The three parties, The Indigenous People’s Front of Tripura (IPFT), the Indigenous Nationalist Party of Tripura (INPT) and the Nationalist Council of Tripura (NCT), on January 15 announced a hartal (general strike) in areas under the Tripura Tribal Areas Autonomous District Council (TTAADC) on February 8 to protest the new citizenship policy of the Union Government, reports The Hindu. The proposed amendments will grant swifter Indian citizenship to persecuted minorities from countries like Pakistan, Bangladesh and Afghanistan.

Official sources of Mizoram on February 13 said that the meeting of the Joint Monitoring Group (JMG) held in Guwahati on February 12, to discuss the repatriation of Bru refugees from the six relief camps in Tripura to Mizoram was ‘inconclusive’ as Bru representatives ‘refused to budge from their demands’, reports The Assam Tribune. Mizoram State Additional Secretary for Home Lalbiakzama said that the meeting was ‘inconclusive’ as Mizoram Bru Displaced People’s Forum (MBDPF), the apex body of Bru refugees demanded that all their demands be fulfilled by Centre and Mizoram Governments. The demands of MBDPF are allotment of at least five hectare land to each repatriated Bru family, enhancement of rehabilitation package, provision of free ration for two years, INR 5,000 per month be given to each family and the Brus be given the same status as given to Kashmiri Pandits. The meeting was chaired by Special Secretary (Internal Secretary) in Union Ministry of Home Affairs MK Singla and attended by officials of Mizoram and Tripura Governments, representatives of MBDPF, Bru Coordination Committee (BCC) and central committee of Young Mizo Association (YMA).

In a statement on February 21, the umbrella organisation of displaced Brus, Mizoram Bru Displaced People’s Forum (MBDPF) said that the Bru refugees lodged in seven relief camps in northern Tripura since the last 20 years had decided not to return to Mizoram as the Mizoram Government has “refused” to meet their demands, reports The Assam Tribune. The MBDPF said that a public meeting was held at all the seven relief camps on February 14 and 15 in which the refugees expressed their unwillingness to return to Mizoram by raising their hands. The public meeting was conducted as per the decision of a meeting of Joint Monitoring Group (JMG) in Guwahati on February 12 in which the MBDPF was entrusted to submit the public decision within three months. The JMG meeting, comprising representatives of the Ministries of Home Affairs of Mizoram and Tripura and MBDPF, went inconclusive.

The Indigenous People’s Front of Tripura (IPFT) on July 11 sought Governor Tathagata Roy’s intervention to find a long lasting solution of the problems of the indigenous people living in the State, reports Tripurainfo.com. IPFT ‘general secretary’ Mevar Kumar Jamataia accompanied by Buddu Debbarma called upon the Governor in Raj Bhavan and submitted a two-page memorandum before him. In the memorandum, IPFT general secretary Maver Kumar Jamatia said the party had submitted a memorandum to the Prime Minister pressing for creation of Twipraland. On the other hand, National Highway and railway blockade of IPFT entered second day on July 11 with no untoward incident.

The Indigenous People’s Front of Tripura (IPFT) which has blockaded the National Highway and the lone railway track in the State to push its demand for a separate state has sought tri-partite talks with the Union and State Governments over its demand on July 12, reports The Morung Express. “We have sought the Governor’s intervention and a tri-partite meeting between us, the Centre and state governments to resolve the matter,” IPFT President Narendra Chandra Debbarma said. Meanwhile, a group of 14 IPFT workers stood nude in front of the Champak Nagar Bridge, gateway to the Barmura hill ranges, on July 12 morning as part of the protest, added Tripurainfo. However, after the Police intervention, these protesters fled the spot.

In the press release, the State Government said that it has been strongly opposing Twipraland demand for long time. “Twipraland demand is unrealistic and the people don’t support this kind of demand. The Union Government has offered a final repatriation deal to Reang refugees in Tripura, saying that it would stop all relief if they do not return to Mizoram in January 2018, reports The Telegraph. Dates for the process will be finalized this December, said Special Secretary (internal security) Mahesh Kumar Singla, who visited refugee camps in North Tripura district (Tripura) on November 6. After his visit to Kaskao, Naisinghpara and Ashapara camps, Singla told reporters that he had tried to inform the refugees about their rights back home in Mizoram. Singla said the Union Government would provide a host of benefits to the repatriated Reang families, including a one-time aid of INR 130,000 and a monthly aid of INR 5,000 per family for two years. Over 37,000 Reangs had fled Mamit, Kolasib and Lunglei Districts of Mizoram to Tripura during clashes between the Mizo and Reang communities in 1997-98.

Meanwhile, CM Manik Sarkar has alleged that peace talks with the National Liberation Front of Tripura – Biswamohan Debbarma (NLFT-BM) could not be held because of the Centre's lack of initiative, reports The Telegraph. "The Centre wanted the State Government on board the tripartite talks and we agreed. The director-general of police and secretary of tribal welfare department were sent to New Delhi," Sarkar told the House. He slammed the Centre for its alleged lack of initiative, as none of the meetings had any high officials from the home ministry but admitted that the Director-General (DG) of Border Security Force (BSF) had joined the talks. "Three meetings were held. Recently, the NLFT-BM has declared new leaders (Subir Debbarma in May this year). They are talking on lines similar to the IPFT (Indigenous People’s Front of Tripura], a party demanding a separate state for indigenous communities in Tripura," he said, adding that the chief secretary wrote to the Centre but did not receive any reply from Delhi.
