared to 2015, reports The Indian Express, on February 13. Casualties in such incidents went up by almost 60 per cent, the NBDC said in its annual report. 65 per cent of all improvised explosive device (IED) blast casualties occurred in LWE-affected areas. According to the report, the figures available till December 15, 2016; 1,420 Naxals surrendered last year as compared to 570 in 2015. In Chhattisgarh, the IED incidents increased by 50 per cent and Andhra Pradesh saw a five-fold increase over 2015. Odisha witnessed an almost 100 per cent jump in IED incidents — from 15 blasts in 2015 to 29 blasts in 2016. Only Jharkhand and Bihar witnessed a decrease in IED incidents. Jharkhand witnessed nine IED explosions in 2016 as compared to 15 in 2015. In Bihar, it was 10 against 12 in 2015.

'In 2017, in the first 40 days, there have already been 16 cases and this is abnormally high,' Mohammed Jamshed, Member Traffic, Railway Board stated. Terming it an 'abnormally high', a top railways official said that most of these 16 instances of rail sabotage in 2017 have occurred in non-traditional Left-wing extremism (LWE)- affected areas, and does not carry the signature of Maoist subversive activities. 'There were 45 incidents in 2016, including seven blasts, three instances of track tampering, 27 cases of sabotage and attempt to sabotage and eight agitation related incidents. Moreover, Shamsul Hoda, who was arrested in Nepal in a murder case is wanted by for allegedly funding terror plots that led to train derailments in Kanpur in Uttar Pradesh, Hirakhand in Andhra Pradesh and a foiled attempt in Bihra's Ghorasan.

Police officials of three States Madhya Pradesh, Chhattisgarh and Maharashtra attended the meeting. The Maoists, including a woman, laid their arms before Senior Superintendent (SSP) of East Singhbhum District Police, Anoop T Mathew in Kanhu’s native village Jiyan under Ghurabandha Police Station area in Ghatshila sub-division. Kanhu Munda alias Mangal Ji, ‘Zonal Secretary’ and his aide Fogra Munda, were carrying rewards of INR 2.5 millions and INR 1 millions on their heads respectively. Around 15 Battalions of State Police Forces have been raised and engaged in combat of the Naxals. Over a 20,000Police Force cadre has been created to face the CPIMaoist menace. The LWE wing of Crime Branch supervises investigation into Maoist offences in the State. Official sources said at least 700 LWE related cases were registered in different Police Stations since 2000. Jambri was a ‘divisional committee member’ of Galikonda area committee of the Communist Party of India-Maoist (CPI-Maoist). Police recovered a Thompson sub-machine gun, a shotgun and three detonators. Jambri, native of Mettiguda under GK Veedhi Mandal (administrative unit) in Vizag Agency area, carried a reward of INR 400,000 on his head. He had played a key role in the killing of 37 members of Greyhounds in Balimela in 2008.

Five sympathisers are identified as Babulal Sharma, Tarak Kundu, Katiyaram Nareti, Rajesh Dhurva and Shatrughan Vaishnav. The court also slapped a fine of INR 500 on each of them. Chhattisgarh has two NIA courts, one at Bilaspur District and another at Dantewada District. This is the first case in the state in which an NIA court has given its verdict.
