A former Naxalite [Left Wing extremism (LWE)], who failed to appear in a murder case trial in a special court was arrested by the Police in Dharmapuri District on July 1, reports The Hindu. The trial in the murder case commenced in the Poonthamalli Special Court in Chennai recently and Kamalanathan (53), of Mallikuttai village, who had served in the Naxal movement for some time, did not appear in the court. Following this, the court issued arrest warrant. A Police team from Denkanikottai Police Station arrested Kamalanathan on July 1, Police said. Police sources said that Venkatesan, then president of the Thali panchayat (village level local-self government institution) in Denkanikottai Police Station limits, was murdered by a group of person way back in 2002.

Meanwhile, a Can-bomb weighing around 20 kilograms and a 200-metre electric wire were found from a one-foot deep pit at Shantinagar under Adityapur Thana (Police post) area in Seraikela-Kharsawan District on July 3, reports The Telegraph. Informed by a local resident, Police swung into action by pressing into service a bomb disposal squad from Ranchi who blasted the bomb. Seraikela-Kharsawan Superintendent of Police (SP), Chandan Kumar Sinha said, "The bomb had been kept hidden, but we can't say whether it had been kept there by any rebel outfit. May be the bomb was kept for future use." He said Police were trying hard to identify the persons involved in bringing the Improvised Explosive Device (IED) to a place like Shantinagar. However, a source in Adityapur said it was the handiwork of CPI-Maoist rebels. "The rebels had made their presence felt up to Kandra during 2010, when the Naxalite [Left Wing Extremist (LWE)] activities were at their peak. Kandra, which is also under Seraikela-Kharsawan, is 15km from the spot where the bomb was found," a Police officer said. One Navin Das from Shantinagar was picked up by Police for interrogation about the bomb.

National Investigation Agency (NIA) filed a charge-sheet with the NIA court in Kolkata on July 3, naming the top Communist Party of India-Maoist (CPI-Maoist) leader Muppalla Lakshman Rao aka Ganapathi, ‘general secretary’ of the Central Committee of the CPI-Maoist, and four others, reports Millennium Post. The name of the top leader of the Left Wing Extremist (LWE) group has come up in the charge-sheet in connection with the probe that the NIA had undertaken in connection with the arrest of another of their top leader Sadanala Ramakrishna. He was arrested from College Street in Central Kolkata in 2012 along with two other Maoist leaders. The Special Task Force (STF) had arrested the Maoist leader and seized INR 9.6 million cash, firearms, ammunition and Maoist literature from him.

Five Naxals [Left Wing Extremists (LWEs)] were on July 5, convicted by a special court in Sasaram District of Bihar for the murder of then Divisional Forest Office (DFO), Sanjay Kumar Singh, in the Rehal forests under Nauhatta Police Station area in Rohtas District on February 15, 2002, reports India Today. The four accused, namely Nirala Yadav, Ram Bachan, Lalan Singh and Nitish Kumar Oraon, all were sentenced life imprisonment while the fifth accused Sudama Uraon will have to undergo 10 years of rigorous imprisonment. Central Bureau of Investigation (CBI) spokesperson R K Gaur said that the agency had registered a case on March 22, 2002, on the request of the Bihar Government.

Somaru was active as head of Janatana Sarkar (people’s government) squad of Maoist in Chhinari area, whereas Sonaru was a CNM (Chetna Natya Manch- a cultural outfit of Maoist) member, he said. Based on the statement of Sonaru, one .315 bore country-made revolver and its cartridges were recovered near his house in Bagjhar, he added. According to the officer, the duo was involved in various kinds of Naxal [Left Wing Extremism (LWE)]-related incidents like damaging roads, firing on police camps, arson and similar others.

According to Union Ministry of Home Affairs (UMHA), as many as 12,000 persons have lost their lives in Naxal [Left Wing Extremism (LWE)] violence over the last two decades and out of these, 2,700 were Security Force (SF) personnel, reports Business Standard on July 9. The report states, of the total, 9,300 were innocent civilians which were either killed by the Naxals, labelling them as 'police informers', or were victims in crossfire. The UMHA added that there has been a decline of 25 per cent in LWE-related violence and casualties to SFs has dropped by as much as 42 per cent during May 2014-April 2017 as compared to May 2011-April 2014.The elimination of Naxal cadres rose by a sharp 65 per cent and the surrenders by the extremists recorded 185 per cent increase, the official said. The Ministry Home Affairs (MHA) officials said currently 90 per cent of the Communist Party of India-Maoist (CPI-Maoist) activities were limited to 35 Districts, though they have a hold over pockets in 68 Districts in 10 States.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with the Police near Ranwahi village in Dhanora tehsil (revenue unit) of Gadchiroli District on July 10, reports Indian Express. The encounter happened when the Police had descended on the Ranwahi forest following an intelligence input. “During the search operation, Maoists suddenly opened fire on the police. The police retaliated. After a while the Maoists, feeling the pressure, decamped. A woman Naxalite [Left Wing extremists (LWE)] was found dead on the spot from where the police have also recovered a rifle and a lot of other material,” a press note issued by Gadchiroli Police said. The identity of the Naxalite is yet to be established.

Assistant Constable Mankuram Kashyap was injured in an Improvised Explosive Device (IED) blast triggered by the cadres of the Communist Party of India-Maoist (CPI-Maoist) in Kondagaon District on July 13, reports Indian Express. The incident took place in Kilam-Kudur forest under the Mardapal Police Station limits. A Police team which was out on an anti-Naxal [Left Wing Extremism (LWE)] operation came under fire inside the core area of the forest at Ranapal. After the exchange of fire between the two sides stopped, the Naxals had triggered the IED blast near Kudur as the Security Forces (SFs) were leaving the area, in which Kashyap sustained injuries.

The move, officials said, would give a boost to operational efficiency of SSB as there would be 650 dedicated posts for intelligence gathering at these borders. The cadres were arrested from a forest near Potenar village when a team of local Police was out on an area domination operation, Bijapur Additional Superintendent of Police (ASP), Mohit Garg said. The arrested cadres were identified as Motilal Mandavi (25), Paklu Beko (45) and Moti Beko (25). The three Maoists were allegedly involved in setting ablaze a bus in 2015 near Bardela village of Bijapur after asking its passengers to alight. They were also allegedly involved in attacks on Police party and other Naxal [Left Wing Extremism (LWE)] incidents, Garg said. Mandavi was a member of Chetna Natya Mandli (CNM), the cultural outfit of the Maoists, he said. The Station House Officer (SHO) of Barhat Police Station Amit Kumar told reporters that Police is trying to instill confidence among the villagers to go back to their respective houses. The SHO added that CPI-Maoist cadres have lost their domain in the region. That is why they carried out the incident on July 14, 2017 killing three members of family suspecting them to be ‘police informers’. The Centre Government has also asked the Security Force (SFs) not to shun the multi-prone approach like initiating development works in the Naxal-affected areas and facilitating surrender of the Naxals.As per the UMHA, till June 30 this year, 424 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before various laws enforcement agencies across the country. This year, in Chhattisgarh, 298 Naxals surrendered, followed by Jharkhand with 38 surrenders and Andhra Pradesh 35. In West Bengal, 11 surrendered, in Telangana and Bihar 2 each, in Odisha 27 and Maharashtra 7.According to the ministry report, Chhattisgarh and Jharkhand together accounted for 68.5 per cent of the violent incidents and 69 per cent of deaths. Mangru Portet (48), an ‘area committee member’ of Aheri Dalam (armed squad) of the Communist Party of India-Maoist (CPI-Maoist), was killed during an encounter with C-60 commandos in the forest of Kopewancha near Rajaram Khanla village under Aheri taluka (administrative division) in Gadchiroli District on July 23, reports The Times of India. A press release issued by the Gadchiroli Police stated, during a heavy exchange of fire, the Police team gunned down one Naxalite [Left Wing Extremist (LWE)], identified as Mangru alias Ram Chinna Portet, while others managed to flee the spot. A 12 bore gun and some Naxal literature were also recovered from the spot, said the release. Portet, engaged in the movement for more than two decades, having more than 40 offences against him, had a reward of INR 600,000 on his head. Portet was shifted to Aheri a couple of years ago by the senior brass of rebels so that he can strengthen the base of the party in his home taluka. Gadchiroli Deputy Inspector General of Police (DIG), Ankush Shinde said the Naxalites had gathered at the forest between Rajaram Khanla and Damrancha to hold a meeting. "It was their temporary camping site which was raided by the C-60 commandos following concrete information. We feel that more Naxalites could be injured during the exchange of fire," DIG Shinde added.

A joint team of Special Task Force (STF), Chhattisgarh Armed Force (CAF) and District Force arrested three cadres of the Communist Party of India-Maoist (CPI-Maoist) in two separate incidents from Bijapur District on July 24, reports The Pioneer. Acting on specific inputs, the joint team had launched a search operation towards Tamodi and Madpal villages under Mirtoor Police Station limits, Police said. In first incident, when the patrolling team reached near Tamodi village, a few Maoists triggered an Improvised Explosive Device (IED) blast and attempted to flee from the spot. Of them, Pandru Kadti (36) and Somru Potam (20) were arrested after a chase and wire and a battery (used in detonating explosives) recovered from their possession. In the second incident, a lower rung cadre Nuppo Budhra (40) was arrested by a joint team of Central Reserve Police Force (CRPF), CAF and District Force from jungles of Galgam village under Usoor Police Station in the District. The CRPF Director General (DG), RR Bhatnagar told media, on the eve of 78th Raising Day of the Central Armed Police Force, that more than 2000 CRPF personnel trained in countering insurgency will be deployed in the south Bastar region.
