According to sources in civil and military intelligence agencies, seminaries operating inside the capital are reportedly assisting Tehreek-e-Taliban Pakistan (TTP) with the collection of extortion and ransom money by arranging deals between militants and their victims, Dawn reports on May 1 (today). The sources also revealed that the seminaries are providing courier services to the TTP by arranging for the money to be transported to pre-determined locations easily accessible for TTP militants. Intelligence officials said that an analysis of the calls made in cases of extortion and ransom demands revealed that most of them came from Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA). While citing instances the officials said that the role of the religious seminaries in collecting extortion for the TTP was established and action against them has been suggested. “It was decided to mount intelligence and vigilance around the victims and the religious seminaries which would help trace and arrest those who are behind the extortions.” The vigilance will spot them whenever they contact the victims for finalising the deal, they added. The officials further stated that the groups of TTP involved in generating funds through extortion and kidnapping-for- ransom, also stay at the seminaries and get assistance from there.

Tehreek-e-Taliban Pakistan (TTP) said on May 1 that “talks and war cannot go together” and that they are ready to face any situation, reports The Express Tribune. “The government on one hand says it wants the dialogue but on the other it has adopted the policy of threats,” said TTP ‘spokesperson’ Shahidullah Shahid. Shahid alleged that operations were being intensified against the TTP across the country. “The Army has imposed unjustified war on the people in Babar and Shaktoi areas of South Waziristan for two days,” the spokesperson said. This statement comes just a day after the Chief of Army Staff (COAS) General Raheel Sharif in a speech asked militants to unconditionally accept the Constitution. “The TTP has made it clear on a number of occasions that it is willing to talk in the interest of Islam and the Muslims of Pakistan. But we would not accept the dialogue to be used a political tool and to pursue war tactics,” he said. “The TTP has demonstrated sincerity and seriousness during the talks and had agreed to a 45-day ceasefire. However, the government has not shown any seriousness since the talks have started. The government has also not established its authority as it has made no progress on the Taliban demands and has been unable to stop operations by security forces.”

An influential pro-Government tribal elder, Malik Qader Khan, and his two guards were killed in an attack near Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on May 1, reports Dawn. Officials said one of the attackers was also killed in retaliatory fire by Qader Khan’s gunmen. Officials said Qader Khan was travelling from Miranshah to Bannu when assailants in a non-customs paid car opened fire on his vehicle at the Chashma Bridge on the main Miranshah-Bannu road. Qader Khan was going to his village when he came under attack. Malik Qader Khan was known as chief of Waziristan and he had served as a peace committee’s member. He was one of the signatories to a peace agreement between the Government and local Tehreek-e-Taliban Pakistan (TTP) in 2007.

Federal Interior Minister Chaudhry Nisar Ali Khan, during a ceremony held at Nadra headquarters in Islamabad on May 2, lashed out at all those involved in criticising the Government’s peace talks with the Tehreek-e-Taliban Pakistan (TTP), saying the dialogue process cannot move forward amid “needless rhetoric,” reported Dawn. He dispelled the notion of a deadlock in peace talks with the TTP. “Those who were supposed to support the dialogue process are busy in hurling allegations at the Government through needless rhetoric…they have made a road show out of it,” said the Minister without naming anyone. “Continuation of peace talks would be difficult under these circumstances,” he added. Nisar said that delay in the next direct meeting with Taliban Shura (Council) was due to an internal rift within the militant outfit’s ranks rather than the Government. He expressed annoyance over attempts to create an impression of a rift between the civil-military relations, saying the government’s ties with the Pakistan Army were good before and will remain that way in the future also. Meanwhile, the TTP negotiating committee, Maulana Sami-ul-Haq hinted that the next round of direct talks would be held on May 5, 2014.

According to officials in the Police, the recent grouping within the Tehreek-e-Taliban Pakistan (TTP) may help the Government and Security Forces (SFs) to deal with the militants but it has created more trouble for businessmen in the twin cities of Rawalpindi and Islamabad, reports Dawn on May 3 (today). The sources said that the businessmen had paid extortions to the TTP but a few days later they again received calls for payment of more money. The second calls, they added, came even though middlemen of the militants had given assurances that the businessmen would not be threatened. The officials said the TTP groups worked under Shehryar Mehsud and Khan Said alias Sajna. The differences among them cropped up in the run-up to the selection of the successor to Hakimullah Mehsud who was killed in a United States (US) drone attack in 2013. An official of the capital Police said that now the TTP groups were separately approaching businessmen to pay them extortion. A few days back the owner of a food outlet in the city received a telephone call demanding extortion equal to the amount he had already paid, he added. The businessman told the Police that he approached the middleman operating from the capital city as he had assured him that no one would harm him after he made the payment. However, when the businessman told the middleman about the call after the payment of extortion, the latter sought time to probe the matter.

A source within TTP said the move aims at ending the ongoing conflict between TTP Hakimullah group led by Shehryar Mehsud and Waliur Rahman group led by Khan Syed alias Sajna. According to the source, the TTP 'central chief' Fazlullah has send Khalid Sheikh Haqqani as the new interim chief and directed both Sajna and Shehryar to come to the negotiating table to resolve the issue. The source further said Haqqani had taken over and the main shura (council) of the TTP would now decide about the new chief for South Waziristan. He said a new chief, to be appointed within two months, will be accepted by both the groups. “Fazlullah has warned members of both the groups that if any member acted against the other group, he would have to face severe consequences,” he added. Ahmadullah Ahmadi , a ‘spokesman’ of Hafiz Gul Bahadur group of TTP condemned the airstrikes and said the group “cannot remain silent over bombardment on people,” calling it a clear atrocity on the civilians. He said that the Shura (council) has convened this important meeting to assess the situation and hinted that the peace accord with the Government might get revoked. Fearing a backlash from Tehreek-e-Taliban Pakistan (TTP) in Islamabad, the Pakistan Muslim League-Nawaz (PML-N) Government on May 22 decided to use both the Security Forces (SFs) and the Police on high alert to maintain peace in the capital- Islamabad as well as other parts of the country, reports Dawn. Sources in SFs informed that an operation of sorts had been started with air strikes on the militant hideouts on May 21, 2014. Federal Minister for Information Pervez Rashid confirmed that an operation had been launched against the militants. “Security Forces will carry out their operation where the life of the citizens is in danger.” Asked whether talks between the Government and the TTP had failed, the Minister replied, “We will talk with those who are ready for it and the operation is being launched against those who are not ready to come to the negotiating table.” In reply to another question regarding the deployment of army in Islamabad in view of the possible reaction from the TTP, Rashid did not deny the reports. He said, “It is the duty of the Government to protect the citizens not only in Islamabad but also across the country. Such arrangements are part of the Government’s precautionary measures.”

Several hideouts of militants in Machis Camp, Kharwani and Mir Ali areas of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) were neutralized on May 22 as troops, backed by artillery and helicopter gunships, resumed their retaliatory action against Tehreek-e-Taliban Pakistan (TTP) militants for the second consecutive day, reports Dawn. The latest action came a day after air strikes and ground fighting killed at least 71 suspected militants and four security officials in the same area. Thousands of people have started fleeing towards Bannu in the wake of the attack, local residents and officials said. However, it was not clear how many people were killed in May 22’s assaults.

Meanwhile, panicked by the ongoing military action in North Waziristan Agency, the tribal people have preferred to take refuge in neighbouring Afghanistan instead of shifting to settled areas of Khyber Pakhtunkhwa, Dawn reports on May 27. According to reports, many families have migrated to Khost and Paktika provinces of Afghanistan from different areas of the volatile tribal region. Eid Mohammad Khan, a local tribesman, said that many foreigners also moved to Afghanistan from Waziristan before the launch of military action. “Many foreigners belonging to Uzbekistan, China, Middles East and European countries who were settled in Mir Ali, Miranshah and the adjoining areas have shifted to border areas of Afghanistan,” Mr Khan said. The Tehreek-e-Taliban Pakistan (TTP) North Waziristan chapter led by Hafiz Gul Bahadar formally revoked the peace accord with the Government, a pamphlet distributed by the group in the area said, Daily Times reports on May 31. The faction, as the pamphlet sent to media by Bahadur’s ‘spokesman’ Ahmadullah Ahmadi said, is now preparing to fight against what it said was the Security Forces’ planned operation, giving locals time until June 10, 2014 to leave the area and move to safety. The pamphlet distributed on May 30 read that the Government had broken the peace accord with the North Waziristan TTP by launching air strikes with a full-fledged operation being planned for the tribal region. “The shura Mujahideen has decided not to tolerate this aggression anymore and has opted to fight and defend Waziristan,” the pamphlet added.
