Director General of Police (DGP) C Balasubramaniam on January 2 said that National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF) still have 16 or more hideouts in Bangladesh, reports The Telegraph. Most of these hideouts were concentrated at Chittagong Hill Track (CHT) in the neighbouring country, Balasubramaniam said. He said about four to six hideouts were adjacent to the Indo-Bangladesh border while others were far away from it.The DGP said, “The NLFT headed by Biswamohan Debbarma is still a powerful outfit running around 15/16 hideouts in Bangladesh. One camp is still maintained by the ATTF that too by two women.” Admitting that insurgents were using Tripura-Mizoram- Bangladesh tri-junction as corridor, he said security agencies including Assam Riffles have been trying hard to stop infiltration of militants from across the border. Asked about security arrangement along the border keeping in mind the recent unrest in Bangladesh, the DGP said the BSF and District Police authorities were asked to maintain strict vigil along the border so that militants could not enter into the Indian soil.

State Government officials on January 15 said that around 250 Reang tribals, including women and children, have fled to Tripura from nearby western Mizoram, reports The Shillong Times."Out of fear and because of prevailing tension, around 250 tribal people have fled to Tripura from nearby Mamit district in western Mizoram Monday and Tuesday," North Tripura District Magistrate Prashant Kumar Goel told IANS by phone. He said: "Tripura officials have immediately rushed to Kanchanpur along the Tripura-Mizoram border (195 km north of Agartala) and Mizoram officials are also coming to the areas where the refugees are now staying. Officials of both the states would persuade the refugees to return to their villages in Mamit district."Goel said that he has already talked to his Mamit district counterpart and requested him to take appropriate steps to take back the tribals to their villages -- Damdiai, Tumpanglui and New Eden. Tension was prevailing in Reang-dominated villages in Mamit district over the kidnapping of three people Nov 23 last year by the National Liberation Front of Tripura (NLFT) militants, aided by suspected Reang militants.

Chief Minister (CM), Manik Sarkar on February 24 said that altogether 72 persons were abducted and three others killed during the past three years in insurgency related incidents, reports The Shillong Times. Sarkar said the insurgency was on the wane as none was killed by the militants in 2013 and 10 persons were abducted during the time, but all of them had returned. In the last three years 92 insurgents of different underground groups have surrendered, he said. However, the CM said, there was no room for complacency and security forces remained alert to thwart any attempt by insurgents of any such attack.

The Shillong Times reports that the displaced people of Bru community from neighbouring Mizoram, now sheltered in six evacuee camps in North Tripura District, will be allowed to vote through postal ballots, the Tripura Chief Electoral Officer (CEO) said on March 21. Bru voters, whose names are registered in the electoral rolls of Mizoram, would be allowed to exercise their franchise through postal ballot papers from April 1 to 3, Tripura CEO Ashutosh Jindal said. About 37,000 refugees in the relief camps belong to 10 assembly constituencies in Mamit, Kolasib and Lunglei Districts of Mizoram, State election department sources said.

The Shillong Times reports that the Union Ministry of Home Affairs (MHA) will set up 81 new composite Border Outposts (BOPs) along the 856 km long Indo-Bangla border in Tripura by the year 2017 in addition to the existing 245 BOPs, Border Security Forces (BSF) sources said on April 14. BSF said 80 per cent of the border fencing was complete and the remaining 20 per cent could not be completed due to tough terrain and large populations near the border. Border fencing was constructed 150 yards away from the demarcation line in adherence to Border management agreement signed between Bangladesh and India in 1974. The Ministry of External Affairs has taken up the matter with Bangladesh for allowing erection of fencing near the zero line in view of the difficult situation.

"Of the 36,000 refugees, about 300 returned to Mizoram on their own in the past three days (June 17 to June 19)," Kanchanpur (in North Tripura) Sub-Divisional Magistrate Nantu Ranjan Das said. Mizoram Home Department Joint Secretary, Lalbiakzama stated that "Home-bound refugees arrived at the facilitation centres in Mizoram where officials and leaders of NGOs have identified their bona-fide residents of Mizoram." Over the past three and a half years only about 5,000 refugees have returned to their homes in Mizoram.

Sixth phase of Bru repatriation will begin on June 17 (today) from Tripura to Mizoram, according to The Shillong Times. Joint Secretary for Home, Lalbihazama stated that around 459 Bru families were expected to return during the two-day repatriation and would be resettled in different villages where they had resided earlier before migrating to Tripura. Meanwhile, four leaders of the Mizo Students Federation (MSF) left for two facilitation centers bordering Tripura to conduct verification of repatriated Bru families. The students’ leaders would be camping at the Zomuantlang and Kanhmun facilitation centres where the Bru families from the Tripura relief camps would be first arriving. The Brus had left Mizoram en masse in the later part of 1997 and 2009 due to communal tension with the Mizos.

The Shillong Times reports that the Tripura Government has decided to withdraw court cases against surrendered militants, except those of crimes committed against women, an official said on September 4. “Chief Minister Manik Sarkar said the State government has decided to withdraw court cases against the former militants to lure underground terrorists to lay down arms and join mainstream of life,” a home department official said quoting Sarkar, who is also holding the home portfolio. “However, the cases relating to crimes against women pending against the surrendered extremists would never be settled outside the court or withdrawn,” the official quoted the chief minister as saying.

IPFT president Narandra Chandra Debbarma said the tribals were once a majority in Tripura and are said to have been living in the State for more than 5,000 years, but their situation is now precarious. "We submitted an eight-page memorandum to the (union) home ministry last year. The ministry officials said our demand would be considered positively. Talks between the leaders of IPFT and the central government would continue," IPFT chief said. They said the demand would encourage outlawed militant groups to further revive their strength in the State.

It has now announced that the party members would go to Delhi to meet union Home Minister Rajnath Singh and union Tribal Affairs Minister Jual Oram to press for the demand. The Indigenous People's Front of Tripura (IPFT), which launched a stir for the division of the State in Aug 2013, held a massive rally last month. The IPFT has been for many years demanding a separate State, to be carved out of Tripura, by upgrading the Tripura Tribal Areas Autonomous District Council (TTAADC).

On October 8 Tripura State Police Inspector General of Police (IG) TB Roy stated that 15 hideouts of National Liberation Front of Tripura (NLFT) still exist in neighbouring Bangladesh. Around six hideouts are adjacent to the Indo-Bangladesh border while others are far away from it and all the hideouts are concentrated in Chittagong Hill Tract (CHT), a traditional hotbed of secessionist movements. The IG also stated that intelligence reports indicated zero militant movement inside the State. He further added that Tripura State Rifles (TSR) runs 32 outposts close to the border as supplementary to the Border Security Force (BSF) outposts. He also said that about 172 TSR camps are active inside the State, engaged in counter-insurgency operations.

Chief Minister (CM) Manik Sarkar on December 1 said that Tripura’s success story in tackling insurgency and experience of post-surrendered militants may be implemented in other insurgency or Maoist-affected states or areas, reports The Assam Tribune. Chief Minister said a nine-point wish list was given to Prime Minister (PM) Narendra Modi in the meeting with the Council of Ministers in Agartala on December 1. He also said though militancy has been contained largely in the State, the outlawed groups have still 15-16 hideouts in Bangladesh. But the Bangladesh Government has been doing a good job in flushing out Indian militants from their soil, he told the PM. Chief Minister added, “The Prime Minister has given enough indication that Tripura model of anti-insurgency strategy will be implemented in other states facing militancy or red terror menace.”
