He also urged the Union government to retain Army personnel deployed during the now concluded Assembly elections. While talking to media persons in New Delhi, he said, "The State government has information that a group of Al Qaeda activists is active in Bangladesh and is helping the extremists in the North-East." Tripura Government has reportedly unveiled a new policy to tackle terrorism in the State. According to reports, Chief Minister Manik Sarkar announced a two-pronged strategy, on March 15, which would not only address 'causes' of terrorism, but also act against the terrorists who would remain defiant. Under the former, a 25-point development package for the better life of tribals and improved economy in interior tribal areas would be implemented. The CM also renewed his appeal to terrorists to shun the path of violence and join the mainstream society. He said, "I also have no objection if the militants want to open dialogue with the Central government directly. We will not only welcome it but also implement the rehabilitation process of insurgents if they come over ground." At the same time, counter-terrorism measures would be intensified. He also informed that five camps of the proscribed National Liberation Front of Tripura (NLFT) were also there in Mizoram, and matter has been brought to the notice of Mizoram Chief Minister Zoramthanga.

Speaking in State Legislative Assembly on March 25, Tripura Chief Minister Manik Sarkar alleged that Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), was providing training in Bangladesh to terrorists of the Northeast region, including to the National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF). He further reiterated that more than 50 hideouts of the NLFT and ATTF exist at various places in Bangladesh. Tripura Chief Minister Manik Sarkar has reiterated that the All Tripura Tiger Force (ATTF) has links with the Assam-based United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). While talking to media persons in Guwahati on April 27, he further said that the National Liberation Front of Tripura (NLFT) is linked to the Nagaland-based National Socialist Council of Nagaland-Isak Muivah (NSCN-IM). He, however, provided no details. While suggesting that the States in the North East region should make a concerted effort to tackle terrorism he added that the Union Government should declare terrorism in the North East to be a national problem and that it should be treated at par with the situation prevailing in Jammu and Kashmir.

Tripura has accused that Mizoram allowed the proscribed National Liberation Front of Tripura (NLFT) to set up camps there while Mizoram has alleged that Tripura was supporting the Bru National Liberation Front (BNLF). Mizoram Chief Minister Zoramthanga, however said, "Mizoram Government will not allow the NLFT or any militant organization to use its territory for insurgency." According to a media report, the Tripura Governor Dinesh Nandan Sahay has asked terrorist outfits active in the State to eschew violence and come forward for peace talks without laying any preconditions. He further said that terrorism and the resultant ethnic feuds in the last few years had adversely affected the pace of development in the State. He added, "Acceleration of the pace of development in the region, besides weaning away the youth of the State from the path of violence will be my topmost priority." A media report of June 23 has indicated that counter terrorism operations by the Central Reserve Police Force (CRPF) to flush out terrorists in Tripura are being hampered due to inadequate intelligence network at the grassroots level. The Inspector General (Tripura-Mizoram sector) Sukhjinder Singh informed this at a news conference at the CRPF’s 68th battalion headquarters at Narsinghar near Agartala. He also said that in the past three years, CRPF had arrested approximately 200 terrorists and their collaborators and recovered 265 firearms, including AK-series rifles, and huge quantities of ammunition in the area. The National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Borok National Council of Tripura (BNCT) are active in the State. More than 100 terrorists have also surrendered before the CRPF in different stages. He added, "However, the CRPF has had to pay a heavy price for its success. We lost 38 officers and jawans to rebel bullets and 26 jawans have been seriously injured over the past three years."

According to a media report, Tripura Chief Minister (CM) Manik Sarkar said on July 4 that Biswamohan Debbarma faction of the National Liberation Front of Tripura (NLFT) had set up five camps in the neighbouring State of Mizoram. Speaking in Agartala, he also said that the matter was brought to the notice of Mizoram Chief Secretary in May 2002. He added, "After that on a number of occassions we appraised the Mizoram Government including the Chief Minister Zoramthanga about the presence of NLFT camps in that State. The outfit might have set up the camps without any knowledge of the State Government."

According to a media report, Union Minister of Tribal Affairs, Jual Oram, said on July 13 that aid from the Tribal Affairs Ministry to Non-Governmental Organisations (NGOs) suspected to have links with terrorist groups in the Northeast would be stopped immediately. Several NGOs functioning in the States of Assam, Arunachal Pradesh, Meghalaya, Manipur and Tripura are suspected to have diverted funds provided to them under various Government-schemes to terrorist outfits and in May 2003 the Union Home Ministry even put approximately 824 NGOs under surveillance in this connection.

Tripura Chief Minister Manik Sarkar has reportedly appealed to the Union Government to treat activities of various terrorist groups in the Northeastern region as a national problem. While addressing a gathering on the 64th Raising Day of the Central Reserve Police Force (CRPF) in Agartala on July 27, he also said that the situation in the Northeast (NE) should be treated at par to that of the Jammu and Kashmir (J&K). He reportedly said, "The NE insurgents backed by ISI (Pakistan’s external intelligence agency, Inter Services Intelligence) and other foreign agencies are engaged in secessionism and it should be checked immediately. Even some of our neighbouring countries like Bhutan, Myanmar, Nepal and Bangladesh are giving shelter to the NE insurgents. The Centre should take proper step at this juncture". He also informed that there were 52 base camps of the National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF), terrorist groups active in the State, in Bangladesh.
