The senators on April 1 demanded with one voice that the issue of polio vaccination be included in the agenda for talks between the Government and the Tehreek-e-Taliban Pakistan (TTP), reports The Express Tribune. Members from all parties unanimously adopted a resolution, moved by Pakistan Peoples Party member (PPP) Shazia Marri to make Pakistan a polio-free country. Members of religious parties called for harsher punishments for those who create hindrance in achieving this milestone. Marri termed the surge in polio cases ‘alarming’, particularly from the Federally Administered Tribal Areas (FATA). She said 96 polio cases have been reported in the last six months out of which, 89 emerged in FATA. She complained that the government had also not paid lady health workers for many months. Additionally, she said if Pakistan did not address this problem, it would soon face travel restrictions from other countries.

Tehreek-e-Taliban Pakistan (TTP) ‘commander’ in Mohmand Agency, Khalid Omar Khorasani on April 2 said that the TTP has not announced an extension in the ceasefire and that the war will start again, reports The News. In a statement, Khalid Khorasani claimed that the Government had breached its promise during the period of ceasefire and held the state, military and political parties responsible for ‘the losses suffered’. He said all the influential sections of the society are in favour of the persistence of war. On Pakistan cricket team’s recent defeat against Bangladesh in World Twenty20, he said ‘Allah has always let this nation cry without a break’.

The Express Tribune reported that the authorities in South Waziristan Agency of Federally Administered Tribal Areas (FATA) have released 16 members of the TTP as a ‘goodwill gesture’. An unnamed TTP leader said that they “are frustrated at the Government’s inaction” over their two demands but the group would not carry out big attacks despite the end of ceasefire. “We will not carry out any big attacks as our intermediaries are still engaged in talks with the Government,” he said, requesting anonymity because he was not authorised to speak to the media on TTP’s behalf. He confirmed the Taliban were seeking a secure place in South Waziristan that was previously under their control.

He accused the government of continuing to kill Taliban during the ceasefire, especially in Karachi. “We gave this list and names of our civilian prisoners as a test case and wanted to see if the Government was serious,” one commander said, adding, “But we felt that the Government is either powerless or not serious in talks.” However, Government negotiators were not available to comment on whether talks would continue.

At least 19 non-combatant Tehreek-e-Taliban Pakistan (TTP) prisoners have been released by the Government, Daily Times reports on April 4. However, there was confusion on the release of the non-combatant TTP prisoners, as the Prime Minister’s (PM) Secretariat initially denied that it ordered the release of any prisoner, apparently due to massive pressure from the military establishment. The PM Secretariat, however, retracted this statement later following a meeting between Prime Minister Nawaz Sharif and Federal Minister of Interior Chaudhry Nisar Ali Khan. It said Sharif had indeed ordered the release of the non-combatant TTP members. The TTP had reportedly handed a list of prisoners to the government demanding their release, during different rounds of the peace talks. On the other hand, the military establishment is opposed to the release of TTP prisoners, both combatants and non-combatants, due to their alleged involvement in terror attacks across the country. The prisoners were released in phases. “Three prisoners were released on March 21, five on March 25 and 11 on March 28,” Federal Interior Ministry sources confided. The Interior Ministry Spokesman confirmed that all the prisoners belonged to the Mehsud tribe. Sources said that in the coming days about another 100 non-combatant detainees would also be released.

Prime Minister (PM) Nawaz Sharif met his national security team on April 4 to discuss steps to be taken for the dialogue process with the TTP, reports Dawn. Federal Minister of Interior Chaudhary Nisar Ali Khan, Chief of Army Staff General Raheel Sharif, Director General of Inter-Services Intelligence (ISI) Lieutenant General Zaheerul Islam and PM’s Special Assistant Tariq Fatemi attended the meeting held at the PM’s residence. According to an unnamed PM Office official “the Government has a set of parameters against which it is measuring the progress in the talks’ initiative. The meeting took stock of the situation”. “The meeting was updated about the next steps that the Government would be taking to keep the process continuing,” the official added. However, the release of 19 ‘non-combatant but criminal’ members of the TTP may draw fault lines between the relations of Army establishment and the ruling civilian Government vis-à-vis peace dialogue with the TTP, reports Daily Times. The matter, security insiders said, was taken up at a meeting chaired by PM Nawaz Sharif on April 3 to review security situation in the country that was attended by Chief of Army Staff General Raheel Sharif, ISI Director General Lieutenant General Zaheerul Islam, Federal Minister of Interior Chaudhry Nisar Ali Khan and PM’s Special Assistant on Foreign Affairs Syed Tariq Fatemi. The military command is said to have conveyed to the PM its reservations regarding the release of the TTP prisoners.

The TTP has called for the establishment of a ‘peace zone’, release of ‘non-combatant prisoners’ and an end to crackdown against Taliban members across the country, TTP ‘spokesperson’ Shahidullah Shahid said in a two-page letter addressed to the media on April 8, 2014. “We handed over a list of our non-combatant prisoners to the Government [negotiating] committee but still no prisoner has been released while statements of Government negotiators and senior officials on ‘peace zone’ show a lack of confidence among Government Departments,” he said. Unabated action against TTP members their arrests, torture in custody and mutilated bodies has raised questions about the ceasefire, Shahid said, adding that the Taliban showed flexibility to provide an environment conducive for negotiation…but in response, the TTP has only received dead bodies, arrests and torture of its members. Further, the coordinator of TTP’s intermediary committee, Maulana Yousaf Shah, appealed to both the TTP and the Government to extend the ceasefire for an indefinite period for fruitful dialogue. He said the committee has succeeded in the first two phases of peace initiative – the coordination stage and the face-to-face meeting. “The third phase involves practical steps, and the Government has assured us that it’ll take practical steps,” Shah said in a meeting in Shabqadar tehsil (revenue unit) of Charsadda District in Khyber Pakhtunkhwa. “In the last meeting, the Government assured us that it’ll release Taliban non-combatants before the second round of face-to-face talks,” Shah said. “[But] the 19 prisoners the Government freed didn’t figure on the list provided by the TTP. They were Mehsud tribesmen who were detained on suspicion and released by South Waziristan’s Political Agent.” He said that the Taliban have handed over a list of 765 non-combatant prisoners, hailing from tribal regions and Khyber Pakhtunkhwa, and were mostly relatives of the Taliban. At the beginning of peace talks with the Government, the TPP had announced a month-long ceasefire on March 1, 2014. Later, it extended it for 10 days until April 10, 2014, to give peace talks a chance. But no important development has taken place during the 10-day period. According to sources, the Taliban were not satisfied with the negotiations and that some TTP ‘commanders' had reservations over what they perceived as the Government’s ‘non-serious’ attitude to the dialogue. They are said to be insisting on calling off ceasefire. The TTP have presented two conditions for further progress. The first is an immediate release of non-combatant prisoners and the second calls for declaration of a “peace zone” for talks in tribal area where militants can freely move about. Meanwhile, locals said that drones kept hovering over the sky in different areas of Ghulam Khan, Dattakhel, Shawal, Miranshah, Mir Ali and Razmak tehsils (revenue units) of the Agency on April 11. A local security official said that fighting erupted in the night of April 11 when militants belonging to Wali-ur-Rahman Group ambushed a vehicle carrying members of the Hakimullah Group close to the border of North and South Waziristan. All those inside were killed, while the attackers fled the scene. The official confirmed that the dead militants belonged to the Hakimullah Group, which is led by Shehryar Mehsud. Nisar said that there was no deadlock between the Taliban and the Government and it had been decided earlier only that the next round of talks would take place after April 13, 2014. Meanwhile, the Government on April 13 acknowledged that there were certain misunderstandings between it and the Army, but the issue was never as serious as depicted by the media, reports Daily Times. Nisar Ali Khan said that coordination and harmony between the Government and the armed forces in the past ten months has been historically the best ever. He further said that both the institutions were on the same page on national affairs. He also said that the Government and military were in agreement on the issue of talks with the TTP. Dispelling the impression that the army was not happy with the release of Taliban prisoners, Nisar said: “Let me tell you, the release of non-combatant prisoners was not possible without the consent of the military. Security personnel cordoned off the area and started looking for the suspects. The search continued for about 30 minutes during helicopter gunships attacked suspected militant hideouts. No group claimed responsibility for the blast which took place at a time when the Shura (Council) of the Tehreek-e-Taliban Pakistan (TTP) was meeting to decide the future of peace talks. The TTP announced a one-month ceasefire at the start of March as the Government sought a negotiated end to their bloody seven-year insurgency. The TTP extended the ceasefire to April 10, but complained there had been “complete silence” from the Government since then and hinted that the military was trying to thwart talks. “TTP’s central shura (council) has unanimously agreed not to extend the ceasefire...However, the talk’s process will continue with complete sincerity and seriousness, and whenever a clear development comes from the Government side, the TTP will not hesitate to respond with a serious move", the group said in a statement. The attack came one day after Tehreek-e-Taliban Pakistan (TTP) revoked its 40-day-long ceasefire. Official sources said that the militants had fired bullet rounds and mortars from the adjoining mountains at a weapons depot situated inside the fort that is controlled by the SFs. The residents heard several explosions caused by the exchange of fire between the militants and the SFs. Some of the locals added that they had seen flames rising high from the fort. According to sources, some unspecified numbers of suicide bombers were reported to be among the attackers. The SFs also returned the fire and targeted the militants’ positions with mortars and artillery rounds. The extent of material damage and the number of casualties could not be ascertained due to a lack of access to the area. No official version of the incident has been issued so far.

Federal Minister of Interior Chaudhry Nisar Ali Khan said in a statement that he has called a meeting with the TTP’s talks committee on April 19 (today) to decide how to proceed. He said only dialogue could overcome reservations and objections, but warned there was little chance of progress without a ceasefire. “If Taliban have certain objections, we also have reservations,” he said, adding the government pushed forward the peace process against serious logjams. “(But) I don't think the talks process will move forward in the absence of a ceasefire,” said Khan, who has been an ardent supporter of the talks. He will meet the TTP's three-man talks committee, led by Maulana Samiul Haq. Members of the Government negotiating team are also likely to attend Saturday's talks, a senior official said. Meanwhile, cautioning the Government that certain forces may take advantage of its decision to call off the ceasefire, the TTP on April 18 said that it will not be responsible for any attacks on public places, reports The Express Tribune. As the Government team prepares for another meeting with the Tehreek-e-Taliban Pakistan (TTP), many of the foreign militants based in and around North Waziristan Agency (NWA) of Federally Administered Tribal Areas (FATA) feel they are facing an uncertain future and are not only seeking assurances from their hosts but are also weighing options for moving out to others places, like Afghanistan and Syria, to continue their ‘jihad’, Dawn reports on April 25. This emerged during a series of interviews conducted by Dawn correspondent mainly around NWA, on getting exclusive access to various groups and to some of the most wanted fugitives in the country. “Most of us do not think that the talks would succeed. But if there is give and take from both sides then we fear the Government would try to isolate us. Our hosts did take us into confidence before the talks started, but we feel the government would put them in a tight spot and their options may be limited,” said Azzaam, a senior member of the Islamic Movement of Uzbekistan (IMU). But some of the foreign militants also see the developments as an opportunity. “Jihad is not restricted to a single land. We have the flexibility to move around. At the moment most brothers realise that one of the noblest jihadi fronts is Syria,” said Sheikh Abdul Salam, a Saudi national based in NWA.

HRCP said 687 people were killed in more than 200 sectarian attacks last year, a rise of 22 per cent on 2012, while 1,319 people were injured, a 46 per cent rise on 2012. The HRCP warned that ongoing peace talks between the Government and the Tehreek-e-Taliban Pakistan (TTP) could make minorities even more vulnerable. Violence against Shias, who make up around 20 per cent of the population, has been growing in recent years, much of it led by extremist sectarian groups such as Lashkar-e-Jhangvi (LeJ). Federal Minister of Interior Chaudhry Nisar Ali Khan said that the abductors had demanded PKR 500 million for the release of Ali Haider Gilani after an earlier demand of PKR two billion. According to unnamed Tehreek-e-Taliban Pakistan (TTP) sources, many TTP militants, fearing that a military offensive will finally be launched, have vacated the areas surrounding Mir Ali and Miranshah towns of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) and shifted towards the border with Afghanistan and into the Afghan Provinces where anti-Pakistan elements are strong, reports Daily Times. “Around 6,000 militants, including locals, Uzbeks, Tajiks, Chechen and Turkmens, shifted towards the border with Afghanistan and into the Afghan provinces of Paktia, Paktika, Khost, Nuristan and Kunar,” sources said, adding that nearly 400 fighters have left for jihad in Syria. “While focusing on shifting to safe havens on the border and beyond, the Taliban fighters have also restricted their movement in main towns of NWA. About 4,000 militants, most of them locals, still reside in Mir Ali and Miranshah towns and its suburbs,” sources revealed. It further states that the violence is not limited to killings, many more journalists have escaped assassination attempts or been threatened, harassed, abducted or tortured. The threat by the militant groups, including the Tehreek-e-Taliban Pakistan (TTP), spreads from Karachi (Sindh) to Khyber Pakhtunkhwa (KP) and the tribal areas. In those conflict-ridden regions as well as Balochistan, these groups and ethnic Baloch armed groups openly threaten reporters with death and attack them. The report describes how the Pakistani authorities have almost completely failed to stem human rights abuses against media workers or to bring those responsible to account. “The government has promised to improve the dire situation for journalists, including by establishing a public prosecutor tasked with investigating attacks against journalists.
