Chief Minister Manik Sarkar, while replying to a written question in the State Assembly in Agartala on January 16, has informed that altogether 202 militants and collaborators were killed in counter insurgency operations during the past five years across the State. Around 170 security force personnel and 40 civilians were killed, while 51 civilians were injured in 107 militant related incidents from January 1, 2000 till November 30, 2005. He further added that militants abducted 60 civilians out of which 33 were released in exchange for huge amounts of ransom. He added that 1163 cadres of the militant outfits, including the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT), surrendered to the security forces with huge cache of arms and ammunition. However, the maximum number of militants - as many as 322 cadres - had surrendered in 2004 reportedly due to intense counter insurgency operations.

On March 20, Chief Minister Manik Sarkar informed the Tripura Legislative Assembly that 377 persons were killed in 608 militant attacks during the last three years. During the same period, 313 persons were injured and 336 abducted from various parts of the State by the militants. 63 militants of various groups had surrendered without arms before security forces during the last five years. Security forces recovered 150 arms and 8208 ammunitions from the arrested militants during the last three years, while 108 arms and 5717 ammunitions from the security forces were looted in various attacks in the same period. The Central government had sanctioned Rs. 30.62 million to the State Government for the rehabilitation of surrendered militants during the last three fiscal years and the surrendered militants, who had deposited arms are given Rs. 2000 as monthly allowance during the vocational training and rehabilitation process, Sarkar added.

The Tripura Chief Minister, Manik Sarkar, who holds the Home portfolio, is reported to have informed the Legislative Assembly on April 10 that at least 458 militants belonging to the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) had surrendered in last two years with the respective surrender figures of 2004 and 2005 as 322 and 136. The surrendered arms included AK series rifles, SLRs and grenades. The Chief Minister also mentioned that 77 militants were killed in counter-insurgency operations during the same period. The arrest figure from January 2005 to February 2006 was 57, added Sarkar. He further said that despite the decline in the insurgency-related incidents in the last few years, the situation was not totally conducive for repeal of the Disturbed Area Act, which was made applicable in phases fully to 28 police stations and partially to six police stations since February 16, 1997. He also ruled out withdrawal of security escort for the passenger and goods-carrying vehicles plying on the National Highway 44 connecting Tripura with Assam. "Government is well aware of the problems that the passengers are facing due to escort. But right now we do not find the situation is conducive enough for withdrawal of the escorts," said the Chief Minister.

Tripura Chief Minister Manik Sarkar, while replaying to a written question raised by the Leader of Opposition Ratan Lal Nath in the Legislative Assembly on August 28, is reported to have informed that altogether 384 persons were killed and 327 others were injured in militancy in the State from 2003 to July 2006, according to Tripurainfo. While 356 civilians, mostly non-tribals, were abducted by militants during the period, 26 abducted persons are yet to return from militant hideouts. Sarkar mentioned that at least 305 militancy-related incidents were reported in the State during 2003. While 115 militancy related incidents occurred in 2005, only 56 such incidents were reported till July of 2006, said the Chief Minister. He said altogether 39 security force (SF) personnel were killed by militants in 2003, while 47 soldiers were shot dead by militants in 2004. However, casualty figure of SFs was only eight in 2006. According to Chief Minister, 396 militants and 1449 collaborators were arrested during last five years.

People residing along the India-Bangladesh border passing through Tripura have reportedly complained that the Bangladesh Rifles (BDR) had encroached upon their lands, and had committed atrocities on them, according to UNI. Reports said that villagers living on the banks of the Fenni River under Sabroom sub-division in the South Tripura district are the worst victims. A farmer, Ujjal Biswas, alleged that he has lost about 28 acres of land due to the change in course of the Fenni River some years back. "Earlier the Fenni used to flow far away for the present position. But, now the Bangladeshi authorities claim it as their land. We have lodged complains several times. Whenever any Indian authority comes to demarcate the boundary there is stiff opposition from the BDR. Sometimes they fire on us if we try to move to the disputed areas," said Biswas. Some boundary pillars were constructed by the Bangladesh Government to demarcate the boundary. However, the local villagers as well as the Border Security Force (BSF) personnel reportedly disputed the demarcation. "The actual boundary is far inside the Bangladeshi territory. They have claimed the land as the river has changed course," said a BSF officer. "The river was supposed to be the boundary between the two countries earlier. The char area which was formed due to the change in course by the Fenni is the point of dispute. Bangladesh government claims the land, which was created after the change in course of the Fenni river," added the BSF officer.

At least six cadres of the Meghalaya-based outfit, Achik National Volunteer Council (ANVC), surrendered before the Border Security Force (BSF) at Hiracherra in the North Tripura district on September 22, after deserting their militant hideout in Bangladesh, according to Tripurainfo. During interrogation, the surrendered militants reportedly confessed to have used Hiracherra as exit route to desert their camps. They added in their confession that that they had to travel a long way from Chittagong, adjacent to Dhalai district, to reach Hiracherra. According to police sources, militants use the border village of Hiracherra as corridor to move, since it is easy to take Shillong, the capital of Meghalaya, or Guwahati bound vehicles from Heracherra near Kumarghat, which is located on the Assam-Tripura National Highway-44.
