In an interview with the British Broadcasting Corporation (BBC), the Communist Party of Nepal (Maoist) spokesperson, Krishna Bahadur Mahara said they did not want to cross the international border to fight with the Indian establishment, but fight with ‘Indian expansionism’ is a must to ensure victory of the ‘People’s War’ in Nepal. Further he said ‘India wants to put their neighbours under its security cordon and make them operate as per its order’ and added ‘the objectives of the ‘People’s War’ in Nepal is to free the country from Nepali reactionaries and Indian rulers.’ While speaking about the peace talks, Mahara alleged that the ruling side was not sincere towards the result-oriented talks and said ‘existence of two regimes is reality and both must realize this… CPN(M) wanted to hold talks with the power center that enjoyed real authority - King’. Also, he said that election was not a solution to the problems in the country and added "It is nothing but a political slogan for a major battle. Our demand is for (holding) elections to the constituent assembly, not the parliament." Finally Mahara said, "The government should stop getting foreign military assistance, militarisation and killing people in fake encounters," and added "If the government is ready to invite international mediators and furnish replies to our questions, we are ready for the talks."

Nepal News report quoting the Superintendent of Police, Rajiv Mishra said that the Indian police of West Bengal arrested two Nepali Maoists leaders, identified as Lalit Subba and Padam Kalikote from Matigara area on November 20. The detained Maoists, Subba and Kalikote have been identified as Terahathum district ‘area commander’ and a high-level rebel ‘commander’ of Taplejung district respectively. The Maoists had reportedly reached the Indian town of Siliguri to participate in a meeting with the Indian Maoist outfit –Communist Party of India (Maoist).

In a statement, the Communist Party of Nepal-Maoist (CPN-M) ‘Western Central Command in-charge’ Diwakar has apologized and said that it has formed a three member probe committee to investigate the recent incidents in which its party cadres reportedly killed civilians and created unrest in Dailekh district. At a meeting in Dhand, Machchhi area in Pyuthan district on November 26, the Communist Party of Nepal (Maoist) ‘central committee’ leader, Amar Sharma Pratap rejected the government's offer to hold peace talks and said that there is no rationale behind the Prime Minister's deadline for talks. Questioning the legitimacy of the government, Amar Pratap said talks with the Deuba-led government would be meaningless since the government has failed to give proper answers to the six questions put forward by Maoist chairman Prachanda. Quoting the deadline declared by Deuba Government, he said CPN-M would never allow elections to go ahead if the situation remained the same and warned the government would suffer huge losses if it tries to hold polls.

In a statement issued on November 27, Communist Party of Nepal-Maoist (CPN-M) Chairman, Pushpa Kamal Dahal aka Prachanda, rejected the peace talks offered by the Government and said that the government’s move looked something like a conspiracy. He also alleged that the government had not yet created a favourable atmosphere for peace talks and setting deadline had further diminished the prospects of talks. However, Prachanda reiterated that his party was ready for peace talks with credible international mediation.

Owing to the Maoist threat of dire consequences, 54 permanent employees of Kalaiya Municipality in Bara district resigned from their posts on November 28. The Maoists had asked all the employees working in the municipality to resign before November 30. In Bara, the insurgents had earlier forced 91 Village Development Committee (VDC) secretaries to resign. Further, the report said that the development and administrative works in these VDCs have come to halt.

A Nepal News report quoting the Inspector General of Border Security Force (BSF) of India has alleged that Maoists have been providing guerrilla training to members of India-based terrorist outfits, including the United Liberation Front of Asom (ULFA) and Kamtapur Liberation Organisation (KLO) in eastern Nepal. On the eve of the second International Buddhist Conference in Rupandehi, Maoist insurgents have detonated a series of bomb explosions in the same district on November 30. However, there are no reports of casualties and the Maoists claimed responsibility stating, ‘the explosions are not targeted against anybody.’ Also, Maoists said that they had called the strike in protest of killing of pro-Maoist activists and leaders in the district by the security forces and it has nothing to do with the Buddhist conference.
