Seven cadres of the Peoples' Liberation Front of India (PLFI), a splinter group of the Communist party of India-Maoist (CPI-Maoist), were arrested by the Police during a combing operation in Khukhundbahal forest under the Biramitrapur Police Station in Sundargarh District, reports The Hindu on October 2. According to the Police, on getting information about the presence of PLFI extremists in Khukhundbahal forest under the Biramitrapur Police Station on September 29 last, an operation was launched. About 10 to 15 armed Left Wing Extremists (LWEs) were found moving in the forest. However, only four of them could be arrested. Based on the interrogation of these members, another three cadres were arrested. Pinak Mishra, Superintendent of Police (SP) Sundargarh, said, of the seven PLFI identified extremists, three each hail from Odisha and Jharkhand while one is from Assam. The Sundargarh Police identified one of them as Arjun Rana alias Kapil Pathak, who is the ‘zonal committee member’ of PLFI for Odisha-Jharkhand. A .9 mm carbine machine gun, three .9 mm double bore barrel guns, two .9 mm pistols and 37 rounds of live ammunition were seized from them.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with the Gadchiroli Police in Bhamragadh tehsil (revenue unit) in the Gadchiroli District on October 2, according to a press release issued by the Police, reports Indian Express on November 4. “An encounter ensued between the police and the Naxals [Left Wing Extremists (LWEs)] in the forest near Kothi village in Bhamragadh tehsil close to the border of Narayanpur district of Chhattisgarh on October 2 between 4.30 and 5,00 pm. The Naxalites fled after the police built intense pressure through retaliatory firing. A search of the spot after the incident revealed the body of a Naxalite, whose identity is yet to be established,” the press note said. It also added, “The search also revealed one SLR (Self Loading Rifle) gun, one air gun, a mobile phone, blasting material and Naxal literature.”

The Mumbai Police is believed to have identified a Naxal [Left Wing Extremists (LWEs)] link to a well-entrenched marijuana trafficking operation on October 2, reports Mumbai Mirror. Officers in the Mumbai Police claimed that they have identified a Naxal "levy manager" who uses the proceeds from the sale of marijuana to fund Naxal activities in Chhattisgarh and Odisha. The manager, identified as Narayan Sahu, is still at large, but the Anti Narcotics Cell (ANC) arrested his compatriots -- Indrapradhan Laddukishor, Prashant Jena, Kalia Prakash and Narayan Dhanurjay - from Kalyan on September 23 and seized 28 Kilogram of marijuana in their possession.The Police said that Sahu, along with Indrapradhan, was in charge of collection of funds, mostly from cities such as Mumbai. He directed the movement of marijuana from the Naxal-controlled Districts of Malkangiri, Ganjam and Gajapati, in southern Odisha, into Mumbai. Indrapradhan, in turn, arranged for the necessary "human resource requirements" at the delivery end. "Both Indrapradhan and Sahu ensured the supply chain links remained intact until the consignments reached designated targets," said a police officer. Police officials are working out leads to establish if Sahu is related to an active Naxal who is part of the "unofficial administration" responsible for collection and levying of "taxes" on the Andhra Pradesh-Odisha border (AOB). According to the Police, Naxals "supervise the cultivation" of marijuana on the Andhra Pradesh-Odisha border.

The United Nations (UN) has received reports of Naxalites [Left Wing Extremists (LWEs)] using children to fight in Chhattisgarh and Jharkhand and of terrorists burning at least 30 schools in Kashmir last year, according to Secretary-General Antonio Guterres, reports Zee News on October 7. In his annual report on Children in Armed Conflict, Guterres said, "Children continued to be affected by incidents of violence between armed groups and the government, in particular in Chhattisgarh and Jharkhand, as well as tensions in Jammu and Kashmir." He further said, "The United Nations continued to receive reports of the recruitment and use of children by armed groups, including the Naxalites, in particular in Chhattisgarh and Jharkhand."In the report for 2015 released in 2016, the then-Secretary-General Ban Ki-moon had said the Naxalites were using children as young as six in Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha and West Bengal. Guterres's report covering conflicts during 2016 was sent to the Security Council on October 5. The report recorded far more violations against children by terrorists and other armed groups than by Governments. It said there were about 4,000 verified cases involving government forces and over 11,500 by non-state armed groups in the 20 nations covered in the report. "I call upon the (Indian) government to develop appropriate mechanisms to protect children from recruitment, as well as to separate and reintegrate recruited children," Guterres said. "I also urge the Government to ensure the protection of children from any form of violence in the context of civil unrest or law and order operations." "Children continued to be killed and injured in the context of operations of national security forces against Maoist armed groups," Guterres said, but did not provide any numbers. According to the Ministry of Home Affairs (MHA), 213 civilians were killed in encounters, an increase from the 171 in 2015, but the number of children was not provided, his report said.

The Police team also busted the camp of the Naxal [Left Wing Extremist (LWE)] group, JPC. Police recovered one country made pistol, four live cartridges, two stolen bikes, Naxal pamphlet, Police uniform, five mobile phones etc. from their possession. They arrested cadres have been identified as Amresh Chaudhry, Sitaram Chaudhry, Chhotu Chaudhry, Arun Chaudhry and Dharmendra Chaudhry, all resident of village Danda under Danda Police Station. Garhwa Superintendent of Police (SP), Mohammed Arshi said the arrested JPC extremists were demanding extortion money from 22 families of the newly appointed constables in primitive tribe battalion. They had demanded INR 400,000 and a son or daughter for the organisation from all the families. Extortion money was demanded from families who are living in Ranka Bhandariya Police Station area. JPC extremists sought extortion money after distributing Pamphlets. Amresh Chaudhry was the ‘commander’ of the JPC. After killing of JPC founder ‘commander’ Kuldeep Chaudhry organisation was dead. Amresh and Sitaram are making efforts to revive it through extortion of people. JPC is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

The National Investigation Agency (NIA) has arrested a Jharkhand Assistant Sub-Inspector (ASI) of Police in connection with the case of killing of Member of Legislative Assembly (MLA), Ramesh Munda, allegedly by Naxalites [Left Wing Extremists (LWEs)], in 2008, reports The Hindu on October 8. Investigations revealed that ASI, Sheshnath Singh, had provided information about the movement of Munda to the Naxals, an NIA spokesperson said. Singh has been sent to Policy custody till October 15, he said, adding that NIA teams had also conducted searches at four locations in Ranchi. Munda was shot dead in the Bundu town of his Tamar constituency in the Ranchi District on July 9, 2008.

The ninth Anuradha Ghandy Memorial Lecture to mark 50 years of the ‘Naxalbari uprising’ was conducted at the Mumbai Marathi Patrakar Sangh in Mumbai on October 13, reports scroll.in. The public lecture series is conducted every year in honour of Anuradha Ghandy, who died of cerebral malaria in 2008 while working with tribal women in Jharkhand, also one of the founders of the Communist Party of India (Marxist-Leninist). The event features various speakers – often intellectuals and activists from the Left – to speak on socially relevant issues. This year, to mark the half-centenary of the revolutionary Naxalite [Left Wing Extremism (LWE)] movement, the lecture was attended by revolutionary poet and writer Vara Vara Rao from Andhra Pradesh and Left-Wing leader Tilak Dasgupta from West Bengal. “Nowhere else in the world will you find a continued class struggle that has lasted so many years,” Vara Vara Rao said, speaking at the memorial lecture, while, writer Tilak Dasgupta described the 50-year-old Naxal movement as one that is about the revolutionary seizure of power by the people, and a movement that has brought peasants, workers, Dalits and Adivasis to the forefront of the political arena, as independent actors.

An India Reserve Battalion (IRB) jawan (trooper) was injured in an encounter with Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), cadres in Balumath in Latehar District on October 16, reports The Outlook. Based on information that some Naxalites [Left Wing Extremists (LWEs)] had assembled at Hundi village, District Armed Police (DAP) personnel had rushed to the spot last night. As soon as the team reached the area, TPC cadres started firing at the Police, forcing them to open fire in retaliation, Superintendent of Police (SP), Dhananjay Singh said. One IRB jawan, identified as Vikash Kumar, received a bullet injury on his chest and was airlifted to Ranchi, the SP said.

Terming it a successful weapon against the Naxalites (Left-wing Extremists), the Maharashtra Government extended its policy facilitating surrender by the Naxalites for two years, reports India Today on October 20. The State Home Department recently approved extension of the ‘Aatmasamarpan’ (surrender) scheme for Naxalites till August 28, 2019, a senior Police official said on October 20. Satish Mathur, the State Director General of Police (DGP), had submitted a proposal to this effect in June. Following Mathurs proposal, the Home Department recently issued a Government Resolution (GR) extending the scheme. The GR noted that the policy has proved to be a successful weapon against Naxalites in the Gadchiroli and Gondia Districts of the State.The Naxal surrender scheme was introduced in 2005 with the aim of rehabilitating and absorbing the ultras in the mainstream of society. The scheme was re-launched with some changes in April 2013. Since then the scheme has been very effective in curbing the influence of Naxals, the official said.

Police neutralised a new Naxal [Left Wing Extremism (LWE)] outfit of Tritiya Prastuti Committee-2 (TPC-2), a breakaway group of the Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), reports The Pioneer on October 24. A press release issued from Superintendent of Police (SP) Palamu read that this outfit tried to extort money from the contractor of the Government polytechnic college under construction on State highway in Lesliganj Police Station’s Basoura village in the District. The new outfit, a group of 12 to 13 persons, having dubious past and role in the society, had olive green battle fatigue, which was worn by its cadres in turn in order to create an impression that they were of extremist outfit, the Police said. Officer-in-Charge (OIC) of Lesliganj Police Station, Rana Jung Bahadur Singh said this outfit on October 14 reached one construction site in the area, assaulted a few workers there and looted one cell phone of the worker giving order to ask the contractor to speak to this outfit. OIC Singh said the outfit erred and it helped us most. Calls were made from the same looted cell phone. Police put that cell phone number and other details on its Technical Cell and finally succeeded in intercepting their conversation. Police got the location of the tower of the cell phone and then arrested Dharmender Singh who spilled all the beans and on his confession two others Jubair Alam and Chattu Bhuiyan too were arrested. Police seized the three olive green uniforms too along with a few cartridges.
