According to senior police officials, the Nayanbasi Jamatiya faction of the National Liberation Front of Tripura (NLFT) in a letter to the Tripura state government, which reached the police headquarters on January 10, has expressed its willingness to enter into negotiations with the government in order to surrender arms and come over ground. Additional Director General of Police (ADG) Pranoy Sahaya, confirmed that that the State Home Department received the letter from Nayanbasi Jamatiya, chief of the faction, in which he expressed his desire to participate in peace talks. The ADG further added that that "talks are likely to begin soon but the modalities are yet to be finalized".

According to the Telegraph, the Bangladesh Rifles (BDR) has asked the terrorist outfits operating in Tripura to abandon their bases in Bangladesh and take shelter in rented houses in residential areas. According to the report, over the past month, outfits have deserted their camps in Sylhet, Maulvi Bazar and Habiganj districts bordering areas of North Tripura and Dhalai districts and Khowai and Sadar subdivisions in the West Tripura district. Quoting official sources in the North Tripura district, the report said that a terrorist camp at Kukijhuri in the Sylhet district has been burnt down after the terrorists deserted it. The report further indicates that the All Tripura Tiger Force (ATTF) camp located at Satcherri in the Habiganj district of Bangladesh opposite Simna area of Sadar in the West Tripura district and the National Liberation Front of Tripura (NLFT) camps located in Khasiapunji, Ranirgaon Bazar, Kurma, Naynarpar, Kandigaon and Kukijhuri has also been deserted.

According to a media report, the Assam Rifles (AR) posted in Tripura has denied allegations that one of its officials had links with the proscribed National Liberation Front of Tripura (NLFT) and that he had facilitated the transfer of arms and ammunition to the terrorists. The AR while issuing a clarification in this regard on January 30 said that the Union Ministry of Home Affairs had neither ordered any probe nor did it direct an investigation into the alleged nexus of the official with the NLFT. The release said, "No such relation between the paramilitary forces and outlawed NLFT is revealed so far. The Assam Rifles is performing its duties properly and achieving significant success in the counter insurgency operation."

Media reports of February 10 indicated that at least five Northeastern terrorist groups are currently holding secret talks with New Delhi. The report quoting Mizoram Chief Minster Zoramthanga further said that to end more than five decades of insurgency in the region, leaders of some outfits based in Assam, Manipur, Tripura and Meghalaya are engaged in ‘either formal or informal talks’ with the Government of India. However, he didn’t reveal their identities at this stage as it could jeopardize the peace process.

The President of Tripura People’s Democratic Front (TPDF), political wing of the outlawed All Tripura Tiger Force (ATTF), Ranjit Debbarma, stated on April 22 that he would come to the negotiating table if the Union Government fulfilled three preconditions The first precondition was that those who had entered Tripura after 1949 and whose names did not figure in the voters’ list of 1952 should be declared foreigners. Secondly, the issue of sovereignty should be a point of discussion during the peace talks and thirdly, a representative of the United Nations would remain present during the talks.

Nayanbashi Jamatiya, leader of one of the National Liberation Front of Tripura (NLFT) factions, has said that the peace agreement he is expected to sign with the Indian authorities will be within the framework of the Constitution. Assam Tribune has reported that Nayanbashi called on the Tripura Governor D N Sahaya on April 28 and later said, "I thank the Governor and Chief Minister of Tripura for the initiatives they have taken for peace. The agreement would be signed within the framework of Constitution of India." Meanwhile, the Governor opined that "Peace and prosperity are main issues for the talks that are on the pipeline. Our discussion (with Nayanbashi and his men) was held in a cordial atmosphere. He (Nayanbashi) assured his all cooperation for bringing peace in the State." Tripura Director General of Police, G M Srivastava, later indicated that about 150 cadres would surrender with firearms as soon as all formalities are completed.

On June 24, Tripura Chief Minister Manik Sarkar submitted a list of 42 camps operated by the terrorist outfits of Tripura in Bangladesh to Prime Minister Dr. Manmohan Singh. The list included details and exact locations of the camps run by the National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF). According to reports, the Chief Minister also pointed out that "Most of the ATTF and NLFT camps are located in the Chittagong Hill Tracts and Sylhet in Bangladesh and because of their proximity to the Tripura border it was easier for the militants to cross over to the State."

Media reports, quoting Director General of Police (DGP) of Tripura, G M Srivastava, said an estimated 24 terrorists belonging to different outfits operating in India’s northeastern region were reportedly killed and 26 others sustained injuries in simultaneous attacks by unknown gunmen at four hideouts in the capital Dhaka on July 17. The attacks occurred at two hideouts in Segun Bagicha and one each in Dhanmundi and Shyamali, posh residential areas of Dhaka city. Srivastava said terrorists of the United Liberation Front of Asom (ULFA), People’s Liberation Army (PLA) of Manipur and All Tripura Tiger Force (ATTF) might have suffered the casualties in the attack which preceded a secret meeting of the outfits. Meanwhile, according to other reports, the Indo-Bangladesh border in Meghalaya has been put on maximum alert after the alleged incident.

Also, between January 2003 and September 2004 as many as 393 terrorists have surrendered in the State and Rupees 2,46,33,059 has been sanctioned for their rehabilitation. He further said that the All Tripura Tigers Force (ATTF) is the strongest outfit with cadre strength of about 450, while the Biswamohan Debbarma group of the National Liberation Front of Tripura (NLFT) is second with about 370 cadres. The operations by the Tripura Police during the period from September 1, 1999, to August 31, 2004, has led to the arrest of 593 terrorists, while during this same period the police killed at least 171 terrorists, the Chief Minister added.

The Tripura Government has reportedly ruled out withdrawal of the Armed Forces Special Powers Act (AFSPA) from the State, saying revoking the Special Act would benefit the terrorists. Chief Minister Manik Sarkar, while speaking in the State Legislative Assembly on October 8, said the State Government had no plans to withdraw the Act. "The Centre has sent additional troops to the north eastern region to tackle the situation in the region and we have also demanded deployment of more army personnel in the trouble-torn areas of the region," Sarkar said, adding that the AFSPA was promulgated in Tripura to protect the lives and properties of the people. The Act was promulgated in 27 of the 52 police station areas in Tripura in February 1997 after a series of terrorist attacks.
