The Tehreek-e-Taliban Pakistan (TTP) declared allegiance to Islamic State (IS) on October 4 and ordered militants across the region to help the Middle Eastern jihadist group (religious war groups) in its campaign to set up a global Islamic caliphate, reports The Times of India. The announcement comes after a September move by al-Qaida chief, Ayman al-Zawahri, to name former Taliban commander Asim Umar as the "emir" of a new South Asia branch of the network that masterminded the 2001 attacks on the United States. TTP spokesman Shahidullah Shahid said in a statement sent to Reuters by email from an unknown location, "Oh our brothers, we are proud of you in your victories. We are with you in your happiness and your sorrow. In these troubled days, we call for your patience and stability, especially now that all your enemies are united against you. Please put all your rivalries behind you ... All Muslims in the world have great expectations of you ... We are with you, we will provide you with Mujahideen (fighters) and with every possible support."

Official sources said that suspected militants had planted the Improvised Explosive Device (IED) in front of the house of a local named Taj Gul, killing one of his sons Sakhi Gul and his nephew Maskeen on the spot while his other son Muhammad Agul, who is a Union Council polio worker, was left injured. The administration officials said the injured polio worker was shifted to Camp Hospital in Muhammad Gat where he succumbed to his wounds. No group has claimed responsibility for the attack but the administrations suspected the Tehreek-e-Taliban Pakistan (TTP) was behind it.

At least four suspected militants, including a local Taliban ‘commander’, were killed in yet another US drone strike in the Shawal tehsil (revenue unit) of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) on October 11, raising the toll from a series of attacks this week to 29, reports Dawn. Intelligence sources said that a US drone fired two missiles at a vehicle in Maraga area of Shawal tehsil in which the four suspected militants, including the Taliban ‘commander’, identified as Mustafa, belonging to the Hafiz Gul Bahadur faction of Tehreek-e-Taliban Pakistan (TTP), have died in the strike. Earlier reported, a US drone stroked in Dattakhel area of NWA in FATA on October 9.

Six top ‘commanders’ of the Tehreek-e-Taliban Pakistan (TTP), including ‘spokesman’ Shahidullah Shahid, have announced their allegiance to Abu Bakar Al-Baghdadi of the Islamic State and an allegiance statement was also issued in this regard, reports Dawn. Shahidullah Shahid in the statement said he along with five TTP District chiefs have announced their allegiance to IS, also known as Daish, and would be their lead fighters in Pakistan. The statement did not elaborate on the stance of the six on Mullah Omar, chief of the Afghan Taliban widely regarded by militant groups in Afghanistan and Pakistan as the Amir ul Momineen (leader of the faithful). “I am confirming my allegiance to Amir ul Momineen Abu Bakar Al-Baghdadi and would abide by all his decisions, whatever is the order, and whatsoever the circumstances, I shall be loyal to him and obey his orders,” Shahidullah Shahid said in a statement issued in Arabic and Urdu. Shahidullah said he along with TTP Amir for Orakzai Agency Saeed Khan, TTP’s Kurram Agency chapter chief Daulat Khan, Fateh Gul Zaman, who heads TTP in Khyber Agency, TTP’s Peshawar Amir Mufti Hassan and TTP’s Hangu chief Khalid Mansoor, was announcing allegiance to Abu Bakar Al-Baghdadi Al Qureshi Al-Hussaini. Jamaat-ul-Ahrar (JuA), a splinter group of Tehreek-e- Taliban Pakistan (TTP) has released video of a renegade Army doctor, asking military officers and soldiers to join Taliban, Dawn reported on October 17. Sitting beside JuA ‘spokesman’ Ehsanullah Ehsan in the video, the man with black beard and wearing black turban is introducing himself as Capt Dr Tariq Ali who claimed to have served in Frontier Corps Balochistan, 80 Brigade Siachen, and various places in Punjab. He cited posting in Waziristan the reason for leaving the Army. He said in fluent English that he had spent two tenures in North and South Waziristan agencies and refused order of the Second in Command official when he was asked to go for the third time. “I refused to obey the orders of 2-IC (Officer Second in Command) and a few days later I took a flight to London,” he said. He is critical of the media and blames it for spreading a bad image of Taliban. He called upon officers to join Mujahideen for the enforcement of Shariah and Islamic system. Simultaneously, he said he used to call non-Muslims to Islam. “Allah blessed me with the passion of Jihad. I left Britain with an intention to go to Iraq and join Islamic State, but I was arrested on the way and sent to prison in Croatia,” said Dr Tariq. Then he was deported to Pakistan and initially he faced some difficulties in the beginning. Later he joined JA. “May be it was the will of Allah that I should join the Mujahideen of Khorasan instead of Iraq and Syria,” he said. There was no independent confirmation of the doctor’s claim.

Shahidullah Shahid had abandoned the TTP on October 15, 2014 along with five other TTP leaders while pledging allegiance to the Islamic State (IS) led by Abu Bakar Al Baghdadi, the self-proclaimed Caliph. The move came as a major setback not only for Mullah Fazlullah but also for Mullah Mohammad Omar and Dr Ayman Al Zawahiri. But Mullah Fazlullah, the fugitive TTP Ameer, took five days to manage the issuance of a confusing statement on his behalf, denying that the group’s spokesman had defected to the Islamic State, adding that Shahidullah Shahid is merely a nom de guerre (fictitious name) that is shared by every TTP spokesman. The statement added that the person who defected in Shahidullah Shahid’s name [and pledged allegiance to the Islamic State] to is no longer a member of TTP. The TTP statement, which was released on October 20 and produced by the Long War Journal, then claimed: “Long ago, another brother had replaced Sheikh Maqbool as the TTP spokesman. But we did not announce that due to our policy. Sheikh Maqbool, who previously served as the group’s spokesman, defected under the name of Shahidullah Shahid, although he had no right to do so as he was replaced long ago by another brother who will be named at a later date”. However, one wonders as to why the TTP leadership is still not making public the name of the incumbent group spokesman if he has already been appointed. The bewildering TTP statement added: “We want to make it clear that Sheikh Maqbool is not Shahidullah Shahid and he is not our spokesman anymore.” Strangely, the TTP statement is also silent about five more TTP commanders who had pledged allegiance to the Islamic State along with Sheikh Maqbool including Saeed Khan, the TTP chief in Orakzai Agency; Hafiz Quran Dolat, the TTP chief in Kurram Agency; Gul Zaman, the TTP chief in the Khyber Agency; Mufti Hassan, the TTP chief in Peshawar; and Khalid Mansoor, the TTP chief in Hangu.

The United States (US) on October 21 designated Khan Said Sajna, the deputy leader of Tehreek-e-Taliban Pakistan (TTP), a global terrorist, reports Dawn. The designation list also includes Ramzi Mawafi, a former physician of al Qaeda ‘chief’ Osama bin Laden. Both have been designated under an executive order targeting terrorists and those providing support to terrorists or acts of terrorism. The consequences of these designations include a prohibition against US persons engaging in transactions with Said and Mawafi, and the freezing of all property and interests of Said and Mawafi in the United States, or come within the United States or the possession or control of US persons. The US Treasury Department, which keeps a record of these designations, also deleted some key al Qaeda and Taliban leaders from the list, as they are believed dead.

A Mehsud tribal jirga (council), likely to be headed by the father-in-law of the slain Tehreek-e-Taliban Pakistan (TTP) leader Baitullah Mehsud, will negotiate for peace talks between the TTP’s Mehsud faction led by Khan Said ‘Sajna’ and the Government, Dawn reports on October 27. Well placed sources confirmed that the jirga will comprise of eleven key Mehsud tribal elders and that a consensus has been reached on its name. The sources also said that a secret meeting was held on October 25 by the Mehsud tribal jirga in Tank, where they agreed to negotiate between the government and the Mehsud Taliban. Pakistani officials claim to have found evidence of ‘new sanctuaries’ set up by the Tehreek-e-Taliban Pakistan (TTP) and its affiliates in the Afghanistan territory near the border with North Waziristan Agency, The Express Tribune reported on October 27. A senior security official told The Express Tribune that the new sanctuaries have been established to create difficulties for Pakistan’s military and disrupt Operation Zarb-e-Azb in the troubled agency. “It is a worrying development that the TTP is regrouping close to the border right under the nose of the Afghan security forces,” said the official, who did not wish to be named. When asked, the official did not rule out the possibility of ‘tacit support’ from Afghan security agencies for the new TTP sanctuaries. Despite repeated requests, Afghan authorities have done little to dislodge militants from their side of the Durand Line, he added. ‘The lack of action from Afghan authorities has encouraged the terrorists to carve out new sanctuaries.” Pakistan has long urged Afghanistan to eliminate what it calls ‘safe havens’ of the TTP in northeastern Afghan provinces of Kunar and Nuristan. Fugitive TTP chief Mullah Fazlullah is also believed to be hiding in those areas. Islamabad has sought Fazlullah’s extradition from Afghanistan, but Kabul is not forthcoming to such a demand.

The Crime Investigation Department (CID) Police chief Saqib Ismail Memon on October 28 claimed to have arrested four suspects belonging to al Qaeda and the Tehreek-e-Taliban Pakistan (TTP) accused of providing logistical support, funds and weapons to the attackers involved in the June 8, 2014, Karachi airport attack, reports Dawn. The suspects were identified as Sarmad Siddiqi, Nadeem, alias Burger alias Mullah, Asif Zaheer and Master Essa. They are accused of arranging accommodation in Shah Faisal Colony for the militants. CID official Raja Umer Khattab said that suspect Zaheer was arrested in the 2002 Sheraton bomb blast case in which French technicians working on a submarine project were targeted.
